CALL TO ORDER 6 The regular meeting was called to order at 6:01 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ADMINISTER OATH OF OFFICE TO NEW MEMBERS 9 Assistant to the City Clerk administered oath of office to regular members L. Marc Cohn and 10 Michael Panczak: and second alternate John Glidden. II IV. I6 Also Present: Assistant City Attorney, Abigail Jorandby; Director of Planning and Zoning, Natalie I7 Crowley. I8 V. BOARD APPOINTMENTS 19 1. Appointment of Chair 20 Board Member Savel nominated Randy Hansen for Chair. 2I Board Member Rosenkranz seconded. 22 Nomination passed 7-0. 23 2. Appointment of Vice Chair 24 Board Member Savel nominated Howard Rosenkranz for Vice Chair. 25 Board Member Panczak seconded. 26 Nomination passed 7-0. 27 VI. ADDITIONS, DELETIONS, MODIFICATIONS 28 Planning and Zoning Director Natalie Crowley informed the Board the applicant for Item 1 29 has requested the petition be postponed indefinitely. 30 VII. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE CROWLEY 3I Congratulated new board members on their appointments; Introduced Assistant City Attorney 32 Abigail Jorandby who will be in attendance at future PZAB meetings; Reported at the November 33 3, 2016 City Council meeting, City Council approved the Alton Town Center project and tenant 34 wall sign for Newk's Deli. 35 VIII. APPROVAL OF MINUTES 36 None. 37 Chair Hansen asked for any ex parte. 38 Chair Hansen met with the applicant and the petitioner regarding Item #1 which has been 39 postponed. 40 IX. PUBLIC HEARINGS 41 Those preparing to give testimony were sworn in. 42 1. Recommendation to City Council -(Public Hearing)-QUASI JUDICIAL HEARING 43 PPUD-14-12-000038: Ballenlsles East Outparcel Rezoning 44 A request from EW Outparcels, LLC to Rezone a 5.27-acre site located at the southeast comer of 45 PGA Boulevard and Ballenlsles Drive from Neighborhood Commercial (CN) to Planned Unit 46 Development (PUD) with an underlying zoning designation of CN. The Applicant is also PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 11-15-16 Page 1 1 requesting Site Plan Approval for a 65,000 square foot professional and medical office building 2 on the subject site. 3 Chair Hansen opened the public hearing. 4 Petitioner: None. 5 Staff Presentation: None. 6 Public comment: None. 7 Chair Hansen closed the public hearing. 8 Board Member Panczak made a motion to postpone indefinitely PPUD-14-12-000038. 9 Board Member Savel seconded. 10 Motion passed 7-0. 11 2. Recommendation to City Council (Public Hearing) -CPMA-14-07-000018: Trevi Isles 12 Land Use Amendment 13 A petition by Kennedy Homes, LLC, requesting a Large-Scale Comprehensive Plan Map 14 Amendment to change the future land use designation of a 12.5-acre site from Residential Low 15 (RL) to Residential Medium (RM), capping the gross density of the property at 50 residential 16 units. The property is located on the north side of Hood Road, immediately west of the Florida 17 Turnpike. 18 Chair Hansen opened the public hearing. 19 Petitioner: Anne Booth, Urban Design Kilday Studios. 20 Staff Presentation: Senior Planner, Joanne Skaria 21 Public comment: Ira Berger, 13872 Greensview Drive, Palm Beach Gardens; Michael Slutsky, 22 13827 Whispering Lakes Lake, Palm Beach Gardens; Richard Dunn, 13090 Touchstone Place, 23 Palm Beach Gardens; Susan Sperber, 6215 Finsbury Court, Palm Beach Gardens; Ray Carrano, 24 6164 Celadon Circle, Palm Beach Gardens. 25 Chair Hansen closed the public hearing. 26 Board Member Panczak made a motion to recommend to City Council CPMA-14-07-000018. 27 Vice Chair Rosenkranz seconded. 28 Motion passed 7-0. 29 3. Recommendation to City Council (Public Hearing) -QUASI JUDICIAL HEARING 30 PPUD-14-07-000037: Trevi Isles Rezoning 31 A petition by Kennedy Homes, LLC, requesting a rezoning of a 12 .5-acre parcel from 32 Residential Low Density-2 District (RL-2) to Planned Unit Development with a Residential 33 Medium District (RM) underlying zoning to allow the development of a 50-townhome 34 residential subdivision. Recommendation to City Council (Public Hearing) -QUASI JUDICIAL HEARING 3 SPLN-15-03-000018: Alton PCD Parcel G Site Plan Approval 4 A request for site plan approval to develop a 4 74 single family unit residential subdivision, 5 including a 3,290 square foot clubhouse, on the 206-acre Parcel G Neighborhood District located 6 in the southwest portion of the 681-acre Alton PCD east of the Florida Turnpike, north of Hood 7 Road, south of Donald Ross Road, and west of Interstate 95. The Alton PCD is generally located 8 south of Donald Ross Road, north of Hood Road, and east and west of Interstate 95. 9 Chair Hansen opened the public hearing. 10 Petitioner: Donaldson Hearing, Cotleur and Hearing. 11 Staff Presentation: Principal Planner, Peter Hofheinz 12 Public comment: None. 13 Chair Hansen closed the public hearing. 14 Board Member Sabatello made a motion to postpone SPLN-15-03-000018 to a date certain of 15 the December 13,2016 at 6 p.m. 16 Board Member Rosenkranz seconded. 17 Motion passed 6-1. 18 Board Member Savel opposed. 19 X.
