ITEMS OF RESIDENT INTEREST AND BOARD/COMMITTEE REPORTS 17 Council Member David Levv: announced appointment to the C-51 Basin Government and 18 Financing Board. 19 Council Member Marcie Tinsley: attended the Green Market Grand Opening; the Police 20 Explorers Golf Tournament; thanked fellow Council Members that came and gave support at the 21 Women's Business Luncheon; attended the 25th Annual Firefighters Banquet, met with the PGA 22 Corridor regarding bus issue and land mark; announced invitation to November 1oth PGA 23 Veterans Garden Dedication; the City is hosting the Annual Veterans Day Concert at Veterans 24 Plaza on November 11th; announced the Palm Beach Gardens High School Variety Show will be 25 November 21 5 \ 22nd and 23rd; will attend the Treasure Coast Regional Planning Council on 26 November 2ih; wished all a happy thanksgiving. 27 Council Member Joseph Russo: wished all a happy Thanksgiving and Hanukkah, attended the 28 Economic Development Advisory Board Meeting with the Chamber; a Special Meeting with 29 Mayor Abrams from Palm Beach County with All Aboard Florida High Speed Rail from Miami 30 to Tampa; attended the Honda Board Meeting, November 20th is a Biotech Overlay Meeting, 31 asked Council Member Levy to attend on his behalf. 32 Vice Mayor Eric Jablin: congratulated Scripps Institute in celebrating their 1oth anniversary; 33 will attend the Chamber breakfast on Wednesday November 13 1h. 34 Mayor Robert Premuroso: attended the re-opening of Build-a-Bear in the Gardens Mall on 35 October 18th and thanked the Weiss School for their donation of 200 bears; announced the 36 Village of North Palm Beach will host their first Memorial Ceremony at 1 :00 p.m. and will 37 unveil their new Veterans Memorial Park and advised Chief Financial Officer Jeff Atwater will 38 be there as the Keynote Speaker. 39 VI. CITY MANAGER REPORT 40 Announced will provide an update at the December 5th Council Meeting regarding the report on 41 Sunset Drive and 40th Terrace N.; provided an update on the golf course renovation; announced 42 the gth Annual Mayors Veterans Golf Classic is on December 7th; December 9th will reopen to 43 the public; introduced Recreation Director, Laura Schuppert, who provided a presentation, 44 regarding upcoming events: Monday, November 11th is the Veterans Day Ceremony, December 45 4th is the Annual Tree Lighting at Bums Road, December 7 & 8 Santa Claus will be at the 46 Recreation Center along with craft projects; this year is the 30th Anniversary of the Crafts 47 Bazaar; December gth is the Annual Breakfast with Santa Claus at the Doubletree Hotel; the CITY OF PALM BEACH GARDENS REGULAR COUNCIL MEETING 11-07-13 PAGE 1 1 Green Market is every Sunday from 8:00a.m. to 1:00 p.m. with 140 vendors and December is 2 Winter Fest at the Green Market. 3 VII. MUNICIPAL AND OTHER LOCAL PUBLIC OFFICERS THE BOAfiD, COJNCIL, COMMISSION, AUTHORITY OR OOMMI1TEE ON I SERVE lS A UNIT OF: D APPOINTIVE WHO MUST FILE FORM 88 This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council, commission, authority, or committee. It applies equally to members of advisory and non-advisory bodies who are presented with a voting conflict of interest under Section 112.3143, Florida Statutes. Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before completing the reverse side and filing the form. INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which inures to his or her special private gain or loss. Each elected or appointed local oflicer also is prohibited from knowingly voting on a mea- sure which inures to the special gain or loss of a principal (other than a government agency) by whom he or she is retained (including the parent organization or subsidiary of a corporate principal by which he or she is retained); to the special private gain or loss of a relative; or to the special private gain or loss of a business associate. Commissioners of community redevelopment,ilgencies under Sec. 163.356 or 163.357, F.S., and officers of independent special tax districts elected on a one-acre, one-vote basis are not prohibited from voting in that capacity. For purposes of this law, a "relative" includes only the olfice(s father, mother, son. daughter, husband, wife, brother, sister, father-in-law, mother-in-law, son-in-law, and daughter-in-law. A "business associate" means any person or entity engaged in or carrying on a business enterprise with the officer as a partner, jOint venturer, coowner of property, or corporate shareholder (where the shares of the corporation are not listed on any national or regional stock exchange}. • * * * .. .. • ELECTED OFFICERS: In addition to abstaining from voting in the situations described above, you must disclose the conflict: PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nalure of your interest in the measure on which you are abstaining from voting; and · WITHIN 15 DAYS AFTER THE VOTE OCCURS by completing and fifmg this fonn with the person responsible for recording the min- utes of the meeting, who should incorporate the fonn in the minutes. * * * .. .. .. .. * .. .
