CALL TO ORDER 7 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL 10 Members Present: 11 Chair Randolph Hanse~ Vice Chair Douglas Pennell, Carl Sabatello, Roma Josephs, Howard 12 Rosenkranz, Robert Savel, C. Steve Lewis (sitting in for Meriel Bryan). 13 Members Absent: Meriel (Honey) Bryan. 14 Also Present: City Attorney, R Max Lohman; Director of Planning and Zoning, Natalie Crowley. 15 IV. ADDITIONS, DELETIONS, MODIFICATIONS 16 None. 17 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 18 CROWLEY 19 None. 20 VI. APPROVAL OF MINUTES 21 None. 22 Chair Hansen asked for any exparte. 23 None. 24 VII. PUBLIC HEARINGS 25 Those preparing to give testimony were sworn in. 26 1. Recommendation to City Council (Public Hearing) -QUASI JUDICIAL HEARING - 27 PUDA-15-10-000060 & CUMJ-15-10-000037: Prosperity Oaks Assisted Living Facility 28 Planned Unit Development Amendment and Major Conditional Use for a Memory Care 29 Facility -A request from HCP HB2 Prosperity Oaks, LLC and Brookdale Senior Living for a 30 Planned Unit Development (PUD) Amendment and Major Conditional Use approval in order to 31 construct a 39-bed memory care facility at Prosperity Oaks Assisted Living Facility PUD. The 32 subject site, which is approximately 27.09 acres, is located on the west side of Prosperity Farms 33 Road, 0.15 miles south ofPGA Boulevard. 34 Chair Hansen opened the public hearing. 35 Petitioner: Anne Booth, Urban Design Kilday Studios. 36 Staff Presentation: Senior Planner, Joann Skaria. 37 Public comment: None. 38 Chair Hansen closed the public hearing. 39 Vice Chair Pennell made a motion to recommend to City Council PUDA-15-10-000060 and 40 CUMJ-15-10-000037. 41 Board Member Rosenkranz seconded. 42 Motion passed 7-0. 43 2. Recommendation to City Council (Public Hearing) -QUASI JUDICIAL HEARING - 44 MISC-16-05-000123: Legacy Place Planned Community Development Signage-A request 45 from GLL US Retail, L.P., for a Miscellaneous Amendment to allow a third tenant wall sign on the 46 south elevation of Building D at Legacy Place Planned Community Development (PCD). The 47 subject site is located on the southwest corner ofPGA Boulevard and Fairchild Gardens Avenue. Recommendation to City Council (Public Hearing) -ANNX-16-05-000009: Balsamo 11 Parcel (aka Ancient Tree) 96.80-Acre Annexation Request - A request from Salvatore J. 12 Balsamo Trust for the approval of a voluntary annexation petition for a parcel of real property 13 comprising 96.80 acres, more or less, generally located on the north side of Northlake Boulevard 14 approximately three-quarters of a mile east of Coconut Boulevard. 15 Chair Hansen opened the public hearing. 16 Petitioner: Donaldson Hearing, Cotluer and Hearing. 17 StaffPresentaion: Principal Planner, Dawn Sonneborn. 18 Public comment: Charles Hathaway, 7715 Maywood Crest Drive, West Palm Beach; Reg 19 Miller, 8858 Marlamoor Lane, Palm Beach Gardens. 20 Chair Hansen closed the public hearing. 21 Board Member Josephs made a motion to recommend to City Council ANNX-16-05-000009. 22 Board Member Rosenkranz seconded. 23 Motion passed 7-0. 24 VIII. OLD BUSINESS 25 Vice Chair Pennell inquired about the condition of the landscaping at Northlake Gardens. 26 Discussion ensued. 27 IX. NEW BUSINESS 28 Board Member Josephs thanked staff and members of the Board for the opportunity to serve 29 and the education she received as a Board member. Planning and Zoning Director Natalie 30 Crowley announced the terms have expired for Chair Hansen, Vice Chair Pennell, and Board 31 Member Josephs and City Council will appoint members at the October 6 , 2016 City Council 32 meeting. The October PZAB meeting has been moved to Thursday, October 13, 2016 due to 33 religious holiday on the normally scheduled meeting date. The link for the October meeting will 34 be sent to board member on Friday, October 7, 2016 due to new board 35 appointments/reappointments on October 6, 2016. Thanked members for their service on the 36 board and it was a pleasure working with them. Chair Hansen thanked Vice Chair Pennell and 37 Board Member Josephs for their service on the Board.
