Recommendation to City Council (Public Hearing) – QUASI JUDICIAL HEARING PUDA-15-11-000061: Gardens Corporate Center Planned Unit Development (PUD) Amendment A request from Gardens Corporate Center, LLC for approval of an amendment to the Medical Mall Planned Unit Development (PUD), known as the Gardens Corporate Center, which includes site plan approval for the construction of two (2) professional office buildings and a parking garage on Phase Two. The PUD is approximately 15.64 acres and is located on the northeast corner of PGA Boulevard (PGA Bypass) and Alternate A1A. Recommendation to City Council (Public Hearing) – QUASI JUDICIAL HEARING MISC-15-11-000116: Mirasol Club and Association Flag Pole Waiver A request from Mirasol Club and Association for approval to construct a flagpole, 50 feet in height, located behind the clubhouse. Recommendation to City Council (Public Hearing) CPTA-13-07-000025: Avenir Comprehensive Plan Text Amendment A request from Avenir Holdings, LLC for a Comprehensive Plan text amendment to revise the Urban Growth Boundary (UGB) policies. Recommendation to City Council (Public Hearing) CPMA-13-07-000016: Avenir Large Scale Map Amendment A request from Avenir Holdings, LLC for a Comprehensive Plan Large-scale Future Land Use Map amendment to change the land use designation from Rural Residential (RR10) and Rural Residential (RR20) to Mixed Use Development (MXD), to relocate the Urban Growth Boundary (UGB) to include the subject property, and to add a note capping the intensity and density of the property in accordance with the proposed development program. The property is comprised of 4,763 acres and is located on the north side of Northlake Boulevard, west of Grapeview Boulevard, east of Bay Hill Drive, and south of Beeline Highway. Bob Hodgson reported this information yesterday at a meeting of the Board of Governors. The Avenir Community, that is to be built out West on Northlake Blvd. across from the Estates Course, is the main subject of this meeting. When they first applied for a permit to build on a former ranch, Avenir asked for under 500 homesites. AS time went on their true colors came out and their numbers increased to 4500, then reduced to 3200 and now its somewhere near 2700 . Bob Hodgson has the correct figures but the actual number is irrelevant. The fact that they are building more homes out to our West along with another community, Mintos, who plans to build close to 4000 homes near Pratt Whitney and Northlake will put a negative traffic impact on Northlake Blvd. It most likely would necessitate the building of a huge and unsightly "flyover" at Bee Line. You know what that looks like near the Mall on PGA Blvd over Alt. AlA and a railroad line . Such a giant structure, along with the enormous traffic that will eventually come by and through PGA National, could substantially reduce PGA's property values.! 1 Please take some time from your busy schedules to attend this very important meeting. This new town will contain a diverse mix of uses, including civic, retail, office, institutional, and residential components. Amy serves as Project Director for this planning effort. AVENIR, Palm Beach Gardens, Florida, 2013 -ongoing A 4,700-acre property embedded amongst single-family communities, Avenir is planned to provide the jobs, shopping, and convenience to reduce regional commute distances. Formerly the Vavrus Cattle Ranch, the site is envisioned to be a canal-laced, tree-lined, walkable new community. One of Avenir's most unique features is a large flow way and preserve designed to improve the degraded site wetlands as well as regional water quality. Amy serves as Project Director for this effort. MARK CENTER MASTER PLAN, Alexandria, Virginia, 2009-2012 Amy served as Project Director for the Mark Center Master Plan, an example of Dover-Kohl's work in designing sustainable infill/redevelopment strategies. In collaboration with Duany Plater-Zyberk & Company, Dover-Kohl created a Master Plan for the long-term redevelopment of The JBG Companies properties in the Mark Center area of Alexandria, Virginia. A public design workshop was conducted to investigate design options for the site; plans and illustrations demonstrate how the site can evolve over time to include a mixture of uses and a complete network of streets and open spaces. PLANNED MIXED-USE IN FILL DISTRICT CODE, Sarasota County, Florida, 2007 Amy served as Project Director for the creation of the Planned Mixed-Use Infill District, adopted by Sarasota County in August 2007. This Form-Based Code was crafted to promote sustainable, mixed- use infill neighborhoods in the county's aging commercial corridors. HUDSON MASTER PLAN AND DEVELOPMENT STANDARDS, Montgomery, Alabama, 2007 Amy was the Project Director for the Master Plan for the new town of Hudson located in Montgom- ery, Alabama. The plan for Hudson embodies the best of sustainable planning and land stewardship practices, providing a compact urban form, light imprint infrastructure, local food production, and engagement with nature. PULELEHUA MASTER PLAN AND DEVELOPMENT STANDARDS, Maui, Hawaii, 2004 Amy served as Project Director for the Pulelehua Master Plan. Dover-Kohl led a public design charrette to envision the future of these new neighborhoods, originally conceived as a means to provide a mixture of affordable and market rate housing so that people who worked in West Maui could also afford to live there. The resulting Master Plan and Development Standards exhibit a mixture of uses and building typologies, compact settlement form, connected open spaces, authentic Hawaiian character, and nu- merous sustainabilty measures. SOUTH MAIN MASTER PLAN AND DEVELOPMENT STANDARDS, Buena Vista, Colorado, 2005 Amy was a Town Planner in this master plan for a 38-acre site that connects the Town of Buena Vista to the Arkansas River. So we, other environmentalists and I, gave them a hard time. We told them of the pitfalls, the problems, the issues, and the difficulties of what they envisioned, but we also told them of the absolute importance of the land they had purchased and made some requests of them. We made a LOT of requests of them. Time went by and we met again and again. Each time, the plans showed changes, many of which we had suggested. When I learned that half of the land would be placed in conservation, I knew these were no ordinary developers. They listened. They responded. I can't think of another project that has provided a public contribution of land on this scale. My favorite thing to do in life is to protect, preserve, and restore native ecosystems. I joined the Avenir team in October. Though the old ranch has suffered over time, we now have a unique opportunity to place half of it into conservation and restoration, and to apply sustainability values to the built portion.
