CALL TO ORDER 6 The regular meeting was called to order at 6:03 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: IO Chair Randolph Hansen, Michael Panczak, Roma Josephs, Meriel (Honey) Bryan, Howard II Rosenkranz, Robert Savel (arrived at 7: 15 p.m.), I2 Members Absent: Douglas Pennell, Carl Sabatello. 13 Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. I4 IV. ADDITIONS, DELETIONS, MODIFICATIONS I5 None. I6 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE I7 CROWLEY I8 None. I9 VI. APPROVAL OF MINUTES 20 Board Member Josephs made a motion to approve the July 14,2015 Minutes. 2I Board Member Rosenkranz seconded. 22 Motion passed 5-0. 23 VII. PUBLIC HEARINGS 24 Those preparing to give testimony were sworn in. 25 Chair Hansen asked for any ex-parte. 26 All Board Members met with City Staff regarding PCA Site Plan Approval within Parcel B. All 27 Board Members met with Petitioner Ann Booth regarding Alton PCD Amendment within Parcel 28 C and Alton PCD Site Plan Approval within Parcel C. 29 1. Recommendation to City Council - -QUASI JUDICIAL HEARING -SPLN-15-07- 30 000019-Alton PCD Site Plan Approval within Parcel B-A request by Carrier Corporation, 3I on behalf of the property owner Pasteur Commercial Investments, LLC, for site plan approval of 32 a 265,000 square foot Center for Intelligent Buildings Technology Complex within Parcel B of 33 the Alton Planned Community Development (PCD). The Alton PCD is generally located at south 34 of Donald Ross Road, north of Hood Road and east and west oflnterstate 95. 35 Chair Hansen opened the public hearing. 36 Petitioner: Donaldson Hearing, Cotleur and Hearing. 37 Staff Presentation: Principal Planner, Peter Hofheinz. 38 Public comment: Steve Mathison, 5606 PGA Blvd, Palm Beach Gardens. 39 Chair Hansen closed the public hearing. 40 Board Member Panczak made a motion to recommend to City Council SPLN-15-07-000019. 41 Board Member Rosenkranz seconded. 42 Motion passed 5-0. 43 2. Recommendation to City Council -QUASI JUDICIAL HEARING -PCDA-14-08- 44 000023-Alton PCD Amendment within Parcel C-Town Center District-A request by 45 Urban Design Kilday Studios, on behalf of Villas at Briger, LLC, for an amendment to the Alton 46 Planned Community Development (PCD) to convert four (4) multifamily dwelling units to three PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 09-15-15 Page 1 (3) additional apartment units within the Parcel C -Town Center District of the PCD, a 2 modification to the Design Guidelines for additional Premier, Primary, and Secondary Street 3 typical cross sections, and the PCD Buffer. The Alton PCD is generally located south of Donald 4 Ross Road, north of Hood Road and east and west of Interstate 95. The Town Center District is 5 located in the Eastern most portion of the PCD, south of Donald Ross Road and north of 6 Grandiflora Road. 7 Chair Hansen opened the public hearing. 8 Petitioner: Anne Booth, Urban Design Kilday Studios. 9 Staff Presentation: Principal Planner, Peter Hotbeinz. 10 Public Comment: None. 11 Chair Hansen closed the public hearing. 12 Board Member Rosenkranz made a motion to recommend to City Council PCDA-14-08- 13 000023. 14 Board Member Josephs seconded. 15 Motion passed 5-0. 16 3. Recommendation to City Council-QUASI JUDICIAL HEARING-SPLN-14-08-000015 17 -Alton PCD Site Plan Approval within Parcel C -Town Center District - A request by 18 Urban Design Kilday Studios, on behalf of Villas at Briger, LLC, for site plan approval for a 353 19 unit apartment complex within Parcel C -Town Center District of the Alton Planned 20 Community Development (PCD). The Alton PCD is generally located at south of Donald Ross 21 Road, north of Hood Road and east and west of Interstate 95. The Town Center District is 22 located in the Eastern most portion of the PCD, south of Donald Ross Road and north of 23 Grandiflora Road. 24 Chair Hansen opened the public hearing. 25 Petitioner: Anne Booth, Urban Design Kilday Studios. 26 Staff Presentation: Principal Planner, Peter Hotbeinz. 27 Public Comment: None. 28 Chair Hansen closed the public hearing. 2 9 Board Member Bryan made a motion to recommend to City Council SPLN-14-08-000015. 30 Board Member Rosenkranz seconded. 31 Motion passed 6-0. 32 VIII. OLD BUSINESS 33 None. 34 IX. NEW BUSINESS 35 Director of Plannine; and Zonine; Natalie Crowley announced there will a workshop for the 36 Avenir Project at the Planning and Zoning Appeals Board meeting on October 13, 2015. Board 37 Member Josephs inquired about the status of the CVS Pharmacy project on Northlake 38 Boulevard and Joanne Fabrics in Northlake Commons.
