CALL TO ORDER 6 The regular meeting was called to order at 6:0 I p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: IO Chair Randolph Hansen, Vice Chair Howard Rosenkranz, Carl Sabatello (arrived at 6:10 p.m.), I I Meriel (Honey) Bryan, Robert Savel, Michael Panczak (left at 6:22 p.m.), C. Steve Lewis (sitting 12 in for L. Marc Cohn), John Glidden (sitting in for Carl Sabatello). 13 Members Absent: L. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 19 CROWLEY 20 Reported at the April 6, 2017 City Council meeting, the City Council approved the Business 21 Center at the Gardens project; Thanked the members for their attendance at the 22 Farewell/Welcome event for the outgoing and incoming City Councilmembers. 23 VI. APPROVAL OF MINUTES 24 Board Member Savel made a motion to approve the February 14, 2017 minutes. 25 Vice Chair Rosenkranz seconded. 26 Motion passed 7-0. 27 Board Member Savel made a motion to approve the March 7, 2017 minutes. 28 Vice Chair Rosenkranz seconded. 29 Motion passed 7-0. 30 VII. PUBLIC HEARINGS 31 1. Recommendation to City Council -(Public Hearing) LDRA-16-11-000059: LDR 32 Amendment for Specialty Pet Boarding 33 An applicant-initiated request to amend Section 78-159, Table 21 : Permitted, Conditional, and 34 Prohibited Uses; and Section 78-221 , PGA Boulevard Corridor Overlay to revise the list of 35 permitted, conditional and prohibited uses within the PGA Boulevard Corridor Overlay; and 36 Section 78-345, Table 33: Required Off-Street Parking to add a Specialty Pet Boarding use; and 37 Section 78-751 , Definitions to define Specialty Pet Boarding. 38 Chair Hansen recused himself and filled out Form 8B. 39 Vice Chair Rosenkranz opened the public hearing. 40 Petitioner: Donaldson Hearine;, Cotleur and Hearing. 41 Staff Presentation: None. Plannine; and Zonine; Director Natalie Crowley recommended 42 approval ofLDRA-16-11-000059. 43 Public comment: None. 44 Vice Chair Rosenkranz closed the public hearing. 45 Board Member Glidden made a motion to recommend to City Council LDRA-16-11-000059. 46 Board Member Lewis seconded. 47 Motion passed 7-0. 48 Chair Hansen returned to the dais. MUNICIPAL AND OTHER LOCAL PUBLIC OFFICERS RRED a El..ECTI\IE WHO MUST FILE FORM 88 This form is for use by any person serving at the county, city, or other local level of government on an appointed _or elected board, council, · commission, authority, or committee. It applies equally to members of advisoty and non-advisory bodies who are presented with a voting conflict of interest under Section 112.3143, Florida Statutes. Your responsibilities under 1he law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending on whe1her you hold an elective or appointive position. For this reason, please pay close attention to the instructions on 1his form before completing the reverse side and filing the form. INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which inures to his or her special private gain oc loss. Each elected or appointed local officer also is prohibited from knowingly voting on a mea- sure which inures to 1he special gain or loss of a principal (other than a government agency) by whom he or she is retained (including 1he parent organization or subsidiary of a corporate principal by which he or she is retained); to the special private gain or loss of a relative; or to 1he special private gain or loss of a business associate. Commissioners of community redevelopment agencies under Sec. 163.356 or 163.357, F.S., and officers of independent special tax districis elected on a one-acre, one-vote basis are not prohibited from voting in 1hat capacity. For purposes of 1his law, a ·relative" includes only 1he officer's father. mother, son, daughter, husband, wife, brother, sister, father-in-law, mother-in-law, son-in-law, and daughter-in-law.
