CALL TO ORDER 6 The regular meeting was called to order at 6:03 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ADMINISTER OATH OF OFFICE TO NEW MEMBERS 9 Deputy City Clerk administered to the Oath of Office to Roma Josephs, Debra Canney, and IO Christopher Oftedal. 11 IV. ROLL CALL 12 Members Present: 13 Chair Randy Hansen, Carl Sabatello (left at 7 :03 p.m.) Michael Panczak, L. Marc Cohn, John 14 Glidden, Roma Josephs, Debra Canney (sitting in for C. Steve Lewis), Christopher Oftedal 15 (sitting in for Carl Sabatello at 7:03 p.m.) 16 Members Absent: C. BOARD ORIENTATION 29 Assistant City Attorney conducted Board Member orientation to PZAB members. 30 VII. ADDITIONS, DELETIONS, MODIFICATIONS 31 None. 32 VIII. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 33 CROWLEY 34 Announced Board Member C. Steve Lewis resigned due to a new job in another state. 35 IX. APPROVAL OF MINUTES 36 Vice Chair Panczak made a motion to approve the October 10, 2017 meeting minutes. 37 Board Member Cohn seconded. 38 Motion passed 7-0. 39 Chair Hansen asked for any ex-parte. 40 None. 41 X. PUBLIC HEARINGS 42 Those preparing to give testimony were sworn in. 43 1. Recommendation to City Council (Public Hearing) -QUASI JUDICIAL HEARING 44 MISC-17-07-000135: Artistry located within Alton PCD revision of perimeter buffer Cross 45 section -A request from KH Alton LLC to modify Condition of Approval #7 of Resolution 18, 46 2017 related to the timing of construction of the perimeter wall and to revise the associated Planned 47 Community Development (PCD) perimeter buffer cross sections located within the Alton Artistry 48 PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 11-14-17 Page 1 Neighborhood. The supject property is generally located north of Hood Road, south of Donald Ross 2 Road, east of the Florida Turnpike and west of Interstate 95. 3 Board Member Cohn recused himself, step down from the dias, and filled out Form 8B. 4 Chair Hansen opened the public hearing. 5 Petitioner: Donaldson Hearing Cotleur and Hearing. 6 Staff Presentation: None. 7 Public comment: None. 8 Chair Hansen closed the public hearing. 9 Board Member Glidden made a motion to recommend to City Council MISC-17-07-000135. 1 o Board Member Josephs seconded. 11 No action taken. 12 Chair Hansen, Vice Chair Panczak, Board Member Sabatello, opposed. 13 Board Member Cohn returned to the dias. 14 2. Recommendation to City Council-CPSS-17-10-000007: City Initiated Land Use Change 15 from Public to Industrial for a 2.07-acre parcel of land. A City-initiated request for approval of 16 a small-scale Future Land Use Map amendment from Public (P) to Industrial (I) for a 2.07-acre 17 parcel currently being utilized as the City's Fleet Operations site. The property is located on the 18 south side of Burns Road approximately 300 feet west of the intersection of Alternate Al A and 19 Burns Road. 20 Chair Hansen opened the public hearing. 21 Petitioner: None. 22 Staff Presentation: Planner, Martin Fitts. 23 Public Comment: None. 24 Chair Hansen closed the public hearing. 25 Vice Chair Panczak made a motion to recommend to City Council CPSS-17-10-0000007. 26 Board Member Josephs seconded. 27 Motion passed 7-0. 28 3. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING 29 PPUD-17-08-000043: A City Initiated Rezoning from Public and Institutional to MIA with 30 a PUD for the 2.07-acre Fleet Operations Building -A City-initiated request to rezone a 2.07- 31 acre parcel from Public and Institutional (P/1) zoning designation to a Planned Unit Development 32 (PUD) Overlay with a Light Industrial (MlA) underlying zoning designation. It applies equally to members of advisory and non-advisory bodies who are presented with a voting conflict of interest under Section 112 .. 3143, Florida Statutes .. Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending on whether you hold an elective or appointive position .. Commissioners of community redevelopment agencies under Sec. 163.356 or 163.357, F .. S., and officers of independent special tax districts elected on a one-acre, one-vote basis are not prohibited from voting in that capacity. For purposes of this law, a •relative• includes only the officer's father. mother, son, daughter, husband, wife, brother, sister, father-in-law, mother-in-law, son-in-law, and daughter-in-law ..
