CALL TO ORDER 8 II. PLEDGE OF ALLEGIANCE 9 III. ROLL CALL to PRESENT: Chair Craig Kunkle, Vice Chair Douglas Pennell, Randolph Hansen, Barry Present, 11 Michael Panczak, Joy Hecht, Amir Kanel. 12 ABSENT: None. 13 ALSO PRESENT: Growth Management Administrator Kara Irwin, Senior Planner Stephen 14 Mayer, Planning Manager Nilsa Zacarias, Interim City Attorney R. Max Lohman. 15 IV. REPORT BY KARA IRWIN, GROWTH MANAGEMENT ADMINISTRATOR 16 At the February 5, 2009 City Council meeting the Waterway Cafd application for rezoning was 17 approved. The Northlake Boulevard/Congress rezoning, Loxahatchee Slough rezoning, applicant - 18 initiated change to the MI -A zoning district to allow studio uses and the Palm Beach Gardens 19 Medical Center Expansion were approved on first reading 20 V. ADDITIONS DELETIONS AND MODIFICATIONS 21 None. 22 VI. APPROVAL OF MINUTES 23 Doug[as Pennell made a motion for approval of the October 14, 2008 meeting minutes. 24 Amir Kanel seconded. 25 Motion passed 7 -0. 26 Douglas Pennell made a motion for approval of the October 28, 2008 meeting minutes. 27 Amir Kane[ seconded. 28 Motion passed 7 -0. 29 VII. PUBLIC HEARINGS 3o All those preparing to give testimony were sworn in. 31 No ex parte communication was declared. 32 RECOMMENDATION TO CITY COUNCIL 33 Ex parte Communication (Public Hearing) 34 1. CUMJ - 08-06 - 000013: Gardens Shal - Major Conditional Use and Site Plan Approval to 35 Allow a Religious Institution. A request by Ali Kalfin of Cotleur and Hearing, Inc., on behalf of the 36 Chabad of Palm Beach Gardens, Inc., for a Major Conditional Use to allow a 110 -seat religious 37 institutional use, known as the "Gardens Shul" within an existing 4,486 square -foot building, 38 formerly known as "Gardens Home Management ", and a site plan approval to provide for the 39 renovation of existing structures, and improvements to the site. The approximately 0.6 -acre site is 40 located at 7025 Fairway Drive, and is generally located on the north side of Fairway Drive, south of 41 PGA Boulevard and west of the Florida Turnpike. 42 The following individuals commented on this agenda item: Ali Kalfin, Cotleur & Hearing. 43 Interim City Attorney R. Max Lohman a parcel must be able to sustain the parking for its use on 44 site. 45 Growth Management Administrator Irwin the application is being treated like every other 46 application in the City. The limitations are based on what the applicant can sustain. 47 Chair Kunkle opened the public hearing.
