PLEDGE OF ALLEGIANCE 8 II. ROLL CALL 9 PRESENT: Mayor Jablin, Vice Mayor Levy, Council Member Russo, Council Member 10 Premuroso, Council Member Tinsley. 11 ABSENT: None. 12 III. ADDITIONS, DELETIONS, MODIFICATIONS 13 None. 14 IV. ANNOUNCEMENTS AND PRESENTATIONS 15 City Manager Ron Ferris announced there will be a Meet and Greet Reception with Insurance 16 Consumer Advocate C. Sha'Ron James on October 12, 2015 from 5:30 to 7:30p.m. in City Hall 17 Council Chambers. 18 V. ITEMS OF RESIDENT INTEREST AND BOARD/COMMITTEE REPORTS 19 Vice Mayor David Levy: Attended the Northern Palm Beach County Chamber of Commerce 20 Annual Mayors Breakfast; Attended the Mayor's Literacy Lunch; Announced City Council 21 members will be reading Not Norman as a part of the Read for the Record event sponsored by 22 the Literacy Coalition of Palm Beach County. 23 Council Member Marcie Tinsley: Reported the Northern Palm Beaches Chamber of 24 Commerce has asked for a liaison for the Government Affairs Committee; Consensus was to 25 appoint Vice Mayor Levy and Councilmember Tinsley as alternate; Provided information based 26 on her research for projects throughout the City 27 Council Member Joseph Russo: Announced Mayor Jablin did a great job at the Annual 28 Mayor's Breakfast. 29 Council Member Robert Premuroso: No report. 30 Mayor Eric Jablin: Inquired to the Metropolitan Planning Organization about funding for quiet 31 zones and about a uniform maintenance agreement. 32 VI. CITY MANAGER REPORT 38 City Manager Ron Ferris provided a presentation on the City/International Association of Fire 39 Fighters Contract negotiations. 40 VIII. CONSENT AGENDA 41 a. RESOLUTION 42, 2015-BEAUTIFICATION GRANT. A RESOLUTION OF THE CITY 42 COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA AUTHORIZING THE 43 CITY MANAGER TO APPLY FOR AND ACCEPT A HIGHWAY BEAUTIFICATION 44 GRANT, AND ENTER INTO A HIGHWAY BEAUTIFICATION COUNCIL GRANT, 45 LANDSCAPE CONSTRUCTION, AND MAINTENANCE MEMORANDUM OF 46 AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION; 47 PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 48 b. PROCLAMATION-NATIONAL COMMUNITY PLANNING MONTH. 2 Vice Mayor Levv made a motion for approval of the Consent Agenda. 3 Council Member Premuroso seconded. 4 Motion passed 5-0. 5 IX. PUBLIC HEARINGS: (*Designates Quasi-Judicial Hearing) 6 Those preparing to give testimony were sworn in. 7 The City Clerk read Resolution 41, 2015 by title. 8 a. RESOLUTION 41, 2015 -ADOPTING A TAX LEVY AND MILLAGE RATE. A 9 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, 10 FLORIDA ADOPTING A TAX LEVY AND MILLAGE RATE FOR THE CITY OF PALM 11 BEACH GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2015, AND 12 ENDING SEPTEMBER 30, 2016; DIRECTING THE CITY CLERK TO FORWARD A 13 CERTIFIED COPY OF THIS RESOLUTION TO THE PALM BEACH COUNTY PROPERTY 14 APPRAISER AND TAX COLLECTOR WITHIN THREE (3) DAYS AFTER ITS ADOPTION; 15 PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. 16 Mayor Jablin opened the Public Hearing. 17 Petitioner: None. 18 Staff presentation: No changes since first reading. 19 Public comment: None. 20 Mayor Jablin closed the Public Hearing. 21 Vice Mayor Levv made a motion that the "City of Palm Beach Gardens adopt a final millage 22 rate of 5.6871 mills, which includes a debt millage of .1371 and an operating rate of 5.55 mills 23 which is greater than the rolled-back rate of 5.3354 by 4%". 24 Council Member Tinsley seconded. 25 Motion passed 5-0. 26 The City Clerk read Ordinance 12, 2015 by title. 27 b. ORDINANCE 12, 2015 -(2ND READING AND ADOPTION) ADOPTING FISCAL 28 YEAR 2015/2016 BUDGET. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF 29 PALM BEACH GARDENS, FLORIDA ADOPTING THE BUDGET FOR THE CITY OF 30 PALM BEACH GARDENS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2015, 31 AND ENDING SEPTEMBER 30, 2016; PROVIDING A CONFLICTS CLAUSE AND A 32 SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER 33 PURPOSES. 34 Mayor Jablin opened the Public Hearing. 35 Petitioner: None. 36 Staff presentation: No changes since first reading. 37 Public comment: Joan Elias, 1009 Diamond Head Way, Palm Beach Gardens. 38 Mayor Jablin closed the Public Hearing. 39 Council Member Levv made a motion for approval of Ordinance 12, 2015 on 2nd reading and 40 adoption. 41 Council Member Tinsley seconded. 42 Motion passed 5-0. 43 XI. ITEMS FOR COUNCIL ACTION/DISCUSSION 44 Councilmember Tinsley inquired about who would be liaison for the Northern Palm Beaches 45 Chamber of Commerce Government Affairs Committee. Vice Mayor Levv will serve on the 46 committee and Councilmember Tinsley will serve as alternate. CITY ATTORNEY REPORT None. XIII. ADJOURNMENT Council Member Tinsley made a motion to adjourn. Vice Mayor Levy seconded. Motion passed 5-0.
