6 The regular meeting was called to order at 7:01 p.m. by Mayor Tinsley.

27 Cutting in Mirasol Walk; Open House at Dwyer High School and met Principal Joe DePasquale;
28 Send her condolences to the residents of Frenchman's Creek due to the passing of the head golf
29 professional Robert Bruno; inquired about providing information on the City's website for the
30 projects that will be funded through the 1 % sales tax referendum if passed in November.
31 Councilmember Carl Woods: Attended the Cal Ripken World Series Banquet; Palm Beach
32 North Chamber of Commerce Business Before Hours Modem Media in Business and Politics
33 Event; Grand Opening of Bonefish Grill in Midtown; Grand Opening of Tropical Smoothie
34 Ribbon Cutting in Mirasol Walk; Toured Seacoast Utilities and plans to tour the Florida Power
35 and Light facilities; met with residents regarding transparency; met with residents regarding Plat
36 1 concerns, most have already been addressed; reviewed details of Block Grant; met twice with
3 7 City Manager and staff on the City budget.
38 Council Member Robert Premuroso: Thanked the Parks Staff for their hard work during the
39 Cal Ripken World Series at Gardens Park; Congratulated Fire Chief Keith Bryer on his
40 promotion.
41 Vice Mayor Eric Jablin: Announced Green Market opens October 2, 2016. Thanked
42 Operations Manager Christy Wolnewitz and her staff for their hard work.
43 Mayor Marcie Tinsley: Congratulated Fire Chief Keith Bryer on his promotion; Announced
44 Bone Fish Grill expressed their appreciation to City staff for their assistance with the permitting
45 process for their new location in Midtown; Attended the Florida League of Cities Annual
46 Conference; Palm Beach North Chamber of Commerce Education Committee Meeting,
47 requested the Chamber consider a teacher's initiative to help teachers with the purchase of

1 supplies; Thanked everyone for their hard work on the improvement to 11 ~ Court: Reported the
2 request to Palm Beach County for turn lanes was denied but she will continue to pursue.

6 VII. CITY MANAGER REPORT
7 Announced the Purchasing Department received the 2016 Annual Achievement of Excellence in
8 Procurement Award and the Universal Public Procurement Certification Council (UPPCC)
9 award. Announced the city has been publicly named a 2016 Sterling Agency award winner.
10 Provided a brief video showing the improvements in the flow of traffic on 11 ~ Court;
11 Displayed a photograph from Timber Trace Elementary that expressed their appreciation for the
12 Palm Beach Gardens Police Department; Thanked staff for their hard work on the improvements
13 for 11 JtlJ Court.

13 b . ORDINANCE 7, 2016 -(1 ST READING) ADOPTING THE BUDGET FOR THE CITY OF
14 PALM BEACH GARDENS FOR THE FISCAL YEAR 2017. AN ORDINANCE OF THE
15 CITY COUNCIL OF THE CITY OF PALM BEACH GARDENS, FLORIDA ADOPTING THE
16 BUDGET FOR THE CITY OF PALM BEACH GARDENS FOR THE FISCAL YEAR
17 COMMENCING OCTOBER 1, 2016, AND ENDING SEPTEMBER 30, 2017; PROVIDING A
18 CONFLICTS CLAUSE AND A SEVERABILITY CLAUSE; PROVIDING AN EFFECTIVE

27 Vice Mayor Jablin made a motion that the "City of Palm Beach Gardens adopt a proposed
28 millage rate of 5.6781 mills, which includes a debt millage rate of .1281 and an operating rate of
29 5.55 mills, which is greater than the rolled back rate of 5.2361 by 5.99%."
30 Councilmember Marino seconded.
31 Motion passed 5-0.
32 Vice Mayor Jablin made a motion to approve Ordinance 7, 2016 on first reading, adopting a
33 budget for fiscal year 2016/2017 and setting the second and final reading for September 22, 2016
34 at 7:00 PM in the Council Chambers.
35 Council Member Tinsley seconded.
36 Motion passed 5-0.
37 The City Clerk read Ordinance 9, 2016 by title.
38 c. ORDINANCE 9, 2016 -(1 ST READING) FIREFIGHTERS PENSION. AN ORDINANCE

40 AMENDING CHAPTER 38. FIRE PREVENTION AND PROTE CTION, ARTICLE II. FIRE
41 DEPARTMENT. DIVISION 2. FIREFIGHTERS' PENSION FUND. AT SE CTION 38-52.
42 MEMBERSHIP. BY REPEALING SUBSECTION (1) AND READOPTING SAME, AS
43 REVISED, IN ORDER TO AMEND PARTICIPANT CONDITIONS OF ELIGIBILITY;

9 XI. ITEMS FOR COUNCIL ACTION/DISCUSSION
10 Mayor Tinsley expressed several concerns regarding the Florida Department of Transportation
11 Central Boulevard and 1-95 Exchange and requested Council send a letter to FOOT addressing
12 their concerns. Discussion ensued.

Motion passed 5-0.
