COMMENTS BY THE BOARD • Chair Bickford commented the Board members did not anticipate seeing the work of one artist only and would like to see diversification and a variety of artists. • Kara Irwin stated legally there is no way to prevent an artist from working in the City. Kara Irwin stated the suggestion had gone to Council before and failed. Discussion ensued. • Mayor Jablin stated decisions should be made regarding the art, not the artist. • Chair Bickford stated she apologized to Mark Fuller at the May 20, 2008 meeting for comments made by the Board that were not appropriate and she did so again tonight and she hopes that following tonight's discussion everyone understands that the discussion must remain on track and on topic. Ferris [X] Not Required Date Prepared: October 17, 2008 Meeting Date: October 21, 2008 Petition AIPP -08- 094000021 BACKGROUND The Gardens Medical Center is currently under review by the City's Growth Management Department for the renovation and expansion of the existing Emergency Department, clarification and organization of the site plan to update parking requirements, and improvements to the overall landscape design. The project is sponsored by the Business Development Board to be process with the Targeted Expedited Project Program (TEPP), so the subject site is guaranteed an expedited turn- around for staff review and scheduling. DISCUSSION Mark Fuller, Palm Beach County, appeared before the Art in Public Places Advisory Board for a workshop on September 16, 2008, to discuss with the Board the proposed art and location on the site. The Board had constructive comments regarding the artwork and encouraged the applicant to move forward with the location. In accordance with Section 78- 261(d) of the Land Development Regulations entitled Requirements for art or fee in lieu of art, all budgets for new construction of private and public developments shall include one percent (1 %) of the total budget for vertical construction as a fee for art in public places. The subject fee shall be utilized by the developer for the provision of artwork on the project site, or the developer may choose to contribute one percent (1 %) of the total vertical construction costs directly to the City for the provision of art on public property. PROPOSED ART IN PUBLIC PLACES AND LOCATION The artist Mark Fuller (please see attached artist resume), is proposing a design for his installation "Stint Tower," which is comprised of an abstract assembly of nested elements: a pedestal base, a vertical cylindrical ` grill' column, and a vertically arranged internally illuminated individual elements. The art is proposed to be located along the north perimeter of the property, visible from Burns Road and Gardens East Drive (please see designs attached in the PowerPoint presentation). STAFF RECOMMENDATION Staff is recommending approval of the subject petition with the following condition of approval: 1. The Applicant shall submit digital photographs of the installed artwork within sixty (60) days of completion. (Planning and Zoning) 2. Prior to the acceptance of the art for the Gardens Medical Center, the Applicant shall submit a copy of its logo and any mission statement of its organization, with authorization for the City to use such information in future publications. The committee was informed that installation was representative of, and literally based on, an actual )rt stint with red & white blood cells within the stint. It is the desire the client that the installation make reference to the technology J sophistication of procedures done in the hospital. A heart stint s chosen as an appropriate representative subject matter. general, the conceptual installation was well received. The overall m was found to be original and interesting. constructive comment was offered by a committee member that ially the appearance of the sculpture was liked - until it was learned it the inner forms were representative of blood cells. The red & white blood cell forms remain, as they are an integral element for the design intent. constructive comment was offered pertaining to an emerging white I' form at the sculpture top as looking like a clown popping out of top. I have rearranged the cell forms at the top for purposes of this presentation. However, I am satisfied with this result. I propose that this element be visually adjusted in studio at the time of fabrication. constructive comment was offered regarding indrical stint' grille was seen having negative ninscent of intestines' or 'brains. This was not vas brought up in the workshop review.
