Recommendation to City Council (Public Hearing) – QUASI JUDICIAL HEARING SPLN-17-05-000025: Site Plan for Florida Power and Light Watts Substation A request by Florida Power and Light for Site Plan approval of an electrical substation on a 5.0-acre utility parcel located in the northeast corner of the 681-acre Alton Planned Community Development (PCD), which is generally located south of Donald Ross Road, north of Hood Road, west of Interstate 95, and east of the Florida Turnpike. Recommendation to City Council (Public Hearing) LDRA-17-07-000063: LDR Amendment for Floodplain Regulations Amending the City’s Land Development Regulations regarding Chapter 78 of the City’s Code of Ordinances in order to repeal in its entirety Subdivision VI. Floodplain Regulations. A revised Floodplain Ordinance will be adopted in Chapter 86, consistent with the new requirements of the Florida Division of Emergency Management and will provide internal consistency with the City’s Code of Ordinances. Landscaping •Minimizes view corridors from Donald Ross Road and the Legends at the Gardens •Preserves large amounts of Saw Palmetto along the south and west boundaries •Preserves or relocates on-site many mature trees and shrubs North Buffer Landscaping Trees include Slash Pine, Live Oak and Savannah Holly Shrubs include Firebush, American Beautyberry, and Cocoplum North Buffer Landscaping Provides a minimum of 20 feet of landscape buffer in addition to the 55 foot parkway buffer along Donald Ross Road for a minimum buffer width of 75 feet. East Buffer Landscaping Buffer to Legends at the Gardens include Slash Pine with an understory of Saw Palmetto Transmission Clear Zone to the East include Simpson’s Stopper and Jamaican Caper East Buffer Landscaping Minimum landscape Buffer to Legends at the Gardens of 45 feet. Following removal of exotics, supplemental plantings may be required to provide opaque buffer to The Legends at the Gardens. Stormwater Management inlets and culverts will transport stormwater to a dry detention pond which will provide water quality and attenuation prior to discharge to the Northern Palm Beach County Improvement District Master System Environmental Environmental requirements have been satisfied through the approval of the DRI and PCD The Applicant is required to conduct and submit an environmental survey of all probable types of listed species on site. If any active Gopher Tortoise burrows are found, a relocation and management plan consistent with the PCD’s approved Preserve Management Plan will be submitted prior to land clearing. Recommendation Staff recommends approval of SPLN-17-05-000025 as presented. Questions? LDRA-17-07-000063 – Floodplain Ordinance Update Planning, Zoning, and Appeals Board August 8, 2017 Request •Amend the City Code to relocate the Floodplain Management Regulations from Chapter 78, Land Development to Chapter 86 (Buildings and Building Regulations) with updated Floodplain Regulations consistent with Florida Division of Emergency Management’s Model Ordinance Background •Palm Beach Gardens Flood Insurance Rate Maps (FIRMs) are dated January 6, 1988 •FEMA started updating FIRMs in 2010 •Revised FIRMs for Palm Beach County go into effect October 5, 2017 Floodplain Management Update •Administrative in nature. •No change on how existing Floodplain Management program is administered. •New Floodplain Management Regulations updates consistent with requirements of the State of Florida. •Relocating Floodplain Management regulations to Chapter 86 in the City’s Code will be consistent with Florida Building Code and Palm Beach County Code for Floodplain Management. •Provides consistency across jurisdictions.
