PALM BEACH GARDENS PETITION NUMBER PUDA-16-08-000029/ SPLA-16-08-000043 A request from Urban Design Kilday Studios on behalf of Ballenisles Country Club, Inc. for a site plan approval on Parcel 28 for a clubhouse renovation and the addition of an administration office, and to reduce the PCD Buffer on Parcel GC-3 from 25-feet-wide to 10-feet-wide to incorporate an employee parking lot. *Please note that the DRC Meetings for PUDA-16-08-000029 and SPLN-16-08-000043 are being combined due to the petitions being interrelated. Crowley, AICP, Director of Planning and Zoning Peter Hofheinz, AICP, Principal Planner DATE: September 21, 2016 FROM: Erin Kelley, Planner SUBJECT: PCDA-16-08-000029/SPLA-16-08-000043: Ballenlsles Requesting the Renovation of the Clubhouse, Addition of an Administration Office, and the Reduction of a PCD Buffer to Incorporate an Employee Parking Lot The following comments are based on the Planned Community Development Amendment and Site Plan Amendment Applications received by the City on August 5, 20 16 and foun d suffi cient on August 15,2016. PCDA-16-08-000029 Planning and Zoning Department 1. Please be advised, staff has significant concerns with the reductions of the PCD landscape buffer from 25 feet to 10 feet as currently designed in regards to screening from adjacent residential properties and maintaining the long-term integrity of the Ballen lsles PC D landscape buffer. 2. Please be advised, staff has concerns on the long-term effects for the proposal to modify the GC-3 parcel as th e modification will create a developable parcel that was originally planned for open space use. 3. Pursuant to Section 78-344(1) of the City's Code, the minimum parking space dimension is 1 Ox 18.5 feet. Please address. 4. Please provide additional information regarding how employees will be transported with a shuttle from parcel GC-3 into the clubhouse parcel. Include information such as the drop-off and pick-up areas throughout the site, the hours of operation, the shuttle route, and the number of shuttles that will operate, etc. Please evaluate the opportunity for a bus shelter for the employees on parcel GC-3. 5. Please revise the ingress/egress proposed for the employee parking lot pursuant to 78-508(d) as it relates to safe sight visibility triangles as it may impact landscaping and require a relocation of the sidewalk. Staff is concerned with the Applicant's proposal to preserve existing landscaping "where possible" should the remaining landscaping not provide adequate screening. Please provi de an alternate planting plan that identifies the existing landscaping to remain and indicates the proposed supplemental landscaping. 7. Please depict al l setbacks on sheet SP-1 for parcel GC-3. 8. The Applicant is proposing an employee parking lot on a golf course (GC-3) tract that the PCD Master Plan shows as part of a 3.3-acre lake. Please revise the PCD Master Plan to eliminate the lake and create a new parcel and label it Parcel28-A since the area is associated with the Clubhouse Parcel 28. 9. The Applicant is proposing to modify PCD Buffer "Bl ",which includes removing the existing fence and columns and the lake from the original exhibit. Please be advised that the City is processing a petition to develop the vacant lands north of this site. Forestry 10. Staff is concerned the parking lot lighting in parcel GC-3 will be visible from the adjacent Longwood Condos with the proposed reduction of the B-1 buffer. The proposed landscape plan has a note stating "existing trees to be preserved where possible". 1 1. Please provide a tree inventory of the existing trees in parcel GC-3. At this time, staff recommends protecting all good quality trees within the original25-foot wide PCD Bu ffer to screen the proposed parking lot from impacting nearby residences. 12 . Please p rovide a complete landscape plan for the proposed ingress/egress from the employee parking lot, including vegetation to be removed/relocated, existing vegetation to be protected, and an alternative plan if the vegetation cannot be protected. 13. Please add palms and/or trees along the southern side ofthe GC-3 site to screen the parking lot from the golf course. 14. Please be advised, the sight-visibility triangle for landscaping is in the incorrect location. Please address. 15. Please work with NPBCID to remove all of the Brazilian Pepper along both sides of the adjacent waterway between GC-3 and the golf course. 16. Forestry suggests the PCD Master Plan be revised/updated or cleaned up, at a minimwn, to remove the "Sales & Information Office 2.8 ac." note (Tract GC-1) Fire-Rescue Department 17. Please provide drive aisle widths for all new parking areas. 19. Please provide a typical detail for the nine-foot parking spaces for the employee parking with a note that all parking stalls shall be marked by double stripes in accordance with Code Section 78-344 (f). 20. P lease specify all turning radii on the employee parking plan. 21. The sight visibility triangles are in the incorrect location. These revisions may impact existing/ proposed landscaping. Please revise accordingly. 22. Please provide a landscape plan around the ficus tree at the northwest comer of the site to improve existing site distance concerns. GIS Department 23. The Applicant shall submit an Open Space Plan with the associated CAD drawing for review. There is a $300 fee for review and verification of Open Space. The CAD files shall contain drawings of the following: Property boundary, Impervious Areas, Pervious Areas, Total Open Space, Open space for landscape points, and Sod Areas. Each layer shall be clearly labeled using the drawing names outlined above. If a different naming convention is utilized, the applicant shall provide a list that describe s what layers pertai n to each drawing. The drawings shall be defined as closed polygons and accurately reflect scale, area and include text and annotation clearly labeled and legible. Police Department 24. Please ensure the proposed location of the parking lot light fixture located in the center island of the new employee parking area is moved away from any proposed or existing tree locations. 25 . The photometric plan indicates there's an existing or proposed tree planted near the center of the parking island which doesn't appear on the landscaping plan or on a current aeri al view of the area. Parcel GC3 conceptual engineering, site, and landscape plans do not show existing water lines, sewer lines, and fire hydrant. Please show existing utilities in this area to determine acceptability of the proposed improvements. 27. Once detailed water and sewer plans are submitted additional comments may be forthcoming. SPLA-16-08-000043 Planning and Zoning Department 28. Please use bubbling/clouding all proposed changes on the plans for clarity. 