6 The regular meeting was called to order at 6:02p.m. by Chair Hansen.

19 Request for alternative method of compliance with NFP A and City of Palm Beach Gardens Fire
20 Code requirements.

23 Board Member Pennell made a motion to deny the petitioner's request.

30 Board Member Rosenkranz made a motion to approve the April14, 2015 Minutes.

36 Chair Hansen asked for any ex-parte.
37 Board Member Josephs spoke with residents of the Ballenisles Community and Petitioner Don
38 Hearing regarding the Ballenlsles Community Association Planned Community Development.
39 VII. PUBLIC HEARINGS

411. 1. Recommendation to City Council -QUASI JUDICIAL HEARING -PCDA-15-01-
42 000026 -Ballenisles Community Association Planned Community Development (PCD)
43 Amendment - A request from Ballenlsles Community Association to consolidate approved
44 property development standards and amend certain property development standards for
45 residential properties in all communities within Ballenlsles Planned Community Development
46 (PCD). The subject site is located on the southeast comer of the intersection of PGA Boulevard

1 and the Florida Turnpike. The site is bordered by PGA Boulevard to the north, Northlake
2 Boulevard to the south, the Florida Turnpike to the west, and Military Trail to the east.
3 Chair Hansen opened the public hearing.

12 2. Recommendation to City Council -QUASI JUDICIAL HEARING MISC-15-02-
13 000110-Alton Planned Community Development (PCD) Community Design Elements-A
14 request for approval of a Community Design Elements package including, but not limited to,
15 monument signage, street furniture, pedestrian amenities, decorative lighting, and the multimodal
16 shelter for the east portion of the Alton Planned Community Development (PCD). The Alton
17 PCD is located south of Donald Ross Road, north of Hood Road, and east and west of Interstate
18 95.
19 Chair Hansen opened the public hearing.
20 Petitioner: Marty Minor, Urban Design Kilday Studios.
21 Staff Presentation: Principal Planner, Peter Hofbeinz
22 Public Comment: None.

24 Board Member Bryan made a motion to recommend to City Council MISC-15-02-000 110
25 Board Member Savel seconded.

27 3. Recommendation to City Council-QUASI JUDICIAL HEARING-PUDA-14-12-000057
28 & CUMJ-14-12-000035-Florida Power and Light Planned Unit Development Amendment
29 and Major Conditional Use - A request from Florida Power and Light for Planned Unit
30 Development (PUD) Amendment and Major Conditional Use permit to construct a wireless
31 telecommunications tower and related structures within the Ryder Substation. The subject site is
32 located on the north side ofPGA Boulevard approximately 1 mile west of Ryder Cup Boulevard.
33 Chair Hansen opened the public hearing.
34 Petitioner: Brian Seymour, Gunster, Yoakley & Stewart, P.A.
35 Staff Presentation: Planner, Joann Skaria.
36 Public comment: None.
37 Chair Hansen closed the public hearing.
38 Board Member Savel made a motion to recommend to City Council PUDA-14-12-000057 and
39 CUMJ-14-12-000035.
40 Board Member Joseph seconded.
41 Motion passed 7-0.
42 VIII. OLD BUSINESS
43 Board Member Josephs inquired about the status of the CVS Pharmacy Project on Northlake
44 Boulevard and Military Trail. Discussion ensued.

IX. NEW BUSINESS
Board Member SabateUo inquired about the responsibilities of the members of the Planning
and Zoning Appeals Board. Director of Planning and Zoning Natalie Crowley reminded
Board Members that staff is available to meet with them to answer any questions regarding
projects that require board approval . Discussion ensued. Informed the Board that Board Member
Pancza.k:'s mother passed away. Board Member Pennell thanked staff for meeting with him
regarding the case and their role as a member of the Fire Code Board of Adjustments and
Appeals. Discussion ensued. Board Member Brvan notified staff that she receive the agenda
packet late and suggested that the packages be mailed earlier than the week before the meeting.
Director of Planning and Zoning Natalie Crowley informed the board the link is sent out one
week prior to the meeting. Discussion ensued.
