CITY OF PALM BEACH GARDENS PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING March 8, 2016 CALL TO ORDER 6 The regular meeting was called to order at 6:01p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: 10 Chair Randolph Hansen, Vice Chair Douglas Pennell, Carl Sabatello, Roma Josephs, Meriel 11 (Honey) Bryan, Howard Rosenkranz, Robert Savel. 12 Members Absent: None. 13 Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. 14 IV. ADDITIONS, DELETIONS, MODIFICATIONS 15 None. 16 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 17 CROWLEY 18 Reported the Hear USA signage petition was approved at the March 3, 2016 City Council 19 meeting. Thanked Board Members in advance for attending the special PZAB meeting on March 20 22, 2016. 21 VI. APPROVAL OF MINUTES 22 Vice Chair Pennell made a motion to approve the February 9, 2016 minutes. 23 Board Member Rosenkranz seconded. 24 Motion passed 7-0. 25 Chair Hansen asked for any ex parte. 26 Chair Hansen met with the applicant and staff on Item #2 PUDA-15-11-000061. 27 VII. PUBLIC HEARINGS 28 Those preparing to give testimony were sworn in. 29 1. Recommendation to City Council -QUASI JUDICIAL HEARING -PUDA-15-01- 30 000058: PGA Commons 2 and 3 PUD Unification -A request from PGA Commons 2, LLC and 31 PGA Commons 3, LLC for a Planned Unit Development (PUD) Amendment, in order to combine 32 the two (2) existing PUDs into one (1) unified PUD, including unified development standards and 33 entitlements, an updated list of permitted uses, additional square footage for enclosure of second & 34 third story breezeways, and other minor modifications. The subject site is located on the south side 35 ofPGA Boulevard,~ mile west ofMilitary Trail. 36 Chair Hansen opened the public hearing. 37 Petitioner: Anne Booth, Urban Design Kilday Studios. 38 Staff Presentation: Senior Planner, Joanne Skaria. 39 Public comment: None. 40 Chair Hansen closed the public hearing. 41 Vice Chair Pennell made a motion to recommend to City Council PUDA-15-01-000058. 42 Board Member Josephs seconded. 43 Motion passed 7-0. 44 2. Recommendation to City Council -QUASI JUDICIAL HEARING -PUDA-15-11- 45 000061: Gardens Corporate Center PUDA (aka Gosman Parcel) requesting to allow 46 Professional Office and Parking Garage on Phase 2 -A request from Gardens Corporate Center, PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 03-08-16 Page 1 LLC for approval of an amendment to Phase 2 of the Medical Mall Plann ed Unit Development 2 (PUD ), the Gardens Corporate Center, to allow two (2) professional office buildings and a parking 3 garage on Phase 2. The PUD is approximately 15 .64 acres and is located on the northeast comer of 4 PGA Boulevard (PGA Bypass) and Alternate AlA. Phase 2 is 10.24 acres within the PUD. 5 Chair Hansen opened the public hearing. 6 Petitioner: Dodi Glas, Gentile, Glas, Holloway , O'Mahoney, & Associates, Inc. 7 Staff Presentation: Principal Planner, Dawn Sonneborn. 8 Pu blic Comment: None. 9 Chair Hansen closed the public hearing. 10 Vice Chair Pennell made a motion to recommend to City Council PUDA-15-11-000061 as 1 1 presented in staff report but incorporate all Board comments. 12 Board Member Josephs seconded. 13 Motion passed 7-0. 14 VIII. OLD BUSINE SS 15 Board Member Josephs inquired about the status on the east out parcel m Ballenlsles. 16 Discussion ensued. 17 IX.
