CALL TO ORDER 6 The regular meeting was called to order at 6:00 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: 10 Chair Randolph Hansen, Vice Chair Michael Panczak (arrived at 6:02 p.m.), Carl Sabatello, L. 11 Marc Cohn, John Glidden, Roma Josephs, Christopher Oftedal (sitting in for Debra Canney) 12 Members Absent: Debra Canney. 13 Also Present: Assistant City Attorney, Abigail Jorandby; Director of Planning and Zoning, Natalie 14 Crowley. 15 IV. ADDITIONS, DELETIONS, MODIFICATIONS 16 None. 17 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 18 CROWLEY 19 Reported at the May 3, 2018 City Council meeting, the City Council approved the Frenchman's 20 Reserve Flagpole Installation. 21 VI. APPROVAL OF MINUTES 22 Board Member Josephs made a motion to approve the April 10, 2018 meeting minutes. 23 Vice Chair Panczak seconded. 24 Chair Hansen asked for any ex -parte. 25 None. 26 VII. PUBLIC HEARINGS 27 Those preparing to give testimony were sworn in. 28 1. Recommendation to City Council (Public Hearing) - ANNX-18-04-000013: Voluntary 29 annexation for approximately 14.15 acres located at 1156 Richard Road - A request from 30 Seacoast Utility Authority for the approval of a voluntary annexation petition for a parcel of real 31 property comprising 14.15 acres, more or less, generally located on the west side of Park Lane 32 approximately 0.2 miles west of the intersection of Alternate AIA and Richard Road 33 Chair Hansen opened the public hearing. 34 Petitioner: None. 35 Staff Presentation: Senior Planner, Martin Fitts. 36 Public comment: None. 37 Chair Hansen closed the public hearing. 38 Board Member Cohn made a motion to recommend to City Council ANNX-18-04-000013. 39 Vice Chair Panczak seconded. 40 Motion passed 7-0. 41 2. Recommendation to City Council (Public Hearing) - CPMA-18-01-000022: Carleton 42 Oaks Comprehensive Plan Map Amendment - A City -initiated petition for the Carleton Oaks 43 Community requesting a Large -Scale Comprehensive Plan Map Amendment to change the land -use 44 designation of a 142.84 -acre parcel from Palm Beach County Residential Low, 1 dwelling unit/acre 45 (PBC RL) to Palm Beach Gardens Residential Low (PBG RL), Palm Beach Gardens Conservation 46 (PBG CONS), and Palm Beach Gardens Public (PBG P) for recently annexed property. Recommendation to City Council (Public Hearing) PPUD-18-01-000047: Carleton Oaks 14 Request for Rezoning -QUASI-JUDICIAL HEARING - A City -initiated petition for the 15 Carleton Oaks Community requesting to Rezone a 142.84 -acre parcel from Palm Beach County 16 Residential PUD to a Palm Beach Gardens Planned Unit Development (PBG PUD) overlay with 17 underlying zoning designations of Residential Low (PBG RL -3), Conservation (PBG CONS), and 18 Public and Institutional (PBG P/I) for recently annexed property. Recommendation to City Council (Public Hearing) CPM4,-18-01-000024: Osprey Isles 30 Comprehensive Plan Map Amendment - A City -initiated petition for the Osprey Isles 31 Community requesting a Large -Scale Comprehensive Plan Map Amendment to change the land -use 32 designation of a 98.81 -acre parcel from Palm Beach County Residential Low, 1 dwelling unit/acre 33 (PBC RL) to Palm Beach Gardens Residential Low (PBG RL) for recently annexed property. The property is located on the northwest corner of the intersection of Northlake Boulevard and Memorial Park Road, approximately three miles west of Beeline Highway.
