I. PLEDGE OF ALLEGIANCE II. OATH OF OFFICE City Clerk Patricia Snider administered the Oath of Office to Kenneth Menard, appointed to the Budget Oversight Committee (BOC) by Resolution 51, 2008. III. ROLL CALL The Municipal Services Coordinator called the roll. Members Present: Harvey Goldberg, Chair L. Marc Cohn, Vice Chair Mark Veil Bernard Pettingill Kenneth Menard Members Absent: None Also in Attendance: Robert Premuroso, Councilmember Allan Owens, Finance Administrator /Staff Liaison Mary Anderson - Pickle, Deputy Finance Administrator /Alternate Staff Liaison Sean O'Brien, Accounting Manager Pete Bergel, Fire Chief Patricia Snider, City Clerk IV. ADDITIONS, DELETIONS, MODIFICATIONS None. V. APPROVAL OF MINUTES Motion L. Mark Cohn made a motion for approval of the April 24, 2008 minutes. Mark Veil requested the remainder of the sentence following the word "expenses" be struck on page 2, line 11. The Board unanimously agreed. Bernard Pettingill seconded the motion for approval. NEW BUSINESS • Finance Administrator Owens introduced Fire Chief Pete Bergel. • Chief Bergel gave a history of cost recovery in the City beginning in 1996 for expenses involved with hazardous materials incidents and presented a cost recovery program that would allow the City to seek reimbursement from insurance companies for cleanup following motor vehicle crashes, a commonly accepted practice elsewhere. • Deputy Finance Administrator Mary Anderson- Pickle presented an update on preliminary property values received from Palm Beach County as of June 1, 2008. • Councilmember Robert Premuroso discussed the City Council's reluctance to use reserves. City Council set the starting operating millage rate at 5.35 with the goal of reaching 5.10. • Finance Administrator Owens stated the tentative maximum millage rate will be set at the July 17, 2008 City Council meeting and three operating millage rate scenarios were presented. • Accounting Manager Sean O'Brien presented an overview and demonstration of the Excel model being used for a five -year projection. • Finance Administrator Owens explained the assumptions used. Discussion ensued. • Councilmember Premuroso discussed possible revenue produced from the Fire Department's proposed cost recovery program and control of expenses throughout the City. • Discussion ensued regarding control of expenses. ADJOURNMENT With no further business to come before the Committee, L. Marc Cohn made a motion for adjournment. Mark Veil seconded. Motion carried unanimously, 4 -0.
