7 The regular meeting was called to order at 6:00 p.m. by Vice Chair Pennell.

20 Reported the October 6, 2016 City Council Meeting was cancelled due to Hurricane Matthew
21 and announced new board appointments and reappointments are on the November 3, 2016 City
22 Council Agenda; Thanked Board members for their extended service; Announced the
23 reorganization of the Board will take place at the November meeting; Announced October is
24 National Planning month and thanked Board members for their public service in the planning
25 process.
26 VI. APPROVAL OF MINUTES
27 Board Member Rosenkranz made a motion to approve the August 9, 2016 minutes.
28 Board Member Josephs seconded.
29 Motion passed 6-0.
30 VII. PUBLIC HEARINGS
31 Those preparing to give testimony were sworn in.
32 Vice Chair Pennell asked for any ex-parte.
33 All members met with City staff regarding all items on the agenda
34 1. Recommendation to City Council -(Public Hearing) -CPMA-16-05-000019: Balsamo
35 Parcel (aka Ancient Tree) Large-Scale Comprehensive Plan Amendment-A petition by the
36 Salvatore J. Balsamo Trust requesting a Large-Scale Comprehensive Plan Map Amendment to
37 change the land use designation of a 96.80-acre parcel from Palm Beach County Rural Residential I
38 unit/10 acres (RR-10) to Palm Beach Gardens Residential Low (RL), capping the gross density of
39 the property at 97 single-family units and amending the Urban Growth Boundary to include the
40 subject property. The property is located on the north side of Northlake Boulevard, approximately
41 three-quarters of a mile east of Coconut Boulevard.

4 PPUD-16-05-000041: Balsamo Parcel (aka Ancient Tree) PUD Rezoning for 96.80 Acre
5 Parcel-A petition·from Salvatore J. Balsamo Trust requesting to rezone a 96.80-acre parcel from
6 Palm Beach County Agricultural Residential (AR) to Palm Beach Gardens Residential Low (RL-2)
7 with a Planned Unit Development Overlay District (PUD), including a PUD Master Plan, Site Plan,
8 and general Development Guidelines for 97 single-family units. The property is located on the north
9 side of Northlake Boulevard, approximately three-quarters of a mile east of Coconut Boulevard.

18 3. Recommendation to Citv Council-(Public Hearing)-QUASI JUDICIAL HEARING
19 PCDA-15-03-000027: Alton PCD Amendment - A request for an amendment to the Alton
20 Planned Community Development (PCD) to allow for the conversion of715 multi-family units, 350
21 apartment units, and 50,000 square feet of neighborhood commercial use to an additional418 single
22 family units, 32,000 square feet of Industrial/Research and Development/Biotech use and 256-bed
23 Assisted Living Facility; and to provide an 8.44-acre public park on the master plan; and to modify
24 certain PCD buffers, upland preserve areas, and neighborhood district boundaries. The Alton PCD
25 is generally located south of Donald Ross Road, north of Hood Road and east and west of Interstate
26 95.

38 SPLN-16-03-000022 & CUMJ-16-03-000040: Alton PCD Site Plan and Major Conditional
39 Use to allow a 256-Bed Assisted Living Memory Care Facility-A request from Olson Land
40 Partners, LLC. for a Site Plan and Major Conditional Use approval for a 256-bed Assisted Living
41 Facility within Parcel B of the Alton Planned Community Development. The Alton PCD is
42 generally located south of Donald Ross Road, north of Hood Road, and east and west of Interstate
43 95, and the Town Center District.

8 PUDA-16-04-000063 & CUMJ-16-04-000042: Turtle Beach PUD Amendment and Major
9 Conditional Use for a two (2) story Building - A request from 4506 PGA Blvd., LLC for approval
10 of a Planned Unit Development (PUD) Amendment and Major Conditional Use at Turtle Beach
11 PUD for a two (2) story, 9,000-square-foot building with bank and professional office uses and a
12 drive-through ATM. The Turtle Beach PUD is generally located 550 feet west of the intersection at
13 Military Trail and PGA Boulevard.

25 Initiated Evaluation and Appraisal Based Amendment - A City-initiated Comprehensive Plan
26 text amendment of the Future Land Use, Transportation, Housing, Infrastructure, Coastal
27 Management, Conservation, Recreation and Open Space, Capital Improvement, Intergovernmental
28 Coordination, Public Safety, Public School Facilities, and Economic Development Elements,
29 including monitoring procedures, Evaluation and Appraisal Review (EAR)-based amendments, and
30 an updated Comprehensive Plan Map Series.

39 VIII. OLD BUSINESS
40 Vice Chair Pennell thanked staff for the great job on the bus shelters within the City. Reminded
41 the board members of the necessity for workforce housing in City for future development
42 projects; Reported the new bank on US Highway I and PGA Boulevard looks great; Planning
43 and Zoning Director Natalie Crowley thanked Vice Chair Pennell and Board Member Josephs
44 for their service on the board; Board Member Josephs reported Northlake Gardens and CVS
45 Pharmacy on Northlake Boulevard are coming along great; Board Member Lewis inquired
46 about the status of the Mary Circle Commercial Rezoning. Discussion ensued. Board Member

1 Rosenkranz inquired about the dates of the next Planning and Zoning Appeals Board and City
