CALL TO ORDER 6 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: IO Chair Randolph Hansen, Vice Chair Douglas Pennell, Carl Sabatello, Roma Josephs, Meriel II (Honey) Bryan, Howard Rosenkranz, Robert Savel. I2 Members Absent: None. I3 Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. I4 IV. ADDITIONS, DELETIONS, MODIFICATIONS I5 None. I6 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE CROWLEY I7 Reported at the April 7, 2016 City Council meeting the City Council approved the site plan I8 amendment to reduce the square footage for United Technologies and the amendment for I9 unification ofPGA Commons Parcel2 and 3. City Attorney Max Lohman informed the Board 20 Chair Hansen and Vice Chair Pennell will be not be in attendance at the next PZAB meeting and 2I per City Code the board is required to approve by motion and vote a Chair Pro Tern to conduct 22 the meeting. 23 Vice Chair Pennell nominated Board Member Bryan for Chair Pro Tern. 24 Board Member Rosenkranz seconded. 25 Motion passed 7-0. 26 VI. APPROVAL OF MINUTES 27 Board Member Savel made a motion to approve the March 8, 2016 minutes. 28 Board Member Bryan seconded. 29 Motion passed 7-0. 30 Board Member Savel made a motion to approve the March 22,2016 minutes. 3I Board Member Josephs seconded. 32 Motion passed 7-0. 33 Chair Hansen asked for any ex parte. 34 None. 35 VII. PUBLIC HEARINGS 36 Those preparing to give testimony were sworn in. 37 1. Recommendation to City Council -QUASI JUDICIAL HEARING -MISC-16-05- 38 000119: Gardens Station Planned Unit Development (PUD) - A request from PGA 39 Development Associates, LC, to modify the Site Plan to add 20 covered parking structures over 40 existing parking spaces within the Gardens Station Planned Unit Development (PUD). Gardens 4I Station PUD is located between RCA Drive and Alternate AlA, north of RCA Boulevard 42 Chair Hansen opened the public hearing. 43 Petitioner: Jennifer Morton, JMorton Planning & Landscape Architecture. 44 StaffPresentation:-Planner, Gaby Serrano. 45 Public comment: None. 46 Chair Hansen closed the public hearing. Recommendation to City Council -QUASI JUDICIAL HEARING -SPLN-14-10- 5 000016: Alton Parcel E requesting approval of the Alton Community Recreation and 6 Fitness Facility Site Plan -A request by the Kolter Group for site plan approval of a 3.5-acre 7 Recreation and Clubhouse Fitness Facility located within northeast comer Parcel E at the 8 intersection of Alton Road and Grandiflora Road in the Alton Planned Community Development 9 (PCD). The Alton PCD is generally located at south of Donald Ross Road, north of Hood Road and IO east and west of Interstate 95. II Chair Hansen opened the public hearing. I2 Petitioner: Donaldson Hearing, Cotleur and Hearing. I3 Staff Presentation: Principal Planner, Peter Hofbeinz. I4 Public Comment: None. I5 Chair Hansen closed the public hearing. I6 Board Member Bryan made a motion to recommend to City Council SPLN-14-1 0-00001 6 to I7 City Council as presented in staff report and incorporate all Board comments, I8 Board Member Rosenkranz seconded. 19 Motion passed 7-0. 20 VIII.
