6 The regular meeting was called to order at 6:02 p.m. by Chair Hansen.

18 Reported at the August 4, 2016 City Council Meeting, the City Council approved the Oakbrook
19 Square Master Signage Amendment and the Promenade Plaza Planned Unit Development
20 Amendment.
21 VI. APPROVAL OF MINUTES
22 Board Member Bryan made a motion to approve the June 14, 2016 minutes.
23 Board Member Rosenkranz seconded.
24 Motion passed 7-0.
25 Board Member Bryan made a motion to approve the July 12, 2016 minutes.
26 Board Member Rosenkranz seconded.
27 Motion passed 7-0.
28 Chair Hansen asked for any ex parte.
29 All board members met with staff regarding Alton PCD Town Center (Parcel C).

32 1. Recommendation to City Council -QUASI JUDICIAL HEARING CONTINUED
33 FROM JULY 12, 2016 -PUDA-15-10-000060 & CUMJ-15-10-000037: Prosperity Oaks
34 Assisted Living Facility Planned Unit Development Amendment and Major Conditional
35 Use for a Memory Care Facility - A request from Ingram Civil Engineering Group, LLC on
36 behalf of HCP HB2 Prosperity Oaks, LLC and Brookdale Senior Living for a Planned Unit
37 Development (PUD) Amendment and Major Conditional Use approval in order to construct a
38 standalone 39-bed memory care facility at the Prosperity Oaks Assisted Living Facility PUD. The
39 subject site, which is approximately 27.09 acres, is located on the west side of Prosperity Farms
40 Road, 0.15 miles south of PGA Boulevard.
41 Chair Hansen opened the public hearing.

5 2. Recommendation to City Council -(Public Hearing) -LDRA-15-10-000058: City of
6 Palm Beach Gardens Impact Fee Revisions -Amending the City's Land Development
7 Regulations in order to revise the City of Palm Beach Gardens' impact fees for Parks and
8 Recreation, Fire Rescue, Police, and Roads, and include a fee for Public Facilities.
9 Chair Hansen opened the public hearing.

14 Board Member Sabatello made a motion to recommend to City Council LDRA-15-10-000058.

17 3. Recommendation to City Council -(Public Hearing)-QUASI JUDICIAL HEARING
18 SPLN-15-07-000020/CUMJ-16-04-000043: Alton PCD -Town Center (Parcel C) Site Plan
19 Approval and Major Conditional Use Request -A request from NADG/Brock LP for site plan
20 and major conditional use approval permitting the development of a 40.8-acre 360,203 square feet
21 commercial retail development with a drive-through restaurant within the Town Center (Parcel C)
22 of the Alton Planned Community Development (PCD). The Alton PCD is generally located south
23 of Donald Ross Road, north of Hood Road, and east and west of Interstate 95, and the Town Center
24 District is located south of Donald Ross Road, east of Alton Road, and north of Grandiflora Road.
25 Chair Hansen opened the public hearing.
26 Petitioner: Ken Tuma, Urban Design Kilday Studios.

30 Vice Chair Pennell made a motion to recommend to City Council SPLN-15-07-000020 and

37 Planning and Zoning Director Natalie Crowley informed the Board the next regular scheduled
38 meeting will be September 13, 2016.
