The R.A.B. initiated a recommendation to the City Council of a $20.8 million Parks Improvements Plan that would rectify an aging parks system. The City Council agreed to place the issue as a Parks Bond Referendum on the March 2003 Election Ballot . SITE PROJECTED COSTS Lake Catherine Passive Park 350,000 Lake Catherine Sports Recreation Center 2,550,000 McArthur Boulevard Improvements 1,797,240 Land Acquisition & Development 1,653,685 Gardens Park 710,000 Municipal Plaza 1,190,000 Burns Road Community Center 1,890,000 Burns Road Municipal Pool 1,600,000 Oaks Park 530,000 PGA Park 2,600,000 Plant Drive Park 1,200,000 Lilac Park 2,700,000 Dog Park 160,000 Riverside Community Center Park 510,000 Sandhill Crane Access Park 770,000 District Tennis Center Park 430,000  ALL PARKS $20,800,000 BOND ELEMENTS Initially, the City of Palm Beach Gardens Recreation Advisory Board took the following steps to assess and analyze the viability of the parks system: Parks Bond Issue developed through public phone survey (May) Skate Park Groundbreaking (May) Master Plan Consultants Selection (July)) Sand Hill Crane Access Park Request (August) Parks Public Forum/Charette (October) District Park Feasibility Study (December) City Council approved Bond Referendum for March 2003 elections (December) 2002 2003 The Parks Bond Referendum was unsuccessful at City Elections in March. Despite the initial setback, the Recreation Advisory Board moved forward to establish a priority list of parks improvements over a projected ten (10) year completion timeline through extensive public input from the use of interest surveys, workshops and meetings. Potential funding would emanate primarily through FRDAP and LWCF Grants, Recreation Impact and General Fund Capital expenditures .
