WATERFORD HOTEL ART IN PUBLIC PLACES MODIFICATION 34 RECOMMENDATION TO CITY COUNCIL. 35 Petitioner: Alessandria Palmer, Cotleur and Hearing. 36 Staff: Senior Planner, Kathryn DeWitt. 37 Discussion ensued between the board and petitioner regarding the recommendation that the two 38 statues be moved to a more appropriate location on the property. T he petitioner will return with 39 a new proposed location. 40 X. COMMENTS BY THE PUBLIC 41 None. 42 XI. COMMENTS BY THE BOARD 43 A. SET QUARTERLY MEETING DATE – (JULY 16, 2013, AUGUST 20, 2013, 44 SEPTEMBER 17, 2013). 45 It was the consensus of the board to select July 30, 2013 as the quarterly meeting date. 46 Chair Porter gave an update on the Plaza Project. A verbatim audio recording is available on the City Website or from the Office of the City 37 Clerk. 38 All referenced attachments on file in the Office of the City Clerk. 39 Art in Public Places November 19, 2013 St. Mark’s Art in Public Places AIPP-13-09-000031 Location Map Proposed Art - Adjacent to Gardens East Drive Proposed Art - Adjacent to Memorial Garden Existing Art •Adjacent to Burns Road •Previously approved art for Phase II improvements Proposed Art Adjacent to Gardens East Drive Proposed Art Adjacent to Memorial Garden Staff Analysis •Phase III improvements: Construction of a new auditorium, expansion of the church and additions of classrooms •Stained glasses are consistent •Chapel provides an overall benefit to the community •Proposed Art meets Section 78-272, Standards of Artwork - Public will be able to receive the most enjoyment from art, and art incorporates landscaping and lighting Project Details •Total budget is $73,100: – Stained glasses along Gardens East Drive is $50,200 – Stained glasses facing Memorial Garden is $22,900 –The total required art contribution amount for Phase III is $51,793 –The Applicant wishes to apply any expense that exceeds the required budget for Phase III, towards Phase IV improvements for the church and school •Lighting The stained glass artwork are lit from inside the chapel • Landscaping –Surrounding the west building elevation is a combination of Orange Bromeliad and Queen Emma Crinum Lily –On the east elevation, minor landscaping will be adjusted to better maximize the art view West Elevation Conditions of Approval Staff recommends APPROVAL of petition AIPP-13-09-000031 with the following conditions: 1.Prior to the issuance of the Certificate of Occupancy for Phase III improvements, the Applicant shall submit digital photographs, both during the day and night, of the installed artwork. (Planning and Zoning Department) 2.Prior to the issuance of the Certificate of Occupancy for Phase III and Phase IV improvements, inspections are required by the Development Compliance Division to ensure the subject art pieces are in satisfactory condition in accordance with Section 78-262(f). (Development Compliance Division) 3.Prior to the issuance of the Certificate of Occupancy for Phase III improvements, the Applicant shall adjust the existing landscaping adjacent to the Memorial Garden to provide for better visibility for the art. MARK’S EPISCOPAL CHURCH AND SCHOOL Art in Public Places Previously Approved Phase I & II Art in Public Places (AIPP) Advisory Board Meeting November 19, 2013 December 2008 • AIPP requested staff research use of art impact money to fund artistic bus shelters program March 2009 • City Council directed staff to move forward with project and prepare Request for Proposal (RFP) July 2009 • RFP 2009-010 was released nationally August 2009 • Ten (10) proposals were accepted September 2009 • Selection Committee short-listed five (5) semi-finalists January 2010 • Semi-finalists presented to Selection Committee • Selection Committee recommended to reject all proposals February 2010 • AIPP acknowledged the proposal rejections • Recommended to enter into direct negotiations with Mark Fuller for eight (8) shelters March 2010 • Presentation to City Council • Did not proceed with project • Obvious need for shelters in City: sun, precipitation, high humidity make waiting for bus uncomfortable for passengers. • Palm Tran reports 163 bus stops within the City. • Ridership reached a record-breaking high in 2013, with over 12 million in total ridership. • Shelters offered by Palm Tran do not conform with City Land Development Regulations. City owns and maintains three (3) bus shelters Gardens Mall owns and maintains one (1) bus shelter One (1) Standard Design Art in Public Places Advisory Board: Institute an Artistic Bus Shelter Program Option: Art in Public Places Board institute a new Artistic Bus Shelter Program, which would include a matching grant and sponsorship element. Art in Public Places Advisory Board: Institute an Artistic Bus Shelter Program • Bus Shelters would be of one (1) standard artistic design, based upon previously recommended concept. • Design would reflect the City’s “Gardens” character and shelters would become a distinct landmarks within the City. Art in Public Places Advisory Board: Institute an Artistic Bus Shelter Program • Twelve (12) locations previously identified that met design and safety standards of the FDOT and Palm Tran. • One (1) new site on north-east corner of Military Trail and Northlake (developer proposed). Art in Public Places Advisory Board: Institute an Artistic Bus Shelter Program Artistic Bus Shelters: Program Elements Development Requirement: As part of a developers art impact requirement, new developments to earmark a portion of its art impact fees specifically for the installation of an artistic bus shelter. AIPP Artistic Bus Shelters: Program Elements Use of Existing Art Impact Funds: The AIPP would annually recommend locations and number of bus shelters to Council. AIPP Artistic Bus Shelters: Program Elements Grant Program: Based upon the Bus Shelter Grant/Sponsorship Standard Operating Program criteria, businesses, non-profit organizations, educational institutes, or residential communities may petition the Board for full or partial funding of a bus shelter. AIPP Artistic Bus Shelters: Program Elements Sponsorship Program: Individuals or entities may fund a bus shelter(s) on behalf of another organization and may request the use of art impact fees to supplement or match the donation. Art in Public Places Advisory Board: Institute an Artistic Bus Shelter Program Next Step: • Should the Board desire to move forward with the program, a recommendation that conceptually supports the program and the use of art impact funds to fund the program is needed. • That recommendation (or whatever action is taken by the Board) will be presented to the City Council, along with an additional funding option, for final approval.
