ADDITIONS, DE LETIONS, M ODIFIC ATIONS 16 Planning and Zoning Director Natalie C rowley informed the board that Item #1, SPLN-15-03- 17 000018: Alton PCD Parcel G Site Plan approval that was continued from the November meeting 18 will require a vote by the Board to postpone indefinitely. 19 V. APPROVAL O F MINUTES 23 Board Member Panczak made a motion to approve the September 13,2016 minutes. 24 Board M ember Bryan seconded. 25 Motion passed 7-0. 26 Board M ember Panczak made a motion to approve the October 13,2016 minutes. 27 Board Member Bryan seconded. 28 Motion passed 7-0. 29 Board Membe r Panczak made a motion to approve the November 15, 2016 minutes. 30 Board Member Bryan seconded. 31 Motion passed 7-0. 32 Chair Hansen asked for any ex parte. 33 All board members met with staff and the petitioner for PUDA-16-05-000064 Midtown Planned 34 Unit Development (PUD) Amendment. 35 VII. Recommendation to C ity C ouncil (Public H earing) -Q UASI JUDI CIAL HEARING 38 C O NTINUED FROM NOVE MBE R 15, 2016 - SP LN-15-03 -000018 : Alton PCD P arcel G 39 Site Plan Appr ov a l - A request for site plan approval to develop a 474 single family unit 40 residential subdivision, including a 3,290 square foot clubhouse, on the 206-acre Parcel G 41 Neighborhood District located in the southwest portion of the 681-acre Alton PCD east of the 42 Florida Turnpike, north of Hood Road, south of Donald Ross Road, and west of Interstate 95. 43 The Alton PCD is generally located south of Donald Ross Road, north of Hood Road, and east 44 and west of Interstate 95. 45 C hair Hansen opened the public hearing. 46 Petitioner: None. Recommendation to City Council (Public Hearing) -QUASI JUDICIAL HEARING - 8 SPLA-16-10-000044: Gardens Ventures Site Plan Amendment -A request from Garden 9 Ventures LLC for a Site Plan Amendment to allow modifications to the Site Plan for a 1 0,000- 10 square-foot restaurant with 941 square feet of outdoor seating and one (1) exterior flat/wall sign I I for Cooper's Hawk Winery and Restaurant at the Gardens Mall. The Gardens Mall is generally 12 located north of PGA Boulevard, east of Fairchild Gardens A venue, south of Gardens Parkway, I 3 and west of Kew Gardens A venue. 14 Chair Hansen opened the public hearing. 15 Petitioner: Dan Bernatek, Aria Group Architects. 16 StaffPresentation: Planner, Erin Kelley. 17 Public Comment: None. Recommendation to City Council (Public Hearing)-(Public Hearing) -MISC-16-08- 23 000128: Alton PCD (Parcel B) Requesting Artistic Entry Feature -A request for approval of 24 an artistic entry feature to the Alton Planned Community Development (PCD) be located within 25 the portion of the 55-foot Donald Ross Road Alton PCD parkway buffer along Parcel B of the 26 Alton PCD. The Alton PCD is located south of Donald Ross Road, north of Hood Road , and 27 east and west of Interstate 95 28 Chair Hansen opened the public hearing. 29 Petitioner: Nicole Plunkett, Cotleur and Hearing. 30 Staff Presentation: Principal Planner, Peter Hotbeinz. 3 I Public comment: None. 32 Chair Hansen closed the public hearing. 33 Board Member Bryan made a motion to recommend to City Council MISC-16-08-000128. 34 Vice Chair Rosenkranz seconded. 35 Motion passed 7-0. 36 4. Recommendation to City Council. (Public Hearing)-QUASI JUDICIAL HEARING 37 PUDA-16-05-000064: Midtown (aka Borland Center) Planned Unit Development (PUD) 38 Amendment -A petition by Ascend PGA Midtown, LLC requesting a Planned Unit 39 Development (PUD) Amendment for Midtown PUD to allow the development of a 63- 40 townhome residential subdivision and 25,344-square-foot specialty grocery. The property is 41 located on the north side of PGA Boulevard, immediately east of Shady Lakes Drive. 42 Chair Hansen opened the public hearing. 43 Petitioner: Anne Booth, Urban Design Kilday Studios. 44 Staff Presentation: Senior Planner, Joanne Skaria. 45 Public comment: Vito DeFrancesco, 1049 Shady Lakes Drive, Palm Beach Gardens. 46 Chair Hansen closed the public hearing.
