CALL TO ORDER 6 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: 10 Chair Randolph Hansen, Vice Chair Douglas Pennell, Michael Panczak, Roma Josephs, Charles 11 Hathaway, Howard Rosenkranz, Robert Savel. 12 Members Absent: None. 13 Also Present: City Attorney, R. Max Lohman; Director ofPlanning and Zoning, Natalie Crowley. 14 IV. ADDITIONS, DELETIONS, MODIFICATIONS 15 None 16 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 17 CROWLEY 18 Reported Ordinance 19, 2013 Land Development and Text Regulation Amendment and Bent 19 Tree petition to modify rear setback was approved on 2nd reading at the January City Council 20 meeting; 21 Chair Hansen asked for any ex parte for all items on the agenda. 22 None 23 VI. APPROVAL OF MINUTES 24 N/A 25 VII. PUBLIC HEARINGS 26 Those preparing to give testimony were sworn in. 27 1. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING 28 PPUD-13-08-000032-Northlake Sunoco Gas Station and Car Wash Rezoning A request 29 by GK, LLC to rezone the Northlake Sunoco Gas Station and Car Wash from Intensive 30 Commercial (CG-2) to Planned Unit Development (PUD) with an underlying zoning 31 designation of General Commercial (CG-1 ). The Applicant is also requesting approval of minor 32 site plan amendments to accommodate an additional car wash lane and a canopy for the existing 33 car wash. The gas station and car wash are located at the northwest comer of Northlake 34 Boulevard and 1-95. 35 Chair Hansen opened the public hearing. 36 Petitioner: David Carpenter 37 StaffPresentation: Planner, Tamashbeen Rahman 38 Public comment: None 39 Chair Hansen closed the public hearing. 40 Board Member Pennell made a motion to recommend to City Council PPUD-13-08-000032. 41 Board Member Josephs seconded. 42 Motion passed 7-0. 43 2. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING 44 MISC-13-10-000097-Admiralty II Signage Waiver 45 A request for approval of a sign waiver for the flat wall sign for Office Tower A within 46 Admiralty II Planned Unit Development (PUD), such that the maximum copy area will increase PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 01-14-2014 Page 1 --~----==--------------------------- 1 to 117.75 square feet from the previously approved 90 square feet. The Admiralty II PUD is 2 located on the south side ofPGA Boulevard, approximately 0.1 miles east of Military Trail. 3 Chair Hansen opened the public hearing. 4 Petitioner: Alessandria Palmer, Cotleur & Hearing 5 Staff Presentation: Planner, Joann Skaria 6 Public Comment: None 7 Chair Hansen closed the public hearing. 8 Board Member Panczak made a motion to recommend to City Council MISC-13-10-000097 9 Board Member Pennell seconded. 10 Motion passed 7-0. 11 3. Recommendation to City Council (Public Hearing) 12 CPSS-13-11-000005-City initiated Small Scale Comprehensive Plan Amendment 13 A City-initiated Small-scale Comprehensive Plan Map Amendment to change the Future Land Use 14 (FLU) designation of a 1.68-acre parcel that was annexed into the City from the County FLU of 15 Commercial High to the City FLU of Commercial, such parcel being located at the northwest comer 16 ofNorthlak:e Boulevard and Roan Lane. 17 Chair Hansen opened the public hearing. 18 Petitioner: None 19 StaffPresentaion: Planner, Tamashbeen Rahman 20 Public comment: None 21 Chair Hansen closed the public hearing. 22 Board Member Rosenkranz made a motion to recommend to City Council CPSS-13-11- 23 000005 24 Board Member Savel seconded. 25 Motion passed 7-0. 26 4. Recommendation to City Council. (Public Hearing) -QUASI-JUDICIAL HEARING 27 REZN-13-11-000016-City initiated rezoning for 9055 Roan Lane 28 A City-initiated Rezoning petition to rezone a 1.36-acre parcel that was annexed into the City from 29 its current County zoning designation of General Commercial to the City zoning designation of 30 General Commercial, such parcel being located at the northwest comer of Northlake Boulevard and 31 Roan Lane. 32 Chair Hansen opened the public hearing. 33 Petitioner: None 34 StaffPresentation: Planner, Tamashbeen Rahman 35 Public comment: None 36 Chair Hansen closed the public hearing. 37 Board Member Rosenkranz made a motion to recommend to City Council REZN-13-11- 38 000016. 39 Board Member Savel seconded. 40 Motion passed 7-0 41 VIII.
