CALL TO ORDER 6 The regular meeting was called to order at 6:02 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: 10 Chair Randolph Hansen, Vice Chair Douglas Pennell, Carl Sabatello, Roma Josephs, Meriel 11 (Honey) Bryan, Howard Rosenkranz, Robert Savel, 12 Members Absent: None. 13 Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. 14 IV. ADDITIONS, DELETIONS, MODIFICATIONS 15 None. 16 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 17 CROWLEY 18 Reported that the Nova Southeastern Signage Petition was approved at the November 5, 2015 19 City Council Meeting. 20 VI. APPROVAL OF MINUTES 21 Board Member Rosenkranz made a motion to approve the October 13,2015 Minutes. 22 Board Member Josephs seconded. 23 Motion passed 7-0. 24 Chair Hansen asked for any exparte. 25 None. 26 VII. PUBLIC HEARINGS 27 Those preparing to give testimony were sworn in. 28 1. Recommendation to City Council --QUASI JUDICIAL HEARING -PPUD-15-07- 29 000039 & CONC-15-10-000031: Mary Circle Commercial Rezoning-A request from Sea Ya 30 Holdings, LLC for a rezoning from General Commercial (CG-1) to Professional Office (PO) with a 31 Planned Unit Development (PUD) Overlay, in order to develop a new 3,560 square foot office 32 building. The subject site is located on the east side of Military Trail, ¥.4 mile south of Northlake 33 Boulevard 34 Chair Hansen opened the public hearing. 35 Petitioner: Brett Leone, Cotleur and Hearing. 36 Staff Presentation: Senior Planner, Joann Skaria. 37 Public comment: Robert Hanley, 4376 N Mary Circle, Palm Beach Gardens. 38 Chair Hansen closed the public hearing. 39 Board Member Sabatello made a motion to recommend to City Council PPUD-15-07-000039 40 and CONC-15-10-000031. 41 Board Member Rosenkranz seconded. 42 Motion passed 7-0. 43 2. Recommendation to City Council-QUASI JUDICIAL HEARING-SPLA-15-07-000039 44 & CUMJ-15-07-000036: 3800 Northlake Boulevard Site Plan Amendment-A request from 45 Taco Bell America, LLC for a Site Plan Amendment and Major Conditional Use approval to 46 demolish an existing fast food restaurant with drive-through and construct a new 2,674 square foot PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 11-10-15 Page 1 fast food restaurant with drive-through. The subject site is located on the south side of Northlake 2 Boulevard, approximately Y. mile east of Interstate 95. 3 Chair Hansen opened the public hearing. 4 Petitioner: Tara Toto, Core States Group. 5 Staff Presentation: Senior Planner, Joann Skaria. 6 Public Comment: None. 7 Chair Hansen closed the public hearing. 8 Vice Chair Pennell made a motion to recommend to City Council SPLA-15-07-000039 and 9 CUMJ-15-07-000036. 10 Board Member Rosenkranz seconded. 11 Motion passed 6-1. 12 3. Recommendation to City Council -QUASI JUDICIAL HEARING -MISC-15-09- 13 000114: Grand Bank Center Signage - A request from MB Properties, LLC for a Miscellaneous 14 signage amendment, in order to relocate the Principal Tenant Identification sign for Fidelity 15 Investments on the North Elevation of Phase II of the Grand Bank Center, within the Regional 16 Center PCD. The subject site is located on the north side ofPGA Boulevard, 0.10 of a mile west of 17 Fairchild Gardens A venue. 18 Chair Hansen opened the public hearing. 19 Petitioner: Charley Schalliol, Site Enhancement Services. 20 Staff Presentation: Senior Planner, Joann Skaria. 21 Public comment: None. 22 Chair Hansen closed the public hearing. 23 Board Member Rosenkranz made a motion to recommend to City Council MISC-15-09- 24 000114. 25 Vice Chair Pennell seconded. 26 Motion passed 7-0. 27 4. Recommendation to City Council -QUASI JUDICIAL HEARING -MISC-15-09- 28 000112: Northlake Place II Master Signage Program Amendment - A request from Northlake 29 Place II, LLC, to amend the approved Master Signage Program for Northlake Gardens, within the 30 Banyan Tree Phase II Planned Unit Development (PUD), by removing two (2) tenant wall signs, 31 one (1) blade sign, and to modify the letter height of one (1) tenant wall sign from 24 inches to 30 32 inches. Northlake Gardens is located at the northeast and northwest corners ofNorthlake Boulevard 33 and MacArthur Boulevard. 34 Chair Hansen opened the public hearing. 35 Petitioner: Brett Leone, Cotleur and Hearing. 36 StaffPresentation: None. 37 Public comment: None. 38 Chair Hansen closed the public hearing. 39 Board Member Savel made a motion to recommend to City Council MISC-15-09-000112. 40 Board Member Rosenkranz seconded. 41 Motion passed 7-0. 42 5. Recommendation to City Council (Public Hearing) -CPT A-15-08-000030: Capital 43 Improvement Element (CIE) Amendment -A City-initiated request to amend the Capital 44 Improvements Element (CIE) of the City of Palm Beach Gardens Comprehensive Plan to update the 45 CIE to be consistent with the current City budget in accordance with Chapter 163.3177, Florida 46 Statutes. OLD BUSINESS 10 Vice Chair Pennell complimented staff on new bus stops in the City. 11 IX.
