CALL TO ORDER 6 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: 10 Chair Randolph Hansen, Vice Chair Howard Rosenkranz, Carl Sabatello, C. Steve Lewis, 11 Robert Savel, Michael Panczak, L. Marc Cohn. 12 Members Absent: None. 13 Also Present: Assistant City Attorney, Abigail Joranby; Planning Manager Peter Hofheinz (sitting 14 in for Planning and Zoning Director, Natalie Crowley). 15 IV. ADDITIONS, DELETIONS, MODIFICATIONS 16 None. 17 V. REPORT BY PLANNING MANAGER PETER HOFHEINZ 18 Nothing to report. 19 VI. APPROVAL OF MINUTES 20 Board Member Savel made a motion to approve the July 11, 2017 meeting minutes. 21 Board Member Panczak seconded. 22 Motion passed 7-0. 23 Chair Hansen asked for any ex parte. 24 None. 25 VII. PUBLIC HEARINGS 26 Those preparing to give testimony were sworn in. 27 1. Recommendation to City Council (Public Hearing) -QUASI JUDICIAL HEARING 28 SPLN-17-05-000025: Site Plan for Florida Power and Light Watts Substation -A request by 29 Florida Power and Light for Site Plan approval of an electrical substation on a 5.0-acre utility parcel 30 located in the northeast comer of the 681-acre Alton Planned Community Development (PCD), 31 which is generally located south of Donald Ross Road, north of Hood Road, west of Interstate 95, 32 and east of the Florida Turnpike. 33 Chair Hansen opened the public hearing. 34 Petitioner: Robert Beaulieu, Florida Power and Light. 35 Staff Presentation: Planner, Martin Fitts. 36 Public comment: None. 37 Chair Hansen closed the public hearing. 38 Board Member Lewis made a motion to recommend to City Council SPLN-17-05-000025. 39 Vice Chair Rosenkranz seconded. 40 Motion passed 7-0. 41 2. Recommendation to City Council (Public Hearing) LDRA-17-07-000063: LDR 42 Amendment for Floodplain Regulations -Amending the City's Land Development Regulations 43 regarding Chapter 78 of the City's Code of Ordinances in order to repeal in its entirety Subdivision 44 VI. Floodplain Regulations. A revised Floodplain Ordinance will be adopted in Chapter 86, 45 consistent with the new requirements of the Florida Division of Emergency Management and will 46 provide internal consistency with the City's Code of Ordinances.
