I. CALL TO ORDER II. PLEDGE OF ALLEGIANCE III. ROLL CALL The Municipal Services Coordinator called the roll. Members Present: Tory Buckley, Chair Tim Frohling, Vice Chair Carolyn Chaplik Mary Anne Hedrick Arnie Schneider William Sonnenreich Ernest Volonte Members Absent: None Also Present: David Levy, Vice Mayor, Council Liaison Charlotte Presensky, Recreation Director, Staff Liaison Tim Kasher, Recreation Superintendent, Alternate Staff Liaison Mike Kelly, Parks Director Kevin Kern, Golf Professional/Course Manager IV. ADDITIONS, DELETIONS, AND MODIFICATIONS None. V. APPROVAL OF MINUTES • Carolyn Chaplik noted the second and third motions were seconded by Arnie Schneider. MOTION A motion was made by Carolyn Chaplik for approval of the June minutes as amended. Ernest Volonte seconded. The minutes were unanimously approved, 7 -0. VI. ITEMS BY COUNCIL LIAISON Vice Mayor David Levy reported the following information. • At the last City Council meeting, July was proclaimed National Parks and Recreation Month. • Councilmember Jody Barnett introduced the possible purchase of the 82 -acre District Park from Palm Beach County for $4.5 million. City Council was favorable to the PARKS AND RECREATION ADVISORY BOARD REGULAR MEETING 07. 21.2008 Page 1 I purchase with Councilmember Russo suggesting a possible referendum. The County 2 wants the land put into conservation. Some civic uses may be considered. 3 • Scott Smith and William Olsen were appointed Parks and Recreation Advisory Board 4 (RAB) alternates and William Sonnenreich was moved up to a regular member. 5 • Discussion ensued regarding the purchase of the District Park and its possible 6 restrictions and uses. 7 • Recreation Director Charlotte Presensky suggested Vice Mayor Levy report the RAB's 8 concerns and comments to City Council. Recreation Director Charlotte Presensky 9 summarized the discussion as the Board strongly supports the purchase of the property, 10 but without deed restrictions. If that is not feasible then the possibility of a sunset clause 11 could be considered stipulating the deed restriction of 5 or 10 years as conservation after 12 which time the City can decide the use, but it will always remain Parks and Recreation 13 land dedicated to public use. 14 • The Board voted unanimously, 7 -0, to support Recreation Director Presensky's 15 suggestion of Vice Mayor Levy reporting the summarized comments to the City 16 Council. 17 • John Chaplik stated his support for the purchase of the District Park with deed 18 restrictions for a public purpose, but not to conservation only. 19 20 VII. ITEMS BY STAFF LIAISON 21 Recreation Director Charlotte Presensky reported the following information. 22 • William Olsen and Scott Smith are the new Board members and they will attend 23 orientation on July 22, 2008. Their first official meeting will be September 15, 2008. 24 • Board members coming up for renewal were asked to advise Recreation Director 25 Presensky of their intention to remain on the Board or to retire. 26 • The August meeting is cancelled because of conflict with the first week of school. 27 • Two new grant applications will be presented at the September 15, 2008 meeting. 28 29 VIII. OLD BUSINESS 30 • The Plant Drive/Lilac Street Master Plan drawing based on earlier RAB discussion was 31 presented. Discussion among Board members regarding further modifications ensued. 32 33 IX. NEW BUSINESS 34 • None. 35 36 X. UPDATES 37 1. Construction Services 38 Recreation Superintendent Tim Kasher reported on: 39 - PGA National Park 40 - Burns Road Recreation Center old pool. 41 2. Recreation 42 Recreation Director Charlotte Presensky reported: 43 - City hosted County lifeguard competition. 44 - Mako Sharks won swim meet. 45 - Discussed using City facilities for intramural sports with Palm Beach Community 46 College. 47 - Summer Camp ends August 8, 2008. PARKS AND RECREATION ADVISORY BOARD REGULAR MEETING Page 2 07.21.2008 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 - Riverside Youth Enrichment Center will be closed August 14 and 15, 2008. - Burns Road Recreation Center will be closed from August 18 through September 1, 2008 for cleaning. - All pools will be closed from September 7 through 13, 2008 for maintenance. - Sponsors are being sought for the Youth Triathlon that will take place October 5, 2008. Children should be registered early. - Changes due to budget cuts were discussed. 3. Parks Parks Director Mike Kelly reported on: - Changes due to budget cuts. - Dog park access is American with Disabilities Act (ADA) compliant. - Mirasol Park. - Regional Baseball Tournament for 11 -year -olds. 4. Golf Golf Pro Kevin Kern discussed the Golf Camp. XI. COMMENTS BY PUBLIC • None. XII. COMMENTS BY BOARD • A question was raised regarding the status of combining the Community Aesthetics Board and Parks and Recreation Advisory Board. Vice Mayor Levy stated it will not be done. • The Regional Baseball Tournament will have approximately 10 teams. ADJOURNMENT There being no further business to come before the Board, Carolyn Chaplik made a motion to adjourn. Ernest Volonte seconded. The meeting was adjourned at 8:43 p.m. The next meeting will be held Monday, September 15, 2008.
