7 The regular meeting was called to order at 3:02 p.m. by Finance Administrator, Allan Owens.

10 PRESENT: Allan Owens, Mary Anderson-Pickle.
11 ABSENT: Dindial Laljie.
12 ALSO PRESENT: None.
13 IV. ADDITIONS, DELETIONS, MODIFICATIONS
14 None.
15 V. APPROVAL OF MINUTES the minutes from the February 21, 2017 meeting.
16 City Manager Designee Anderson-Pickle made a motion to approve the February 21, 2017
17 meeting minutes.
18 Finance Administrator Owens seconded.
19 Motion passed 2-0.
20 VI. OLD BUSINESS
21 None.
22 VII. NEW BUSINESS
23 VIII. REVIEW AND APPROVE STATE LETTER OF DECLARATION OF RETURNS
24 City Manager Designee Anderson-Pickle made a motion to approve the State Letter of
25 Declaration of Returns, which states that the total expected annual rate of investment return for
26 our fund for the next year, the next several years, and the long-term thereafter, shall be 7.25% net
27 of investment related expenses.
28 Finance Administrator Owens seconded.
29 Motion passed 2-0.