29. According to the plans submitted for the temporary tents to be constructed for operations while the main cl ubhouse is under construction, the tents will be placed in existing parking lots. Please provide an MOT plan outlining how parking, security, etc. can be addressed during construction. 30. Please depict all setbacks on sheet SP-1 for the Clubhouse parcel (Parcel 28). 31. Staffs concerns remain with the potential for increased parking demand with the proposed clubhouse expansion as the proposal relies heavily on an increased presence of golf cart parking. 32. P lease clarify the inconsistency between the site plan depiction of 100 proposed golf cart spaces and the narrative's discussion of 57 spaces. 33. P lease clarify the inconsistency between the site plan depi ction of 100 proposed park ing spaces and the narrative's discussion of74 parking spaces. 34. Please revise the site plan tabular data to include the correct number of785 required parking spaces. 35. Please revise the site plan tabular data to move the handicapped parking required under the "required" parking data section. 36. Please revise the site plan tabular data to include the total number of approved parking spaces. 37. Please revise the project narrative to reflect the current approvals for a total of957 total parking spaces required. 38. P lease clarify where the clubhouse facility's dumpsters are located. Please replace all fern species (Australian Tree Fern and Foxtail Fern) with a different species on the clubhouse parcel landscape plans. 40. As depicted on LP-3 for the clubhouse parcel, live oak trees are proposed to be removed due to easements that lie outside the affected boundary area. Please clarify if the trees are proposed for removal due to the existence of current easements or if this is due to the relocation of future easements . 41. The perspectives are showing a fountain that is not depicted on the site plan. Please clarify if a fountain is included in the proposal. Forestry 42. Please provide screening for all ground-mounted equipment, particularly in the service area for the clubhouse. 43. Part of the landscape plan, Sheet LP-3, has been cut off near the top of the page. Please correct. 44. Please relocate or mitigate all the palms and trees proposed to be removed due to SUA. 45. Please provide an alternate planting plan that identifies the existing landscaping to remain and indicates the proposed supplemental landscaping. 46. The existing golf cart path that forks north of the proposed Admin. Building does not dead end into the tennis court. Please correct. Fire-Rescue Department 47. A safety plan is required indicating phases of construction (areas of work). These areas shall not be occupied by members or employees of Ball enisles Country Club. Only licensed contractors under a City Permit shall occupy construction areas. 48. A tent permit is required showing Flame Certificate, fire extinguisher locations, no smoking and exit sign placement. 49. Tents shall not block access to FDC or fire hydrant locations. 50. Fire lane marking per code shall be installed at porte cochere for clubhouse. 51. Please depict the required fire lane marking for FDC at the Sports Complex. 52. Building would like to meet with tent contractor to verify all permit and phasing of tent city meet both Fire and Building codes. 54. All plans to meet 2014 Florida Building codes and 5th edition Fire Codes. 55. Construction/Phasing plan will be required for the project to ensure safety and construction movement throughout the project. 56. Future comments will be forthcoming as we move closer to the commencement of construction. Engineering Department 57. Please provide drive aisle widths for all new parking areas. GIS Departme n t 58. The Applicant shall submit an Open Space Plan with the associated CAD drawing for review. There is a $300 fee for review and verification of Open Space. An Address will need to be assigned the new administrative office building. There is a $100.00 fee to create the new address. Please submit a letter requesting the creation of the address along with a copy of the site plan for review. The Addressing Committee will not approve any request until the site plan for the associated petition has received approval. Police Department 60. Please ensure the proposed location of the parking lot light fixture located in the center island of the new employee parking area is moved away from any proposed or existing tree locations. 61. Please also provide the photometric values for the office building's parking lot and sidewalk leading up to the front door. 63 . Prior to the issuance of the first vertical building permit, a Construction Site Security and Phasing plan will need to be submitted and approved by DRC staff. Seacoast Utility Authority 64. The Applicant needs to confirm the existing administrative building and the proposed administrative building will be under common ownership or the Applicant will need to provide a separate water meter and sewer service to each building. 65. Will the temporary tent facilities have water and sewer service? No allowance has been made for these services with this submittal. 66. The conceptual engineering plans notes the area of the cart parking on the north side of the clubhouse to be re-graded and lowered. Additional information is needed to determine what impact the lowering of the grade will have on the water main in this area. 67 . Landscaping at the proposed administrative building may need to be adjusted to accommodate proposed utility service lines. Please show the proposed water and sewer lines to determine acceptability. 68. Once detailed water and sewer plans are submitted additional comments may be forthcoming . Draft Conditions of Approval 1. Prior to the issuance of a Certificate of Occupancy, an inspection from Development Compliance is required. (Planning and Zoning) 2. Address approval for the new administrative building is required prior to the issuance of the first Building Permit for vertical construction. (GIS Manager) 3. Prior to the issuance of the final Certificate of Occupancy, a site inspection of the emergency vehicle access route around the clubhouse is required. (Fire Marshal) 4. The applicant is required to establish and maintain a clear line of sight along Ballenlsles Drive per FDOT standards. (City Engineer) 5. NPBCID signoffwill be required for the drainage outfall to their lake. (City Engineer) The applicant shall provide a written response to all comments, indicating acknowledgement of each comment and how each comment has been addressed. It is suggested that the applicant clearly identify all changes to the plans by either "clouding", or highlighting, the location of all changes to further expedite the review.
