While the Town Center plans have previously been reviewed by all DRC members and subsequently
approved by City Council through the adoption of Resolution 65, 2016, the minor conditional use for a
convenience store with gas sales is still required to be approved by the DRC.
Attached for your records are the approved site plan for the convenience store with gas sales in Building
K. If you have any additional comments or concerns, please send to the Planning and Zoning Department
by no later than 5:00 p.m. on Wednesday, December 14, 2016. Your comments must be forwarded to
our office (Attn: Matthew McPherson [mmcpherson@pbgfl.com] in order to provide written comments
to the applicant in accordance with the timeframes established in the City's Land Development
Regulations. Additional copies of the application are available in the Planning and Zoning Department.

MEETING DATE:
A Development Review Committee meeting will be held on Tuesday, January 10, 2016, at
2:00 p.m. in the Council Chambers to review the following development application:
Petition CUMN-16-02-000039— Request for minor conditional use approval for a Gas Station at Alton
Town Center within Parcel C
The applicant will be in attendance at this meeting. Please note that the Development Review Committee
is the deciding body for minor conditional use petitions. The petition will be approved (with or without
conditions) or denied at this meeting. Please review this request and attend the meeting if possible. Your
comments must be provided by the deadline stated above. Receiving your comments prior to the meeting
will provide staff with the ability to give proper direction to the applicant.

1. Explain the nature of the request: Please accept this application for site plan approval for the Alton
Town Center. With this site plan approval request, the applicant is also seeking a Major Conditional use for a
Restaurant with a Drive -Through and a Minor Conditional Use for a Convenience Store with gas sales.
Please see Project Narrative for additional information.
2. What will be the impact of the proposed change on the surrounding area?
The subject site is located within an approved PCD, where the cumulative impacts of the overall Alton PCD has
been previously addressed. The proposed site plan is consistent with the Alton PCD.
3• Describe how the rezoning request complies with the City's Vision Plan and the following elements
of the City's Comprehensive Plan - Future Land Use, Transportation, Housing, Infrastructure,
Coastal Management, Conservations, Recreation and Open space, Intergovernmental Coordination
and Capital Improvement.
Not applicable as this is not a rezoning request.

4. How does the proposed project comply with City requirements for preservation of natural
resources and native vegetation (Section 78-301, Land Development Regulations)?
Preservation requirements were addressed with the approved Alton PCD.
5. How will the proposed project comply with City requirements for Art in Public Places (Chapter
78-261, Land Development Regulations)?
The applicant will address the Art in Public Places requirement prior to the issuance of the first
Certificate of Occupancy.
6. Has project received concurrency certification?
Concurrency certification was granted with the adoption of the Alton PCD development order.
