PLANNING, ZONING AND APPEALS BOARD
REGULAR MEETING
August 12, 2014
I. CALL TO ORDER
The regular meeting was called to order at 6:02 p.m. by Chair Hansen.
II. PLEDGE OF ALLEGIANCE

21 Reported at the August City Council Meeting the City Council received a report on the Minto
22 Project by Donaldson Hearing of Cotleur and Hearing; reported there will be changes to the
23 composition of the Planning and Zoning Appeals Board and details would be discussed at the
24 end of the meeting; reported Elm A venue was abandoned and reverted to the adjacent property
25 owners;
26 VI. APPROVAL OF MINUTES
27 None.

30 VII. PUBLIC HEARINGS
31 Those preparing to give testimony were sworn in.
32 1. Recommendation to City Council -QUASI JUDICIAL HEARING -CUMJ-14-04-
33 000030: Palm Beach Community Church at Midtown Daycare Expansion -A request by
34 Cotleur and Hearing, Inc. on behalf of Palm Beach Community Church to approve an expansion of
35 a Major Conditional Use of the existing Discoveryland Preschool, a day care within Midtown
36 Planned Unit Development (PUD), which is located on the north side ofPGA Boulevard, 0.25 miles
37 west of Military Trail.
38 Chair Hansen opened the public hearing.
39 Petitioner: Melissa Kostelia, Cotleur and Hearing.

41 Public comment: None.

43 Board Member Hathaway made a motion to recommend to City Council CUMJ-14-04-000030

3 2. Recommendation to City Council -QUASI JUDICIAL HEARING -MISC-14-07-
4 000103: Gardens Towne Square Signage Program-A request by P.B.G.S., Ltd., owners of
5 Gardens Towne Square, to amend the signage program in order to allow federally registered colors,
6 logos, trademarks and signage within the Gardens Towne Square shopping center. The subject site
7 is located on the south side ofNorthlake Boulevard, west of Interstate 95.
8 Chair Hansen opened the public hearing.
9 Petitioner: Marty Minor, Urban Design Kilday Studios.

11 Public Comment: None.

13 Vice Chair Pennell made a motion to recommend to City Council MISC-14-07-000103.
14 Board Member Savel seconded.
15 Motion passed 7-0.
16 3. Recommendation to City Council -LDRA-14-05-000053: City-initiated amendment to
17 the Land Development Regulations (Postponed from July 8, 2014) -Amending Chapter 78 of
18 the City's Code of Ordinances in order to revise and clarify certain land development regulations
19 relating to open space, yards, special events, outdoor seating, landscape, hardscape and nonliving
20 landscape materials, parking, and various definitions, as necessary for internal consistency.
21 Chair Hansen opened the public hearing.
22 Petitioner: None.

24 Public comment: Joel Channing, 59 St. George Place, Palm Beach Gardens; Ken Tuma, 4 77 S.

27 Board Member Rosenkranz made a motion to recommend to City Council LDRA-14-05-
28 000053.
29 Board Member Savel seconded.
30 Motion passed 7-0.
31 VIII. OLD BUSINESS
32 None.
33 IX. NEW BUSINESS
34 Planning and Zoning Director Natalie Crowley announced Board Member Charles Hathaway has
35 resigned due to relocation outside City limits. Board Member Hathaway thanked the City
36 Council for allowing him to serve on the board, staff for providing information to make
37 intelligent decisions, and it was a pleasure serving on the board. Chair Hansen mentioned that
38 Board Member Hathaway was extremely valuable to the board and he will be missed. Planning
39 and Zoning Director Natalie Crowley thanked Board Member Hathaway for his service on the
40 board. Planning and Zoning Director Natalie Crowley announced 1st alternate Meriel (Honey)
41 Bryan will fill the vacancy and 2"d alternate Sabatello will become the 1st alternate effective the
42 next Planning, Zoning and Appeals Board Meeting.

X. ADJOURNMENT
Chair Hansen adjourned the meeting at 6:56p.m.
