6 I. CALL TO ORDER
7 The regular meeting was called to order at 8:30 a.m. by Chair Marciano.
8 II. PLEDGE OF ALLEGIANCE
9 III. ROLL CALL
10 PRESENT: Chair Mark Marciano, Vice-Chair L. Marc Cohn, Mark Feldmesser, Mark Schulte,
11 Dennis Beran.
12 ABSENT: None.
13 ALSO PRESENT: Mayor, Council Liaison Robert Premuroso ; Finance Administrator, Staff
14 Liaison Allan Owens ; Deputy Finance Administrator Mary Anderson-Pickle.
15 IV. ELECTION OF OFFICERS:
16 1. Election of Chair
17 Board Member Feldmesser nominated Mark Marciano for Chair.
18 Board Member Cohn seconded.
19 Nomination passed 5-0.
20 2. Election of Vice Chair
21 Board Member Feldmesser nominated L. Marc Cohn for Vice-Chair.
22 Board Member Beran seconded.
23 Nomination passed 5-0.
24 V. ADDITIONS, DELETIONS, MODIFICATIONS
25 None.
26 VI. APPROVAL OF MINUTES for the August 21 , 2014 Meeting.
27 Board Member Beran made a motion to approve the August 21,2014 Minutes.
28 Board Member Shulte seconded.
29 Motion passed 5-0.
30 VII. ITEMS BY COUNCIL LIAISON
31 Mayor, Council Liaison Robert Premuroso
32 Wished the Board Members a Happy New Year; Reported the millage rate was decreased in
33 2014-2015 budget; Reported the City Reserve Fund is in great condition; Request the board
34 members make recommendations to City Council regarding additional revenues due to growth.
35 VIII.ITEMS BY STAFF LIAISON.
36 Finance Administrator, Staff Liaison Allan Owens
37 Reported annual audit report for the 2013-2014 fiscal year is almost complete; Auditors will give
38 a presentation of the audit report at the April City Council meeting; Financial condition of the
39 City is excellent; Reported the budget process is in the early stages; Senior Management is
40 reviewing and discussing the Capital Improvement Projects for the next fiscal year; Staff is
41 reviewing the a~tual numbers for fiscal year 2015 to estimate what the beginning balance will be
42 October 1, 2015; Budget worksheet will be distributed to the departments the first week of April;
43 Reported the City received the Police Pension and Fire Pension actuaries and the fire pension is
44 funded up to 77% and the police pension is fund up to 71 %;
45 IX. OLD BUSINESS
46 None.

Chair Marciano inquired about the mileage rate set by council for the 2014-2015 budget,
discussion ensued; C hai r Marciano inquired about the money that was set aside for the fields
and tennis center, discussion ensued; C h a ir Marciano inquired about how the current mileage
rate will affect the financial outlook of the City, discussion ensued; Chai r Marciano inquired
about the staffing levels to handle the additional workload due to City growth, discussion
ensued; Board Member Feldmesser asked when the City will receive the preliminary tax roll
numbers from the property appraiser; C hair Marciano inquired about what is the goal of the
City's budget and the role of the Budget Oversight Committee, discussion ensued. C hair
Marciano inquired about the next B udget Oversight Committee meeting date; Board Member
Feldmesser asked will there be any agenda items for the board to discuss at the next meeting.
