Dear Mayor jablin, June 24, 2015
This letter is a proposal for funding to install a new Disc Golf Course in City Park in P.B.G.
In this document, topics for consideration include:
1. Popularity of this new sport/Need for new course
2. Physical benefits/ Appeal of diverse participants
·3. Financial incentives.
4. Support of local physical education program at the area's schools in and around Palm Beach
Gardens.
Disc Golf is one of the fastest growing sports in our country today. A new course would be a perfect
addition to the already existing course here in Palm Beach Gardens. A new course would attract players from
not only Palm Beach Gardens and surrounding communities, but outside visitors bringing in considerable
additional revenue to our businesses.
The ongoing fitness boom finds more and more people taking up recreational activities in an effort
to im.prove health and quality of life. Disc golf provides upper and lower body conditioning, aerobic exercise,
and promotes a combination of physical and mental abil ities that allow very little risk of physical injury.
Concentration skills increase by mastering shots and negotia ting obstacles. Players of limited fitness levels
can start s lowly and gradually increase their level of play as fitness improves. Sc h e d uling is also flexible; a
round takes one to two hours, and may be p layed alone, eliminating the difficulty of scheduli ng tee times. And
as in traditio nal golf, disc golfers find themselves "hooked;" increasing the likelihood of frequent
participation .
Financial ad vantages of a Disc Golf course are:
1. Low construction cost for a new, high interest sport.
2. Once built. maintenan ce is next to nothing.
3. The Community has a constructive, free, recreational activity. Perhaps
the greatest attribute of the sport is the expense-or rather, the lack of it. A professional quality disc costs
less than $15, and it only takes one for basic play.
As a PE Teacher, I have taugh t many other PE Teachers in Palm Beach County this booming sport
through School Board Workshops. Many teachers have already included Disc Golf in their curriculum.
Furthermore, as the Athletic Director at Crestwood Middle School, I see how important it is that we are able
to offer this sport to the community because it's both a non-traditional sport and a lifelong sport. It appeals
to students and other members of the community who would ordinarily not be involved in mainstream ·
sports.
A state of the art, well designed course will cost under $50,000.00 to build. This is a small amount for
a life time activity that will benefit so many people for years to come, with relatively low maintenance cost to
the facilities.
Sincerely,
Timothy Finan

cover story TIM FI N AN
One Of Sports Best Kept Secrets
You may not be familiar with the sport, the equipment or
the rules. But you have more than likely walked on one of the
nicest courses in south Rorida, perhaps even while a game
took place, without realizing it. Disc golf, or "frisbee gotr as it
is sometimes called, is one of sport's best kept secrets since
the SO's.
The PGA Park is home to a beautiful 9 hole, par 3, disc
golf course. The metal baskets located throughout the park
are often mistaken as a wildlife feeding stations, but they are
actually crucial to the game. Next time you are at the park
and you see a group of people pushing bags in strollers, be
sure to greet them and then watch their game of disc golf.
One of the players who frequents the local disc golf course
is your neighbor, long-time PGA National resident, Tim Finan.
Tim has been an avid disc golfer for nearly 30 years. His love
for the little flying disc started with Ultimate Frisbee in the
SO's. Over time disc golf developed and gained interest from
players like Tim. The locals started playing in 1987 in Carlin
Park, while Okeeheelee and PGA Parks followed suit a few
years later.
We had the pleasure of speaking with Tim about his
passion for disc golf, where the sport is today, where it is
headed and how he has managed to fit disc golf into his
daytime job. Before our interview, I did not know much about
disc golf. Being the educator he is, Tim taught me a lot about
the sport as a whole.
· Tim is a PE Teacher and the Athletic Director at Crestwood
Middle School. Both he and his wife have worked at the
school for over 20 years each. Lesa
McKeen, his wife, is a 7th grade
reading teacher there. Tim was
instrumental in setting up a disc golf
course at Crestwood Middle School
years ago. He has since then met
former students on local disc golf
courses during tournaments and
games.
Disc golf is similar to regular golf,
however this sport is in its infancy
in comparison to the legacy that
regular golf leaves behind. The rules,
ethics and scoring are very much
the same between the two sports.
However the equipment is vastly
different. Disc golf is played throwing
the discs at a predetermined object, working their way .
through an 18-hole course. The course in PGA Park is rather
short, so they play 9 holes out, turn around and do the same
9 holes coming back.
Tim was an incredible wealth of knowledge about disc
golf and a great resource for anyone
interested in putting their disc golf
skills to the test. The local county-wide
dub: Palm Beach Disc Golf Club has
approximately 1 00 members, but there
are several hundred disc golf players in
the area.
The demographics on a disc
golf course is mostly males, with
approximately 1 0% being female.
However, this should not deter local
women from entering the sport. A
number of the local woman have
started their own league, and they
have an active Facebook Group, which
is listed at the end of this article.
The average players are young
professionals, who may have been exposed to the game
in their childhood when they joined their parents on the
course. Disc golf nationally as well as internationally is gaining
traction. The current fans are hoping to see the sport in the
OJntinued page 10

