CALL TO ORDER 8 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 9 II. PLEDGE OF ALLEGIANCE 10 III. ROLL CALL 11 Members Present: 12 Chair Randolph Hansen, Carl Sabatello, Robert Savel, Michael Panczak, John Glidden (sitting in 13 for L. Marc Cohn) 14 Members Absent: Vice Chair Howard Rosenkranz, L. Marc Cohn, C. Steve Lewis. 15 Also Present: Assistant City Attorney, Abigail Joranby; Director of Planning and Zoning, Natalie 16 Crowley. 17 IV. ADDITIONS, DELETIONS, MODIFICATIONS 18 None. 19 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 20 CROWLEY 21 Reported at the September 7, 2017 City Council meeting the City Council approved the FY2018 22 budget on first reading, the food truck ordinance, and the FPL Watts Substation. 23 VI. APPROVAL OF MINUTES 24 Chair Hansen reported there was an error on the August 8, 2017 minutes. The Assistant to the 25 City Clerk will correct the error and present the minutes at the October meeting for approval by 26 the Board. 27 VII. PUBLIC HEARINGS 28 Those preparing to give testimony were sworn in. 29 Chair Hansen asked for any ex-parte. 30 None. 31 1. Recommendation to City Council (Public Hearing) -QUASI JUDICIAL HEARING 32 MISC-17-01-000132: Burwick Residential Community requesting Entry signs -A petition 33 by Double Eagle Construction Group, requesting approval of three (3) new residential entry signs 34 for the Bwwick residential community located in the PGA National Planned Community 35 Development (PCD). The community is located on the south side of PGA Boulevard, on the north 36 side of Tournament Boulevard, on the west side of Medalist Avenue, and on the east side of Ryder 37 Cup Boulevard 38 Chair Hansen opened the public hearing. 39 Petitioner: Angela Eisenhauer, Lang Management Company. 40 Staff Presentation: Elizabeth Levesgue, Planner 41 Public comment: None. 42 Chair Hansen closed the public hearing. 43 Board Member Glidden made a motion to recommend to City Council MISC-17-01-000132. 44 Board Member Panczak seconded. 45 Motion passed 5-0. Recommendation to City Council (Public Hearing) -LDRA-17-08-000065: LOR 2 Amendment to add Medical Marijuana Dispensing Facilities as a Prohibited Use -A City 3 initiated petition amending the City's Land Development Regulations regarding Chapter 78 of the 4 City's Code of Ordinances in order to add Medical Marijuana Treatment Centers and Medical 5 Marijuana Treatment Center -Dispensing Facilities to the list of Prohibited Uses in all Zoning 6 Districts and add definitions of "Marijuana" and "Medical Marijuana Treatment Center - 7 Dispensing Facility." 8 Chair Hansen opened the public hearing. 9 Petitioner: NI A 10 Staff Presentation: Planner, Martin Fitts 11 Public Comment: None. 12 Chair Hansen closed the public hearing. 13 Board Member Sabatello made a motion to approve LDRA-17-08-000065. 14 Board Member Panczak seconded. 15 Motion passed 5-0. 16 3. Recommendation to City Council (Public Hearing) LDRA-17-08-000066: LOR 17 Amendment for a temporary moratorium on small wireless facilities within the City owned 18 Rights-of-Way -A City initiated petition establishing and imposing a temporary moratorium 19 within the City Limits of Palm Beach Gardens on the submittal and processing of applications, and 20 issuance of any permits pertaining to the collocation on existing or the creation of new utility poles 21 in the right of way to support small wireless facilities or micro wireless facilities for a period ending 22 December 31, 2017. 23 Chair Hansen opened the public hearing. 24 Petitioner: NI A 25 Staff Presentation: Planner, Martin Fitts 26 Public comment: None. 27 Chair Hansen closed the public hearing. 28 Board Member Savel made a motion to approve LDRA-17-08-000066. 29 Board Member Panczak seconded. 30 Motion passed 5-0. 31 VIII. OLD BUSINESS 32 None. 33 IX. NEW BUSINESS 34 Board Member Sabatello inquired about when the Planning and Zoning Director will be going 35 on maternity leave.
