6 The regular meeting was called to order at 7:03 p.m. by Mayor Premuroso.

17 Council Member David Levy: Attended the League of Cities Environmental Committee
18 meeting; Announced the FEMA maps are out and residents have 90 days to appeal if they are in
19 a flood zone or not; Announced FEMA is developing storm surge maps; Announced the
20 Environmental Protection Agency is changing the definition of what a water of the United States
21 lS.
22 Council Member Marcie Tinsley: Attended the 9/11 Remembrance Ceremony at Christ
23 Fellowship Church, thanked everyone for putting together the event; Northern Palm Beaches
24 Chamber of Commerce Business Before Hours Breakfast; Ribbon Cutting at Palm Beach
25 Gardens Medical Center State of the Art Robotic Laparoscopic Hybrid Operating Center;
26 Ribbon Cutting for ExFuse; Attended the Mayor's Literacy lunch; Trader Joe's soft opening;
27 Responded to a resident comment regarding the hours worked by council members.
28 Council Member Joseph Russo: Attended Biot ech Overlay meeting.
29 Vice Mayor Eric Jablin: Attended the soft opening for Trader Joe's and wished them all the
30 best.
31 Mayor Robert Premuroso: None.
32 VI. CITY MANAGER REPORT
33 Announced the Purchasing Department received the 2014 Achievement of Excellence in
34 Procurement Award which was given to only 27 government agencies in the State of Florida and
35 68 agencies in the United States. Thanked Purchasing Director Km! Ra for his hard work.

6 a. RESOLUTION 51, 2014 -ADOPTING A TAX LEVY AND MILLAGE RATE. A
7 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS,
8 FLORIDA ADOPTING A TAX LEVY AND MILLAGE RATE FOR THE CITY OF PALM
9 BEACH GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2014, AND
10 ENDING SEPTEMBER 30, 2015; DIRECTING THE CITY CLERK TO FORWARD A
11 CERTIFIED COPY OF THIS RESOLUTION TO THE PALM BEACH COUNTY PROPERTY
12 APPRAISER AND TAX COLLECTOR WITHIN THREE (3) DAYS AFTER ITS ADOPTION;
13 PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.

19 Gardens; Joan Elias, 1009 Diamond Head Way, Palm Beach Gardens.
20 Mayor Premuroso closed the Public Hearing.
21 Council Member Levy made a motion that the "City of Palm Beach Gardens adopt a proposed
22 operating millage rate of 5.8315 mills and debt millage rate of .1615 for a total tentative rate of
23 5.6700 mills for fiscal year 2014-2015 which exceeds the rollback rate of 5.4082 by 4.84%".
24 Council Member Tinsley seconded.
25 Motion passed 4-1.
26 The City Clerk read Ordinance 15,2014 by title.
27 b . ORDINANCE 15, 2014 -(2nd READING AND ADOPTION) ADOPTING FISCAL YEAR
28 2014/2015 BUDGET. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM
29 BEACH GARDENS, FLORIDA ADOPTING THE BUDGET FOR THE CITY OF PALM BEACH
30 GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2014, AND ENDING
31 SEPTEMBER 30, 2015; PROVIDING A CONFLICTS CLAUSE AND A SEVERABILITY
32 CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.
33 Mayor Premuroso opened the Public Hearing.

38 Council Member Levy made a motion for approval of Ordinance 15, 2014 on 2nd reading and

42 XI. ITEMS FOR COUNCIL ACTION/DISCUSSION
43 Council Member Russo requested in the April2014 reorganizational meeting that City Council
44 provides direction to staff on the tax rate and the 2015-2016 budget.

Motion passed 5-0.