Olympics in 2020 as an exhibition sport and then
in 2024 as a new sport.
Most of the courses are set up in quiet,
otherwise unused areas of public parks. The
local municipalities, generally welcome disc golf
onto their properties. The courses require little to
no maintenance, and they are easily developed.
Having the added foot-traffic in the park by the
disc golf players is helpful to the overall park's
amenities. Disc golf players are known for being
good citizens, keeping their areas free of trash
and taking great care of the course as they utilize
it. Getting started in the sport dqes not require
a big cash outlay. The discs cost anywhere from
$10 to $20 and the golf ranges are free for anyone who
wants to use them.
If you are interested in trying the sport, please join the club
for one of their three weekly leagues at the PGA Park.
Tuesday at 6:15pm: Primarily for beginners. The games
are played in the dark with lights and glow sticks, adding an
extra touch of fun and challenge. Thursday at 6:15pm: All
levels welcome. Sunday at 1 O:OOam: Doubles league.
To get more information on the local club and
their schedule, please visit their website at www.
PalmBeachDiscGolf.com or join either of their Facebook
groups: "Palm Beach Disc Golf' or "Palm Beach County
Women's Disc Golf League."
Tim is very excited for what the future has in store for his
favorite sport and pastime, and he hopes to see more of his
neighbors out on the local courses.

Here are som e talking points you can use when tliscussing disc golf with decisionllutkers.
Why Include Disc Golf In Your Recreation Programs?
Few recreational activities offer the high benefit-to-cost ratio of disc golf, both for recreation depart-
ments and citizens of all ages and backgrounds . Disc golf has lo w capital and maintenance costs ,
has minimal liability issues, is environmentally sound, is played year-round in all climates and is
enjoyed immediately even by beginners of all ages.
CAPITAL COSTS? A test course with wooden tees, signs and target posts can be installed for
under $500 as one way to gauge interest from your community . A deluxe 18-hole course with dual
hard surface tees , professional metal signs and official metal baskets is around $15 ,000 .
MAINTENANCE COSTS? The fairway grass areas can be mowed every 2-4 weeks versus the
once-a-week required in many parks . Occasionally, some action may be required to deal with
erosion from the walking pathways used by players . Trash cans (located at strategic points) need to
be emptied . Active players, scouts and service clubs have been a reliable source of volunteer labor.
LAND REQU IRED? A full scale 18-hole course ranges from 20-25 acres (about 1 acre/hole). A
small "picnic scale" 9-holer could be squeezed into 5-6 acres. A significant advantage for disc golf
is its ability to utilize land areas that aren't very desirable or usable for any other activity . The
portability of baskets and signs allows park departments to inexpensively relocate the course to
another site as community needs dictate .
VANDALISM? This has not been a problem . In fact, vandalism has been reduced in many parks
that had problems before a disc golf course was installed. A disc golf course increases the traffic in a
park at random times during the day and steadily during evenings and weekends . This increased
player presence not only reduces vandalism but also chases away other questionable activities .
WHO PLAYS? The simple answer is everyone can . In studies measuring annual recreational
activities, "throwing a Frisbee"" has consistently been a Top Ten activity . A disc golf course serves
a broader portion of your community than many narrower interest activities with higher cost, skill or
fitness levels required to participate . Disc golfhas one ofthe most diverse demographics of any
sport . Even though everyone can play , the active players have been primarily males from age 15-50 .
Active women players have typically been spo uses or girlfriends of male players but now groups of
women , especially those who play another disc sport called ultimate , have been trying it Families
with young children are also regular users depending on how rugged the course terrain is . Some
flatter courses serve the disabled . Some courses have an active group of seniors who prefer to play
disc golf rather than just take a walk .
INCOME POTENTIAL? Many courses are free to play . An increasing number of courses are
deriving some income with equipment sales and rentals plus vending ifthere 's already a facility on
site . In addition, passive income can be generated if there 's already a fee to get into the park or
directly charging up to $5 a day for all you can play. Annual passes are also a popular option. More
and more courses are being operated as joint public/ private ventures , but most courses have not
been set up to generate revenues in excess of maintenance costs . Fortunately, the low costs of
maintaining a disc golf course are less than many conventional activities . Even in markets where
there are already several free courses, there are sufficient numbers of players willing to pay for a
better, and typically less crowded experience .
