CALL TO ORDER 6 The regular meeting was called ~o order at 6:00 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: IO Chair Randolph Hansen, Vice Chair Douglas Pennell, Michael Panczak, Roma Josephs, Charles II Hathaway, Howard Rosenkranz (left at 6 :53p.m.), Carl Sabatello sitting in for Robert Savel (left I2 at 6:45 p.m.). I3 Members Absent: None. I4 Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. I5 IV. ADDITIONS, DELETIONS, MODIFICATIONS I6 None. 17 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE I8 CROWLEY 19 Provided a presentation on the projects from the October Planning and Zoning Appeals Board 20 meeting reflecting changes based on the Board comments and feedback. Reported at the 2I November 6, 2014 City Council meeting the City Council approved the relocation ofPNC Bank 22 from Parcel F to Parcel D; Site plan amendment for Northlake Commons Shopping Center and 23 construction of Joanne Fabrics; Tenant wall sign for Garden of Life; LOR text amendment. 24 VI. APPROVAL OF MINUTES 25 None. 26 Chair Hansen asked for any ex parte. 27 None. 28 VII. PUBLIC HEARINGS 29 Those preparing to give testimony were sworn in. 301. Recommendation to City Council-QUASI JUDICIAL HEARING-PUDA-13-11-000052: 3I Banyan Tree PUD Amendment and Major Conditional Use -A request from Northlake Place 32 II LLC for approval of an amendment to the Banyan Tree Planned Unit Development (PUD) to 33 develop Phase II of the PUD by constructing three (3) separate single-story buildings for 34 restaurant and retail uses. The Banyan Tree PUD is approximately 12.64 acres and is generally 35 located on the northwest and northeast comers of MacArthur Boulevard and Northlake 36 Boulevard. Phase II is located at the northwest corner of MacArthur Boulevard and Northlake 37 Boulevard. 38 Chair Hansen opened the public hearing. 39 Petitioner: Donaldson Hearing, Cotleur and Hearing. 40 Staff Presentation: Principal Planner, Dawn Sonneborn. 41 Public comment: Kenneth Kessler, 1037 Bedford Avenue, Palm Beach Gardens; Louis Satriano, 42 4703 Lakemont Court, Palm Beach Gardens. 43 Chair Hansen closed the public hearing. 44 Board Member Panczak made a motion to recommend to City Council PUDA-13-11-000052 45 with waivers as recommended by staff and comments set forth by the board. 46 Board Member Josephs seconded.
