I. CALL TO ORDER II. PLEDGE OF ALLEGIANCE III. ROLL CALL The Municipal Services Coordinator called the roll. Members Present: Craig Kunkle, Chair Douglas Pennell, Vice Chair Barry Present Randolph Hansen Dennis Solomon Michael Panczak Joy Hecht Amir Kanel, 1 st Alternate Donald Krzan, 2nd Alternate Members Absent: None Also Present: Kara Irwin, Growth Management Administrator Stephen Mayer, Senior Planner R. Max Lohman, Interim City Attorney IV. REPORT BY KARA IRWIN, GROWTH MANAGEMENT ADMINISTRATOR None. V. APPROVAL OF MINUTES MOTION A motion was made by Barry Present for approval of the June 24, 2008 minutes. The motion was seconded by Douglas Pennell. Motion passed unanimously, 7 -0. The Municipal Services Coordinator swore in all those wishing to speak at tonight's meeting. Chair Kunkle requested members of the public wishing to speak at tonight's meeting fill out a public comment card. Chair Kunkle requested ex parte communication. Randolph Hansen reported a conversation with Donaldson Hearing regarding Christ Fellowship. PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 09-23-08 Page 1 I VI. RECOMMENDATION TO CITY WORKSHOP 2 (Ex Parte Communication) (Public Hearing) 3 1. Petition No. CUMJ -08- 068 - 000014: Seacoast Utilities Authority (SUA) Mai 4 Conditional Use A request from Seacoast Utilities Authority (SUA) for approval of the major 5 conditional use to allow modifications to the site plan for the expansion of an existing use 6 known as the Seacoast Utilities Authority Hood Road Water Treatment Plant (SUAWTP) to 7 include the addition of a 40,150- square -foot Membrane Processing building and other minor 8 modifications, located at the southwest corner of the intersection of Hood Road and Alternate 9 A IA. The property possesses a Public (P) Future Land Use category and a Public/Institutional 10 zoning designation. 11 • Michael Panczak recused himself from this portion of the meeting. 12 • Chair Kunkle invited Amir Kanel to join the Board on the dais for this portion of the 13 meeting. 14 • Anne Booth of Urban Design Studio, on behalf of SUA, described the location of the 15 property, history of the site, proposed changes and upgrades and the timeframe for 16 construction. 17 • Rim Bishop, Executive Director of the SUA, answered questions and provided technical 18 information on the new state -of -the -art water processing system and how it will work. 19 • The Board's comments included concern for noise and compliments for the building 20 design and color selections. 21 • Stephen Mayer, Senior Planner, explained the revision to condition one. 22 • Chair Kunkle opened the public hearing for comments. 23 • Carolyn Chaplik, 715 Hudson Bay Drive, Palm Beach Gardens, questioned possible 24 effects on The Isles. 25 • Carl Miller, 181 Euphrates Circle, Palm Beach Gardens, inquired about the operation of 26 the new facility. 27 • Chair Kunkle closed the public hearing. 28 • Anne Booth and Rim Bishop answered questions regarding odor and noise. 29 • R. Max Lohman, Interim City Attorney, explained the City's noise Ordinance. 30 • Anne Booth stated noise engineers can evaluate what the expected noise levels will be and 31 provide that to staff. 32 • Don Krzan suggested that since Jupiter has a membrane system that a study be done there 33 to determine the level of noise that can be expected. 34 MOTION 35 Randolph Hansen made a motion for approval of the Recommendation to City Council: 36 Petition No. CUMJ- 08 -06- 000014 Seacoast Utility Authority major conditional use with one 37 condition which is to provide a balancing architecture element on the North side of the 38 elevation that would similar to the architectural element that serves as the entrance to the 39 building. Amir Kanel seconded. Petition No. MISC- 08 -09- 000048: Paint Color Modifications to the Christ Fellowship I I Buildings A request by Mr. Donaldson Hearing of Cotleur & Hearing, Inc., as the agent for 12 the Christ Fellowship Planned Unit Development, for approval for paint color modifications to 13 the Christ Fellowship North Campus building. The existing 20 -acre North Campus is 14 generally located on the north side of Northlake boulevard approximately one (1) mile west of 15 Military Trail. 16 • Donaldson Hearing of Cotleur & Hearing, introduced David Kush, Director of Planning 17 for Christ Fellowship, Ali Kalfin of Cotleur & Hearing, and Mike Pate, architect. 18 • Donaldson Hearing described the property and the scope of the project and the new colors 19 being proposed. 20 • Discussion ensued with positive comments offered regarding the paint color 21 modifications. 22 • Chair Kunkle opened the public hearing. With no one wishing to be heard, Chair Kunkle 23 closed the public hearing. 24 • Stepehen Mayer, Senior Planner, stated a letter has been received from the Northlake 25 Coalition in support of the color change. 26 MOTION 27 Douglas Pennell made a motion recommending approval to City Council of item MISC -08- 28 09- 000048: Paint Color Modifications to the Christ Fellowship Buildings. Barry Present 29 seconded. Chair Kunkle called for a vote.
