6 The regular meeting was called to order at 7:02p.m. by Mayor Premuroso.

14 Council Member Leyy made a motion to appoint Vice Mayor Jablin as Mayor.
15 Council Member Russo seconded.
16 Motion passed 5-0.
17 b. APPOINTMENT OF VICE MAYOR.
18 Council Member Russo made a motion to appoint Council Member Levy as Vice Mayor.
19 Mayor Jablin seconded.
20 Motion passed 4-1.

22 The City Clerk read Resolution 12, 2015 by title.

36 Vice Mayor David Levy: Attended the Loxahatchee River Management Coordinating Council
37 meeting on March 23rd; Attended the Palm Beach County League of Cities Board of Directors
38 Meeting on February 25th; Reported there will be a change to the Commission on Ethics
39 Hearing Language; Reported the State of Florida is requesting all Supervisor of Elections to
40 move the 2016 municipal elections to the Presidential Preference Primary date; Requested that
41 the ordinance be changed to reflect the new dates; Reported a Judge ruled in favor of Union
42 County who was sued by an organization who was sending public records request in form of
43 spam mail.
44 Council Member Marcie Tinsley: Attended the Tennis Center Grand Opening, thanked staff
45 for an amazing job with the event and the facility; Attended the Azure Ground Breaking; Wished
46 everyone a Happy Passover and Happy Easter.
47 Council Member Joseph Russo: Wished everyone a Happy Passover and Happy Easter.
48 Attended Palm Beach County Sports Hall of Fame dinner inducing Kenneth Kennerly from the

I Honda Classic; Announced Governor Rick Scott visited Palm Beach Gardens business Levitas;
2 Expressed his concerns regarding a blog regarding term limits.
3 Council Member Robert Premuroso: Attended the Northern Palm Beaches Chamber of
4 Commerce Breakfast where the Executive Director of the Florida Department of Economic
5 Opportunity Jesse Panuccio was the guest speaker; Reported Palm Beach County was fifth in the
6 state for job growth and Palm Beach County has a low unemployment rate; The Northern Palm
7 Beaches Chamber of Commerce Business Before Hours will be held on April 15th and the
8 speaker will be Mark Wilson, CEO of the Florida Chamber of Commerce; Announced the
9 Vietnam Veteran Traveling Wall will be at Florida Atlantic University Jupiter Campus from
10 April 8th through April 13th; Attended the Applebee's Ribbon Cutting.
II Mayor Eric Jablin: Thanks fellow Council Members for electing him as Mayor; Paid Tribute to
12 Council Member Joseph Russo; Congratulated Council Member Russo on the birth of his
13 granddaughter; Wished everyone a Happy Easter and Happy Passover; Attended the Levitas
14 presentation with Governor Rick Scott; Attended the Tennis Center Grand Opening; Attended
15 the Benjamin Hall Ribbon Cutting; Thanked Council Member Premuroso for serving as Mayor
16 for the past two years; Recognized Boy Scouts Cameron Gaines and Jesse Williams in the
17 audience who are fulfilling their Citizenship in the Community merit badge to become Eagle
18 Scouts by attending a City Council Meeting.
19 VI. CITY MANAGER REPORT
20 Announced the Purchasing Department was the 2015 recipient of the Universal Public
21 Procurement Certification Council Agency Certification Award in the Small Agency category;
22 Thanked Km!Ra and the Department Heads for achieving the award; Introduced Phillip Downs,
23 Ph.D., Senior Partner with Kerr & Downs, who provided a presentation regarding the results of
24 the resident survey.

15 AND ASSOCIATION, INC., FOR AN AMENDMENT TO THE PLANNED COMMUNITY
16 DEVELOPMENT (PCD) MASTER PLAN TO UPDATE THE TABULAR DATA RELATED
17 TO THE MIRASOL CLUBHOUSE EXPANSION; PROVIDING A CONFLICTS CLAUSE, A
18 SEVERABILITY CLAUSE, AND AUTHORITY TO CODIFY; PROVIDING AN EFFECTIVE
19 DATE; AND FOR OTHER PURPOSES.

22 Vice Mayor Levy saw articles in the newspaper regarding the project; Council Member
23 Tinsley spoke to the petitioner Anne Booth and she informed Council Member Tinsley she was
24 coming to the City Council meeting; Council Member Premuroso had discussions with
25 members of management about the project; Mayor Jab lin spoke with residents regarding their
26 concerns about the project.

37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS,
38 FLORIDA APPROVING AN APPLICATION FROM MIRASOL CLUB AND
39 ASSOCIATION, INC. FOR A SITE PLAN AMENDMENT TO ALLOW AN EXPANSION OF
40 THE MIRASOL CLUBHOUSE AND TO PROVIDE ADDITIONAL PARKING SPACES AT
41 THE SOUTHWEST MAINTENANCE FACILITY. THE MIRASOL CLUBHOUSE PARCEL

5 FLORIDA APPROVING AN AGREEMENT WITH WESCO TURF, INC. FOR GOLF
6 MAINTENANCE EQUIPMENT THROUGH AN EXISTING CONTRACT WITH THE
7 STATE OF FLORIDA NO. 760-000-10-1; PROVIDING AN EFFECTIVE DATE; AND FOR
8 OTHER PURPOSES.

15 XI. ITEMS FOR COUNCIL ACTION/DISCUSSION
16 a. APPOINTMENT OF COUNCIL MEMBERS TO EXTERNAL BOARDS.
17 The appointments of the external board shall remain the same with the exception of Mayor
18 Jab lin is the appointee to the Intergovernmental Issues (IP ARC) Board.
19 b. APPOINTMENT OF COUNCIL MEMBERS TO INTERNAL BOARDS.
20 The appointments of the internal boards shall remain the same.
21 c. CITY MANAGER CONTRACT EXTENSION -BROUGHT FORWARD BY COUNCIL
22 ACTION ON SEPTEMBER 3, 2014.
23 Mayor Jablin suggested that the City Manager's contract be extended to 2020. Discussion
24 ensued.
25 Vice Mayor Levy made a Motion directing the City Attorney to prepare a contract extension for
26 the City Manager through 2020 authorizing Mayor Jablin to sign the contract.
27 Council Member Russo seconded.
28 Motion passed 5-0.
29 Council Member Tinsley thanked City Manager Ron Ferris for the resident survey and would
30 like to discuss the survey in detail at a future City Council meeting. Discussion ensued.
31 XII. CITY ATTORNEY REPORT
32 City Attorney Max Lohman provided a status on the City's litigation involving Palm Beach
33 Puppies; Reported a Federal Court Ruling was favorable for a city in Rhode Island who has a
34 similar ordinance as the City regarding the sale of puppies. Discussion ensued.
