CALL TO ORDER The regular meeting was called to order at 6:01p.m. by Chair Pro Tern Bryan. II. PLEDGE OF ALLEGIANCE III. ROLL CALL Members Present: Chair Pro Tern Meriel (Honey) Bryan, Carl Sabatello, Roma Josephs, Howard Rosenkranz, Robert Savel, C. Steve Lewis (sitting in for Randolph Hansen) Members Absent: Chair Randolph Hansen, Vice Chair Douglas Pennell, Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. IV. ADDITIONS, DELETIONS, MODIFICATIONS None. V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE CROWLEY Reported at the May 5, 2016 City Council Meeting, the City Council approved the Avenir Project and the Alton Recreation Clubhouse. VI. APPROVAL OF MINUTES Board Member Josephs made a motion to approve the April12, 2016 minutes. Board Member Savel seconded. Motion passed 6-0. Chair Pro Tern Bryan asked for any ex parte. Chair Pro Tern Bryan spoke with applicant regarding Item 1 under Public Hearings; Board Member Josephs spoke with applicant regarding Item 1 under Public Hearings. VII. PUBLIC HEARINGS Those preparing to give testimony were sworn in. 1. Recommendation to City Council-QUASI JUDICIAL HEARING SPLN-15-08-000021: Central Gardens PCD Site Plan Approval for 124-Unit Apartment Community-A request from Central Gardens, LLC for Site Plan approval in order to construct a 124-unit apartment building within the Central Gardens Planned Community Development (PCD). The subject site is located on the west side of Central Boulevard, Y. mile south ofHood Road. Chair Pro Tern Bryan opened the public hearing. Petitioner: Ken Tuma, Urban Design Kilday Studios. Staff Presentation: Senior Planner Joanne Skaria. Public comment: Linda Mancino, 12724 Woodmill Drive, Palm Beach Gardens; Jahmaal Hays, 12720 Woodmill Drive, Palm Beach Gardens. Chair Pro Tern Bryan closed the public hearing. Board Member Rosenkranz made a motion to recommend to City Council SPLN-15-08- 000021 . Board Member Josephs seconded. Motion passed 6-0. 2. Recommendation to City Council -QUASI JUDICIAL HEARING SPLA-15-10- 000040: St. Ignatius Loyola Church Site Plan Amendment - A request from Colome & Associates Inc ., on behalf of the Cathedral of St. Ignatius Loyola, for a Site Plan Amendment to PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 05-10-16 Page 1 !...
