CALL TO ORDER 6 The regular meeting was called to order at 6:01p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ADMINISTER OATH OF OFFICE TO NEW MEMBERS 9 Assistant to the City Clerk administered oath of office to first alternate C. Steve Lewis. IO IV. Appointment of Chair I9 Board Member Pennell nominated Randy Hansen for Chair. 20 Board Member Rosenkranz seconded. 2I Nomination passed 7-0. 22 2. Appointment of Vice Chair 23 Board Member Rosenkranz nominated Douglas Pennell for Vice Chair. 24 Board Member Josephs seconded. 25 Nomination passed 7-0. 26 VI. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE CROWLEY 29 Announced to the Board members and the audience that there is an item on the agenda prior to 30 the A venir Workshop; Announced at the October 8, 2015 City Council meeting Board Member 3I Sabatello was appointed by City Council as a regular member on the Planning and Zoning 32 Appeals Board and C. Steve Lewis was appointed as first alternate; Thanked Michael Panczak 33 for his years of service on the Planning and Zoning Appeals Board; Announced at the October 34 City Council meeting the City Council approved the site plans for Atlantico and United 35 Technologies. 36 VIII. APPROVAL OF MINUTES 37 Board Member Josephs made a motion to approve the September 15, 2015 Minutes. 38 Board Member Rosenkranz seconded. 39 Motion passed 7-0. 40 Chair Hansen asked for any ex parte. 4I None. 42 IX. PUBLIC HEARINGS 43 Those preparing to give testimony were sworn in. 441. 1. Recommendation to City Council-QUASI JUDICIAL HEARING -MISC-15-08-000113 45 -Nova Southeastern University Miscellaneous Signage Amendment-A request from Nova 46 Southeastern University for an amendment to the approved signage for the Nova Southeastern PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 10-13-15 Page 1 University Planned Unit Development (PUD) in order to exceed the maximwn copy area for 2 principal tenant signs. The subject site is located on the west side of Military Trail, north of 3 Interstate 95. 4 Chair Hansen opened the public hearing. 5 Petitioner: Anne Booth, Urban Design Kilday Studios. 6 Staff Presentation: Senior Planner, Joanne Skaria 7 Public comment: None. 8 Chair Hansen closed the public hearing. 9 Board Member Sabatello made a motion to recommend to City Council MISC-I5-08-000II3. 10 Board Member Rosenkranz seconded. 11 Motion passed 7-0. 12 2. PUBLIC WORKSHOP-No action will be taken on Petition Nos. CPTA-13-07-000025; 13 CPMA-13-07-000016; and PPCD-13-07-000005 -AVENIR PLANNED COMMUNITY 14 DEVELOPMNT (PCD)-A request from Avenir Holdings, LLC requesting approval of petitions 15 for a Comprehensive Plan Text Amendment to amend the text ofthe Future Land Use Element of 16 the City's Comprehensive Plan; a Comprehensive Plan Map Amendment to amend the Future Land 17 Use from Rural ResidentiallO (RRIO) and Rural Residential20 (RR20) to Mixed Use (MXD); and 18 Rezoning from Planned Development Area (PDA) to Mixed Use Development District (MXD) to 19 allow a 4,763-acre mixed-use development consisting of 3,735 single-family units and 250 multi- 20 family units (for a total residential density of0.84 dwelling units per acre), I,800,000 square feet of 21 professional office, 200,000 square feet of medical office, 400,000 square feet of commercial, a 22 300-room hotel, 20 acres of equestrian facility, a 55-acre city park, 60 acres of golf course, I5 acres 23 of civic, I5 acres of elementary school, and 2,426 acres of conservation.
