Military Trail Palm Beach Gardens, FL 33410 Dear Mayor Premuroso: Thank you for your letter regarding All Aboard Florida. Over the past year, my team has had several meetings with members of your staff to discuss this important transportation project. Our team has also conducted on-site field reviews of the corridor and grade crossings where members of your staff have also been present. As we indicated in those meetings, our efforts have been focused on advancing the southern segment, which is fully funded and approved. As the Federal Railroad Administration concludes the Environmental Impact Statement process, we are simultaneously advancing the design plans. Once they are at the 90 percent stage, my team will reach out to schedule a meeting with your staff for a more detailed conversation. Construction on the south segment, Miami to West Palm Beach, has already commenced. We recently completed demolition of the existing buildings on our future station sites in Fort Lauderdale and West Palm Beach and started site work in downtown Miami. New rail for the double tracking continues to be delivered, as work on the grade crossing and rail infrastructure will begin in earnest early next year. A fully connected and multimodal transportation network is essential for South Florida’s continued growth. For the past year, we have been working with the South Florida Regional Transportation Authority and the Florida Department of Transportation on how the proposed TriRail Coastal Link (TRCL) project can operate within the Florida East Coast Railway corridor. We have said publicly that we see commuter rail as the next logical step in the process, and our teams are coordinating operating plans and station designs for both passenger rail systems. All grade crossings will be designed and built to meet applicable standards sent by the Florida Department of Transportation, which include criteria for accessibility. We will schedule a meeting with city staff at the beginning of 2015 to review these plans. As we’ve previously stated, All Aboard Florida is extending the opportunity to every municipality to leverage our design, mobilization and construction management resources by incorporating new pedestrian improvements into the program where requested. Again, we can also schedule a meeting with your staff to discuss any additional scope of work the city is interested in pursuing. A grade crossing activation for an All Aboard Florida passenger train will take less than 60 seconds from the time the lights begin flashing to the time the train passes through the intersection to the gates returning to the upright position. All Aboard Florida has already met with several emergency response departments and local hospitals and will continue to provide education and eventually training to these groups. In a Quiet Zone, the locomotive engineer is prohibited from using the train horn at grade crossings unless he deems it necessary to warn a trespasser or motorist. Only the public authority responsible for the grade crossing can designate the Quiet Zone, and all costs associated with the construction of Supplemental Safety Measures are borne by the public authority. A Sealed Corridor, on the other hand, is a term coined by the North Carolina Department of Transportation to represent a series of grade crossing modifications including the addition of medians, exit gates, conversion to one-way streets, permanent closure, or grade separation. The Federal Railroad Administration has adopted this term and recommends Sealed Corridor treatments at all grade crossings above 79mph. (Note: The passenger train’s maximum operating speeds will be between 90 and 110mph in Palm Beach Gardens.) All Aboard Florida has voluntarily committed to pay the one-time capital cost of making the modifications required of a Sealed Corridor. Many of the Sealed Corridor treatments qualify as Supplemental Safety Measures and may be used to apply for a Quiet Zone, however a separate analysis will have to be performed based on the individual aspects of each crossing, and that analysis is the responsibility of the local authority. All Aboard Florida will work with communities throughout this process, should they choose to apply for a Quiet Zone. These are from my presentation this morning at Indian River Shores. This sends a loud and clear message that we are united, committed, funded and lawyered up for this fight You don't have to say anything about the rally if you do not want to. Note also that the Private Activity Bonds cannot be dispensed until the DEIS has been mitigated. The expiration on the PAS's is July 1st. The conduit for issuing these bonds is FDFC, Florida Department of Finance Corporation, which has ·no appointees and Governor Scott is going to have to appoint them before they can move ahead. The parties are coordinating efforts with the Florida East Coast Railway (FEC)<http://www.fecrwy.com/home.aspx>; to provide integrated rail-to-terminal services. Read that -FEC will be hauling tankers of ethanol through our towns to be exported at the Ft. Lauderdale Port. We have said all along that hazardous waste being carried by freight cars or tankers combined with 110 mph speed trains on the SAME TRACKS is a disaster waiting to happen and this confirms our suspicions. And that's not all ... the photo below comes from a 2012 article about liquid asphalt being delivered to the Port of Palm Beach by FEC. [asphalt-2a-edit_1 0727648.jpg) The delivery marks the completion of a six-month project to add the asphalt line along a spur of rail track on the Port of Palm Beach property that connects to the Florida East Coast Railway. A team member was stopped for 15 minutes the other day by a slow moving train of many tanker cars. Just imagine the derailment of one of these tanker trains with a 11 0 mph bullet train reaching the scene. And this on the heels of an FEC locomotive derailment in Riviera Beach on Thursday and the VW accident on Monday where crude oil tanker cars derailed and exploded. Now we have it right from the horse's mouth (Oct., 2014)- The percent of the port's rail volumes will grow from 10 to 25 percent in the next two years, James Hertwig, CEO of the Florida East Coast Railroad, told JOC.com at the 8th annual TPM Asia Conference in Shenzhen this week .... Hertwig said this year roughly 50,000 40-foot container loads will be handled by rail at the port, but that the number should grow to 150,000 by 2016, ... "It triples," in two years, Hertwig said. Mind you, he was speaking at an Asian conference where he is courting potential buyers for what we fondly call "the J=;ortress Flip" wtlen the hedge fund unloads this dog. We received belated 'Happy Valentine's Day' greetings from the hospital recently when we were sent the attached letter that Jeff Susi, President and CEO, dated February 14 and sent to the Governor and many elected officials and the Federal Railroad Administration. The subject line of the letter made our day: All Aboard Florida threatens the health and safety of IRC residents. Wow! The letter goes on to analyze the many minutes each day the crossing gates will block access of emergency squads and other patients getting to the hospital quickly. It sums up the solution with our new slogan -MOVE 'EM WEST! If you know someone on the hospital or foundation board .. please thank them for us when you see them. Now we have three major medical institutions on the Treasure Coast who have spoken out about this devastating, life threatening project.
