1. Recommendation to City Council (Public Hearing) – QUASI JUDICIAL HEARING
SPLA-16-02-000041: United Technologies Corporation (UTC) Site Plan Amendment
A request by Carrier Corporation to reduce the Center for Intelligent Buildings Technology
Complex building’s footprint from 241,400 square feet to 224,066 square feet, and provide
for architectural, site, and landscape plan modifications. The Center for Intelligent Buildings
Technology Complex is located in the north portion of Parcel B within the Alton Planned
Community Development (PCD). The Alton PCD is generally located at south of Donald
Ross Road, north of Hood Road and east and west of Interstate 95. Project Manager: Peter Hofheinz, Principal Planner, phofheinz@pbgfl.com

Background| Briger DRI Palm Beach Gardens
Alton was approved by Resolution 80,
2009 & Resolution 1, 2010 for a Mixed Use
Planned Community Development (PCD)
comprised of:
•681 acres
•2.6 million SF of biotech research and
development,
•1.2 million SF of office, 300 hotel rooms,
500,000 square feet of retail,
•2,700 residential homes.

Background| Center for Intelligent Buildings
•The project consists of 30 acres within Parcel B
located at the intersection of Donald Ross Road
and 1‐95.
•The CIB received Site Plan Approval via
Resolution 46, 2015.
•Site is approved for 241,400 SF for the CIB. The
Site Plan also reflects the potential for future
development of 458,600 SF of building area
representing the total 700,000 SF allocated by
contract to this parcel.

Request| Site Plan Amendment
•Reduce building area to 224,066 SF , No change in
program.
•Modified & enhanced building architecture to respond
to site conditions and solar orientation.
•Reduce parking garage footprint proportionately to
building sf decrease to maintain LEED point requires.
•Realignment of internal sidewalks
•Landscape and hardscape modifications in response
to building footprint changes.
•Minor utility adjustments.
•Increased screening of loading area.

Project Description| Center for Intelligent Buildings
•The UTC Center for Intelligent Buildings will be
a state of the art, technologically integrated
building designed to be an international
showcase of United Technologies’ building
products.
•The Center will demonstrate new technologies
for building automation, security, ventilation,
heating, cooling, elevator, escalator and
refrigeration systems.
•The Sustainability Goal for the Center is LEED
Platinum.
