CALL TO ORDER 7 The regular meeting was called to order at 6:00 p.m. by Vice Chair Pennell. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL 10 Members Present: II Vice Chair Douglas Pennell, Michael Panczak (left at 6:47p.m.}, Roma Josephs, Honey Bryan, I2 Howard Rosenkranz, Robert Savel, and Carl Sabatello sitting in for Chair Randy Hansen. I3 Members Absent: Randy Hansen. I4 Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. I5 IV. ADDITIONS, DELETIONS, MODIFICATIONS 16 None. I7 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 18 CROWLEY 19 Wished the board members a Happy New Year. No items to report from January City Council 20 meeting. 21 VI. APPROVAL OF MINUTES 22 Board Member Rosenkranz made a motion to approve the October 15,2014 Minutes. 23 Board Member Josephs seconded. 24 Motion passed 7-0. 25 Board Member Rosenkranz made a motion to approve the November 18,2014 Minutes. 26 Board Member Savel seconded. 27 Motion passed 7-0. 28 Vice Chair Pennell asked for any ex parte. 29 None. 30 VII. PUBLIC HEARINGS 31 Those preparing to give testimony were sworn in. 32 1. Recommendation to City Council -QUASI JUDICIAL HEARING -SPLN-14-12- 33 000017/CUMJ-14-04-000031: City Initiated request for a Major Site Plan Approval and 34 Major Conditional Use for Fire Station No. 2-A City initiated request for a Major Conditional 35 Use and Site Plan approval to replace the existing City of Palm Beach Gardens Fire Station No.2 36 with a new modernized facility. 37 Vice Chair Pennell opened the public hearing. 38 Petitioner: None. 39 Staff Presentation: Principal Planner, Peter Hofheinz. 40 Public comment: None. 4I Vice Chair Pennell closed the public hearing. 42 Board Member Josephs made a motion to recommend to City Council SPLN-14-12-000017 43 and CUMJ-14-04-000031. 44 Board Member Savel seconded. 45 Motion passed 7-0. 46 2. Recommendation to City Council -Council (Public Hearing) -QUASI JUDICIAL 47 HEARING-PCDA-14-06-000022: Central Gardens Amendment to the PCD-A request by PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 01-13-15 Page 1 1 Silverstone Healthcare Company LLC to amend the Central Gardens Planned Community 2 Development (PCD) to modify the development program and make minor modifications to the 3 preserve area, PCD Buffers, and Design Guidelines to accommodate a 140-bed Assisted Living 4 Facility. The Central Gardens PCD is generally located at the southwest corner of Hood Road 5 and Central Boulevard. 6 Vice Chair Pennell opened the public hearing. 7 Petitioner: Ken Tuma, Urban Design Kidlay Studios. 8 Staff Presentation: Principal Planner, Peter Hofheinz. 9 Public comment: Linda Mancino, 12724 Woodmill Drive, Palm Beach Gardens. Recommendation to City Council-(Public Hearing)-QUASI JUDICIAL HEARING I5 SPLN-14-06-000014/CUMJ-14-06-000033: Central Gardens Site Plan approval to allow for I6 a 140-bed Assisted Living Facility -A request by Silverstone Healthcare Company LLC for I7 Site Plan and a Major Conditional Use approval for a 140-bed Assisted Living Facility within I8 Parcel B of the Central Gardens Planned Community Development (PCD). Recommendation to City Council -(Public Hearing) -LDRA-14-12-000056: City- 30 initiated amendment to the Land Development Regulations -A City-initiated request to 3I amend the City's Land Development Regulations in order to amend the sign code adopting 32 reasonable time, place, and manner regulations related to human signage. 33 Vice Chair Pennell opened the public hearing. 34 Petitioner: None. 35 Staff Presentation: Senior Planner, Tamashbeen Rahman. 36 Public comment: None. 37 Vice Chair Pennell closed the public hearing. 38 Board Member Bryan made a motion to recommend to City Council LDRA-14-12-000056. 39 Board Member Rosenkranz seconded. 40 Motion passed 6-0. 4I 5. Recommendation to City Council -(Public Hearing) -LDRA-14-10-000054: City- 42 initiated amendment to the Land Development Regulations -A City-initiated request to 43 amend the City's Land Development Regulations in order to create specific signage requirements 44 for gas stations within Palm Beach Gardens. 45 Vice Chair Pennell opened the public hearing. 46 Petitioner: None.
