CALL TO ORDER The regular meeting was called to order at 6:00 p.m. by Chair Hansen. II. PLEDGE OF ALLEGIANCE III. ROLL CALL Members Present: Chair Randolph Hansen, Vice Chair Douglas Pennell, Roma Josephs, Charles Hathaway, Howard Rosenkranz, Members Absent: Michael Panczak, Robert Savel, Board Member Rosenkranz left the meeting at 6:30p.m. Also Present: City Attorney, R Max Lohman; Director of Planning and Zoning, Natalie Crowley. IV. ADDITIONS, DELETIONS, MODIFICATIONS None V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE CROWLEY Reported the small scale comprehensive plan and sister petition rezoning for the Roan Lane parcel at Northlake and 1-95 was approved on second reading at the March City Council meeting; Reported the rezoning for the Northlake car wash station was approved on 2nd reading at the March City Council meeting. VI. APPROVAL OF MINUTES Board Member Pennell made a motion to approve the minutes from the January 14, 2014, meeting. Boad Member Josephs seconded. Motion passed 5-0. Chair Hansen asked for any ex parte. Board Member Josephs, Board Member Pennell, Board Member Hathaway, Board Member Rosenkranz, and Chair Hansen met with Petitioner and City staff regarding Alton Parcel C Town Center-Residential Sight Plan VII. PUBLIC HEARINGS Those preparing to give testimony were sworn in. 1. Recommendation to City Council (Public Hearing)-QUASI-JUDICIAL HEARING MISC-14-01-000098-Downtown at the Gardens Master Signage Program A request from Downtown at the Gardens Associates, LTD for approval of an amendment to the Downtown at the Gardens Planned Community Development (PCD) Master Signage Program to modify the location of three (3) tenant wall signs. The subject site is located at the southeast comer of Alternate AlA and Gardens Parkway. Chair Hansen opened the public hearing. Petitioner: Donaldson Hearing, Cotleur and Hearing Staff Presentation: None Public comment: None Chair Hansen closed the public hearing. Board Member Hathaway made a motion to recommend to City Council MISC-14-01-000098. Board Member Rosenkranz seconded. Motion passed 5-0. Recommendation to City Council-(Public Hearing) -QUASI-JUDICIAL 3 HEARING SPLA-13-09-000033 -Alton (flk/a Scripps Florida Phase 11/Briger Tract) Parcel 4 C Town Center Residential Site Plan A request for site plan approval for a 360-Unit residential 5 community which includes single family and townhome dwelling units within the Parcel C Town 6 Center District of the Alton Development of Regional Impact (DRI)/Planned Community 7 Development (PCD). The subject site is approximately 58-acres within the 681-acre PCD, and is 8 located south of Donald Ross Road, north of Hood Road and east and west of Interstate 95. 9 Chair Hansen opened the public hearing. 10 Petitioner: Donaldson Hearing, Cotleur and Hearing 11 Staff Presentation: Principal Planner, Peter Hofheinz 12 Public Comment: None 13 Chair Hansen closed the public hearing. 14 Board Member Pennell made a motion to recommend approval to City Council SPLA-13-09- 15 000033 16 Board Member Hathaway seconded. 17 Motion passed 4-0. 18 VIII. OLD BUSINESS 19 Board Member Josephs inquired about the approval of the Northlake Blvd gas station. 20 Discussion ensued. 21 IX.
