CALL TO ORDER 6 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: 10 Chair Randolph Hansen, Vice Chair Douglas Pennell, Michael Panczak, Roma Josephs, Charles 11 Hathaway, Howard Rosenkranz, Meriel (Honey) Bryan sitting in for Robert Savel (Board 12 Member Savel arrived at 6:30 p.m.) 13 Members Absent: None. 14 Also Present: City Attorney, R. Max Lohman; Acting Director of Planning and Zoning, Bahareh 15 Wolfs. 16 IV. ADDITIONS, DELETIONS, MODIFICATIONS 17 Chair Hansen moved agenda item 4 to item 2 18 V. APPROVAL OF MINUTES 22 Board Member Hathaway made a motion to approve the minutes from the March 12, 2014 and 23 April 8, 2014 meetings. 24 Board Member Josephs seconded. 25 Motion passed 7 -0. 26 Chair Hansen asked for any ex pare. 27 None 28 VII. PUBLIC HEARINGS 29 Those preparing to give testimony were sworn in. 30 1. Recommendation to City Council - (Public Hearing) - QUASI - JUDICIAL HEARING 31 SPLA- 14 -03- 000034: Old Palm Golf Club Parcels B and C Site Plan Amendment - A request 32 by Old Palm Holdings LP seeking approval to amend two (2) approved site plans within Old Palm 33 Planned Community Development (PCD): to eliminate a section of sidewalk within Parcel B, to 34 modify the front setback for porte - cocheres within Parcel B and to modify the setback for fences 35 within drainage easements for Parcel C. The Old Palm PCD is generally located at the northwest 36 corner of PGA Boulevard and Central Boulevard. 37 Chair Hansen opened the public hearing. 38 Petitioner: Anne Booth, Urban Design Kilday Studios 39 Staff Presentation: Joanne Skaria, Planner 40 Public comment: None 41 Chair Hansen closed the public hearing. 42 Board Member Pennell made a motion to recommend to City Council SPLA- 14 -03- 000034. 43 Board Member Panczak seconded. 44 Motion passed 7 -0. 45 46 PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING Page 1 05 -13 -14 1 2. Recommendation to City Council (Public Hearing) - LDRA- 13 -12- 000050: City Centre 2 Land Development Regulations Amendment - A request from CF02 Palm Beach LP, the 3 owner of the City Centre Planned Unit Development (PUD), to amend Section 78 -221, PGA 4 Boulevard Corridor Overlay, to allow microbreweries as a Major Conditional Use within the 5 PGA Boulevard Corridor Overlay, and to amend Section 78 -751, Definitions, to revise the 6 definition of a Microbrewery /craft brewery/brewpub 7 Chair Hansen opened the public hearing. 8 Petitioner: Anne Booth, Urban Design Kilday Studios 9 Staff Presentation: Tamashbeen Rahman, Planner 10 Public Comment: None 11 Chair Hansen closed the public hearing. 12 Board Member Hathaway made a motion to recommend to City Council LDRA- 13 -12- 13 000050. 14 Board Member Josephs seconded. 15 Motion passed 7 -0. 16 3. Recommendation to City Council - (Public Hearing) QUASI - JUDICIAL HEARING 17 PUDA- 13 -12- 000053: City Center Planned Unit Development Amendment - A request from 18 CF02 Palm Beach LP, the owner of the City Centre Planned Unit Development (PUD), for a PUD 19 Amendment to allow a microbrewery within a Major Conditional Use approval within a PUD. The 20 City Centre PUD, a 13.58 -acre site, is located at the southwest corner of U.S. Highway 1 and PGA 21 Boulevard. 22 Chair Hansen opened the public hearing. 23 Petitioner: Anne Booth, Urban Design Kilday Studios 24 Staff Presentation: Tamashbeen Rahman, Planner 25 Public comment: Barbara Schopfer, 356 Golfview Road, North Palm Beach 26 Chair Hansen closed the public hearing. 27 Board Member Panczak made a motion to approve recommend to City Council PUDA- 13 -12- 28 000053. 29 Board Member Rosenkranz seconded. 30 Motion passed 7-0. 31 4. Recommendation to City Council. - (Public Hearing) - QUASI - JUDICIAL HEARING 32 CUMJ- 13 -12- 000029: City Centre Major Conditional Use - A request from CF02 Palm Beach LP, 33 the owner of the City Centre Planned Unit Development (PUD), for approval of a Major Conditional 34 Use for a microbrewery within the PUD. 35 Chair Hansen opened the public hearing. 36 Petitioner: Anne Booth, Urban Design Kilday Studios 37 Staff Presentation: Tamashbeen Rahman, Planner 38 Chair Hansen closed the public hearing. 39 Board Member Panczak made a motion to approve recommend to City Council CUMJ- 13 -12- 40 000029 41 Board Member Rosenkranz seconded. 42 Motion passed 7 -0. 43 VIII.
