CALL TO ORDER 7 The regular meeting was called to order at 6:01p.m. by Chair Hansen. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL IO Members Present: II Chair Randolph Hansen, Vice Chair Douglas Pennell, Carl Sabatello, Meriel (Honey) Bryan, I2 Howard Rosenkranz, Robert Savel, C. Steve Lewis (sitting in for Roma Josephs ) 13 Members Absent: Roma Josephs. I4 Also Present: City Attorney, R. Max Lohman; Director of Planning and Zoning, Natalie Crowley. I5 IV. ADDITIONS, DELETIONS, MODIFICATIONS I6 None. I7 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE I8 CROWLEY I9 Reported at the June 2, 2016 City Council Meeting, the City Council approved Gardens Station 20 Miscellaneous petition, Central Gardens PCD site plan and Cathedral at St. Ignatius Loyola site 2I plan amendment. 22 VI. APPROVAL OF MINUTES 23 None. 24 Chair Hansen asked for any ex-parte. 25 None. 26 VII. PUBLIC HEARINGS 27 Those preparing to give testimony were sworn in. 28 1. Recommendation to City Council -QUASI JUDICIAL HEARING -PUDA-14-07- 29 000055: PGA Professional and Design Center Planned Unit Development Amendment-A 30 request from Heartwood 42, LLC, Heartwood 44, LLC, and PGA Design Center, LLC for approval 3I of a Planned Unit Development (PUD) Amendment to amend the 30.03-acre PGA Professional and 32 Design Center PUD (A.K.A. Parcel 5B) development program to allow a total of 415,401 SF of 33 Professional Office, 49,279 SF ofMedical Office, 11,777 SF ofRetail, a Ill-room Hotel, and 3,000 34 SF of Restaurant to be developed in two (2) Phases, along with modifications to the master plan, 35 landscape plan, and architecture. The PUD is located on the south side of PGA Boulevard 36 approximately one-half (112) mile west of the intersection of PGA Boulevard and Lake Victoria 37 Gardens Avenue. 38 Chair Hansen opened the public hearing. 39 Petitioner: Donaldson Hearing, Cotleur and Hearing. 40 Staff Presentation: Principal Planner Peter Hofbeinz. 4I Public comment: None. 42 Chair Hansen closed the public hearing. 43 Board Member Lewis made a motion to recommend to City Council; PUDA-14-07-000055. 44 Board Member Rosenkranz seconded. 45 Motion passed 7-0. 46 2. PUBLIC WORKSHOP-NO ACTION WILL BE TAKEN ON THIS ITEM.-SPLN-15- 47 07-000020: Alton PCD -Town Center (Parcel C) Site Plan Approval - A request from PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 06-14-16 Page 1 NADG/Brock LP fo r Site Plan approval permitting the development of a 40.8-acre 341,174 SF 2 commercial development within the Town Center (Parcel C) of the Alton Planned Community 3 Development (PCD). The Alton PCD is generally located south of Donald Ross Road, north of 4 Hood Road, and east and west of Interstate 95, and the Town Center District is located south of 5 Donald Ross Road, east of Alton Road, and north of Grandiflora Road. 6 Chair Hansen opened the public workshop. 7 Petitioner: Ken Tuma, Urban Design Kilday Studios. 8 Staff Presentation: Principal Planner, Peter Hotbeinz. 9 Public Comment: None. 10 Chair Hansen closed the public workshop. 11 VIII. OLD BUSINESS 12 Vice Chair Pennell inquired about the Joanne Fabrics site at Northlake Commons. Discussion l3 ensued. Vice Chair Pennell inquired about the status of the Gardens Corporate Center petition. 14 Discussion ensued . 15 IX.
