CALL TO ORDER 8 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 9 II. PLEDGE OF ALLEGIANCE 10 III. ROLL CALL 11 Members Present: 12 Chair Randolph Hansen, Vice Chair Douglas Pennell, Roma Josephs, Charles Hathaway, 13 Howard Rosenkranz (left meeting at 6:21 p.m.), Robert Savel, Meriel Bryan (in the absence of 14 Michael Panczak) 15 Members Absent: Michael Panzcak 16 Also Present: City Attorney, R. Max Lohman; Acting Director of Planning and Zoning, Bahareh 17 Wolfs 18 IV. ADDITIONS, DELETIONS, MODIFICATIONS 19 None. 20 V. REPORT BY ACTING DIRECTOR OF PLANNNING AND ZONING: 21 BAHAREH WOLFS: Reported Alton PCD and signage relocation for Downtown at the 22 Gardens was approved at the April City Council Meeting. 23 VI. APPROVAL OF MINUTES 24 Board Member Rosenkranz made a motion to approve the minutes from the February 11, 2014 25 meeting. 26 Board Member Josephs seconded. 21 Motion passed 6-0. 28 Chair Hansen asked for any ex parte. 29 None. 30 VII. PUBLIC HEARINGS 31 Those preparing to give testimony were sworn in. 32 1. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING 33 PPUD-13-11-000033: Church in the Gardens Rezoning 34 A request from Church in the Gardens, Inc. to rezone a 3.23-acre site located at the northeast comer 35 of Holly Drive and 1-95 from Residential Low Density-3 (RL-3) to Planned Unit Development 36 (PUD) with an underlying zoning designation ofRL-3. The Applicant is also requesting a Site Plan 37 Amendment in order to increase the overall building square footage from 19,212 square feet to 38 38,299 square feet and to allow other associated modifications. 39 Chair Hansen recused himself and filled out form 8B and step down from the dais. 40 Petitioner: Ann Booth, Urban Design Kidlay Studios 41 StaffPresentation: Planner, Tamashbeen Rahman 42 Public comment: Doug Frevert, 10187 Dasheen Avenue, Palm Beach Gardens; Steven Garch, 43 3942 Flag Drive, Palm Beach Gardens; Ethan Levinson, 10083 Dasheen Avenue, Palm Beach 44 Gardens; Linda Vannatta, 3918 Flag Drive, Palm Beach Gardens 45 Board Member Pennell closed the public hearing. 46 Board Member Savell made a motion to recommend to City Council PPUD-13-11-000033. 47 Board Member Josephs seconded. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING 4 PUDA-13-05-000050: Natures Hideaway PUD Amendment 5 A request by agent Dwayne L. Dickerson, Esquire, on behalf of the Natures Hideaway 6 Homeowners Association, to amend the Planned Unit Development in order to modify the native 7 upland preserve. The subject site is located west of Prosperity Farms Road, 0.17 miles north of 8 BumsRoad. 9 Chair Hansen opened the public hearing. 10 Petitioner: Dwayne Dickerson, Dunay, Miske!, Backman, & Blattner, LLP 11 StaffPresentation: Forester, Mark Hendrickson 12 Public Comment: None 13 Chair Hansen closed the public hearing. 14 Board Member Pennell made a motion to recommend to City Council PUDA-13-05-000050 15 Board Member Savel seconded. 16 Motion passed 6-0. 17 3. Recommendation to City Council (Public Hearing) 18 LDRA-14-03-000052: City initiated LDR Amendment for NBOZ Landscape and Signage 19 Deadlines 20 A City-initiated request to amend the City's Land Development Regulations (LDRs) related to the 21 deadlines for achieving compliance with the landscaping and signage requirements of the Northlake 22 Boulevard Overlay Zone (NBOZ). 23 Chair Hansen opened the public hearing. 24 Petitioner: None 25 Staff Presentation: Dawn Sonneborn, Principal Planner 26 Public comment: None 27 Chair Hansen closed the public hearing. 28 Board Member Hathaway made a motion to recommend to City Council LDRA-14-03-000052 29 Board Member Pennell seconded. 30 Motion passed 6-0 . 31 VIII. OLD BUSINESS 32 Board Member Pennell inquired about fmancial responsibility for median surrounding Church 33 of the Gardens property. Discussion ensued. Acting Planning and Zoning Director Bahareh 34 Wolfs provided a status on the gas station on southwest comer of Northlake Boulevard and 35 Military Trail. Discussion Ensued 36 IX. NEW BUSINESS 37 Board Member Savel questioned the attendance policy for board members. For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father-in-law, mother-in-law, son-in-law, and daughter-in-law.
