6 The regular meeting was called to order at 7:01p.m. by Mayor Jablin.

9 PRESENT: Mayor Jablin, Vice Mayor Levy, Council Member Russo, Council Member
10 Premuroso, Council Member Tinsley.
11 ABSENT: None.

14 IV. ANNOUNCEMENTS AND PRESENTATIONS
15 a. 9-11 REMEMBRANCE ESSAY RECIPIENTS.
16 b. SENATOR JOSEPH ABRUZZO-LEGISLATIVE UPDATE-Senator Abruzzo was unable
17 to attend and will reschedule at a later date.
18 V. ITEMS OF RESIDENT INTEREST AND BOARD/COMMITTEE REPORTS
19 Vice Mayor David Levv: Attended the Palm Beach County League of Cities Executive Board
20 Meeting where they appointed Commissioner Allie Biggs from Pahokee to the Advisory
21 Boundary Committee, reviewed the finances for the League, announced they have two new
22 members Jones Edwin and Associates and 211 Group, changed the bylaws, modified the
23 Commission on Ethics Ordinance, discussed the Human Trafficking, Homegivers, and Curbside
24 Stoning ordinances; Reported that he has a legislative update that he will discuss when Senator
25 Abruzzo is in attendance at the council meeting; Announced the next executive board meeting
26 will be held at the Tequesta Country Club on September 30 but a reservation is required due to
27 limited seating.
28 Council Member Marcie Tinsley: Wished the Jewish community and Councilmembers a
29 H&ppy New Year; Attended the Northern Palm Beaches Chamber of Commerce Legislative
30 update where Representative Mary Lynn Magar announced a 11% increase in sales for the state,
31 Senator Joe Negron reported $54 million dollars for tourism this year, Senator Jeff Clemens
32 discussed sober home legislation that passed and future legislation, Senator Abruzzo discussed
33 the Competitive Workforce Act that he is currently working on; Reported the Northern Palm
34 Beach Chamber of Commerce has requested a Councilmember be appointed to the Chamber's
35 Government Affairs Committee; Reported the Treasure Coast Regional Planning Council
36 meeting was cancelled, the next meeting will be held on September 18,2015.
37 Council Member Joseph Russo: Wished the Jewish community a Happy New Year;
38 Announced Ed McEnroe from the Honda Classic has resigned and taken a position with the PGA
39 Tour and wished him the best of luck; Reported many cities are looking at their pension estimate
40 of earnings and pension contributions may increase.
41 Council Member Robert Premuroso: Announced on September 24, 2015 he will be the
42 moderator for the annual PGA Corridor Business Update event which will be held at the PGA
43 Marriot Hotel. Speakers will include Al Ferris, Lease Director for the Forbes Company, Jordan
44 Paul, President, Merin, Hunter and Codman, and Kenneth Kennerly, Executive Director of the
45 Honda Classic.
46 Mayor Eric Jablin: Wished the Jewish community a Happy New Year. Announced the Palm
47 Beach Gardens Police Explorers Tournament will be held on October 17, 2015 at PGA National
48 Report and Spa.

2 Announced the City's Purchasing Department has received for the second year in a row the 2015
3 Achievement of Excellence A ward in Procurement, Palm Beach Gardens was one of the 26
4 agencies in Florida and one of 66 agencies in the United States and Canada to receive the award.

16 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS,
17 FLORIDA APPROVING AND RATIFYING ARTICLE 28, SALARY PLAN OF THE
18 COLLECTIVE BARGAINING AGREEMENT WITH THE SERVICE EMPLOYEES
19 INTERNATIONAL UNION (SEIU)/FLORIDA PUBLIC SERVICES UNION FOR THE

41 The City Clerk read Ordinance 12, 2015 by title.
42 a. ORDINANCE 12, 2015 -(1ST READING) ADOPTING FISCAL YEAR 2015/2016
43 BUDGET. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM BEACH
44 GARDENS, FLORIDA ADOPTING THE BUDGET FOR THE CITY OF PALM BEACH
45 GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2015, AND ENDING
46 SEPTEMBER 30, 2016; PROVIDING A CONFLICTS CLAUSE AND A SEVERABILITY
47 CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES.

4 Mayor Jablin closed the Public Hearing.
5 Vice Mayor Levy made a motion that the "City of Palm Beach Gardens adopt a proposed
6 operating millage rate of 5.55 mills and debt millage rate of .1371 for a total rate of 5.6871 mills
7 for fiscal year 2015-2016 which exceeds the rollback rate of 5.3354 by 4%."
8 Council Member Tinsley seconded.
9 Motion passed 5-0.
10 Vice Mayor Levv made a motion to approve Ordinance 12, 2015 on first reading, adopting a
11 tentative budget for fiscal year 2015/2016 and setting the second and final reading for September
12 17, 2015 at 7:00PM in the Council Chambers.
13 Council Member Tinsley seconded.
14 Motion passed 5-0.
