CALL TO ORDER 6 The regular meeting was called to order at 6:04p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: IO Chair Randolph Hansen, Vice Chair Douglas Pennell, Carl Sabatello, Roma Josephs, Meriel II (Honey) Bryan, Howard Rosenkranz, Robert Savel, I2 Members Absent: None. 13 Also Present: City Attorney, R Max Lohman; Director of Planning and Zoning, Natalie Crowley. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE I7 CROWLEY I8 Reported at the December 3, 2015 City Council meeting, the City Council approved the I9 Northlake Place II Master Signage Program Amendment and the Grand Bank Center Signage. 20 VI. APPROVAL OF MINUTES 2I Board Member Rosenkranz made a motion to approve the November 10, 2015 minutes. 22 Board Member -Josephs seconded. 23 Motion passed 7-0. 24 Chair Hansen asked for any ex parte. 25 All members of the Planning and Zoning Appeals Board met with petitioner Ken Tuma and City 26 staff regarding the A venir project. 27 VII. PUBLIC HEARINGS 28 Those preparing to give testimony were sworn in. 29 1. Recommendation to City Council -Recommendation to City Council (Public Hearing) - 30 QUASI JUDICIAL HEARING PUDA-15-11-000061: Gardens Corporate Center Planned 3I Unit Development (PUD) Amendment-A request from Gardens Corporate Center, LLC for 32 approval of an amendment to the Medical Mall Planned Unit Development (PUD), known as the 33 Gardens Corporate Center, which includes site plan approval for the construction of two (2) 34 professional office buildings and a parking garage on Phase Two. The PUD is approximately 15.64 35 acres and is located on the northeast corner of PGA Boulevard (PGA Bypass) and Alternate AlA. 36 (Request for Postponement Memo) 37 Chair Hansen opened the public hearing. 38 Petitioner: None 39 StaffPresentation: None. 40 Public comment: Tim Hullihan, Country Club Drive, North Palm Beach. 41 Chair Hansen closed the public hearing. 42 Board Member Rosenkranz made a motion to postpone to no date and time certain. 43 Board Member Savel seconded. 44 Motion passed 7-0. 45 2. Recommendation to City Council - -QUASI JUDICIAL HEARING MISC-15-11- 46 000116: Mirasol Club and Association Flag Pole Waiver-A request from Mirasol Club and PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 12-QS-15 Page 1 Association for approval to construct a flagpole, 50 feet in height, located behind the clubhouse. Recommendation to City Council (Public Hearing) -CPMA-13-07-000016: Avenir 15 Large Scale Map Amendment - A request from A venir Holdings, LLC for a Comprehensive Plan 16 Large-scale Future Land Use Map amendment to change the land use designation from Rural 17 Residential (RR10) and Rural Residential (RR20) to Mixed Use Development (MXD), to relocate 18 the Urban Growth Boundary (UGB) to include the subject property, and to add a note capping the 19 intensity and density of the property in accordance with the proposed development program. The 20 property is comprised of 4,763 acres and is located on the north side ofNorthlake Boulevard, east of 21 Grapeview Boulevard, west of Bay Hill Drive, and south of Beeline Highway. 22 Chair Hansen opened the public hearing. 23 Petitioner: Ken Tuma, Urban Design Kilday Studios. 24 Staff Presentation: Principal Planner, Dawn Sonneborn. 25 Public comment: Public comments from item #3 has been incorporated in this petition. 26 Chair Hansen closed the public hearing. 27 Vice Chair Pennell made a motion to recommend to City Council CPMA-13-07-000016. 28 Board Member Rosenkranz seconded. 29 Motion passed 7-0. 30 5. Recommendation to City Council (Public Hearing) -QUASI JUDICIAL HEARING - 31 PPCD-13-07-000005: Avenir Planned Community Development - A request from Avenir 32 Holdings, LLC to rezone the property from Planned Development Area (PDA) to Mixed Use 33 Development (MXD) district and Planned Community Development (PCD) Overlay and to provide 34 for Master Plan and Design Standards approval.
