CALL TO ORDER 6 The regular meeting was called to order at 6:01 p.m. by Chair Hansen. 7 II. PLEDGE OF ALLEGIANCE 8 III. ROLL CALL 9 Members Present: to Chair Randolph Hansen, Vice Chair Michael Panczak, Roma Josephs, Christopher Oftedal. 11 Members Absent: L. Marc Cohn, Carl Sabatello. 12 Also Present: Assistant City Attorney, Abigail Joranby; Director of Planning and Zoning, Natalie 13 Crowley. 14 IV. ADDITIONS, DELETIONS, MODIFICATIONS 15 None. 16 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE 17 CROWLEY 18 Reported at the August 2, 201 8 City Council meeting, the City Council approved the A venir 19 PCD Amendment. 20 VI. APPROVAL OF MINUTES 21 Board Member Oftedal made a motion to approve the July 10, 201 8 meeting minutes. 22 Board Member Josephs seconded. 23 Motion passed 4-0 24 Chair Hansen asked for any ex-parte. 25 None. 26 VII. Recommendation to City Council -(Public Hearing) ANNX-18-06-000014 -Request for 29 Annexation of the property located at 11940 US Highway 1 -A request from 11940 Highway 30 One Realty LLC , for the approval of a voluntary annexation petition for a parcel of real property 31 comprising 5.74 acres, more or less, generally located on the southeast corner of U.S. Highway One 32 and Juno Road, approximately 0.5 miles north of the intersection of PGA Boulevard and US 33 Highway 1. 34 Chair Hansen opened the public hearing . 35 Petitioner: Ken Tuma, Urban Design Kilday Studios. 36 Staff Presentation: None. Recommendation to City Council -(Public Hearing) -QUASI-JUDICIAL HEARING 43 CUMJ-17-09-000049 -Palm Beach County Improvements to the Public Use Facilities 44 A request from Palm Beach County for a Major Conditional Use approval to allow various 45 improvements for public use facilities and a small public parking lot within a portion of the PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 08-14-18 Page 1 1 Loxahatchee Slough Public Use Facility area located off of the Beeline Highway approximately 2 one mile north of the PGA Boulevard/Beeline Highway intersection. 3 Chair Hansen opened the public hearing. 4 Petitioner: Debra Drum, Palm Beach County Environmental Resources Management 5 Staff Presentation: Planning and Zoning Director, Natalie Crowley. 6 Public Comment: Hal Valeche, 338 Vizcaya Drive, Palm Beach Gardens. 7 Chair Hansen closed the public hearing. 8 Board Member Oftedal made a motion to recommend to City Council CUMJ-17-09-000049 9 per City's plans, exhibits, and recommendations. 10 Vice Chair Panczak seconded. 11 Motion passed 4-0. 12 3. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING 13 PUDA-18-05-000072 -PGA Commons request for Outdoor Bar A request for a Planned Unit 14 Development (PUD) Amendment at PGA Commons PUD to allow a new outdoor bar for Spoto's 15 Restaurant. The subject property is located on the south side of PGA Boulevard, 0.25 miles west of 16 North Military Trail. 17 Chair Hansen opened the public hearing. 18 Petitioner: Ann Booth, Urban Design Kilday Studios. 19 Staff Presentation: None. Staff recommends approval of PUDA-18-05-000072. 20 Public comment: None. 21 Chair Hansen closed the public hearing. 22 Board Member Josephs made a motion to recommend to City Council PUDA-18-05-000072. 23 Board Member Oftedal seconded. 24 Motion passed 4-0. 25 4. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING 26 MISC-18-06-000139-Mirasol Town Square requesting Covered Parking Structures 27 A request from Palm Beach Acquisitions LLC, to add covered parking structures over 14 28 existing parking spaces adjacent to Building D at the Mirasol Town Square project within the 29 Mirasol Planned Community Development (PCD). Mirasol Town Square is located on the east 30 side of North Jog Road, approximately 0.45 miles north of PGA Boulevard. 31 Chair Hansen opened the public hearing. 32 Petitioner: Lauren McClellan, J Morton Planning and Landscape Architecture. 33 Staff Presentation: Planner, Matthew McPherson. 34 Public comment: None. 35 Chair Hansen closed the public hearing. 36 Board Member Oftedal made a motion to deny MISC-18-06-0000139. 37 Vice Chair Panczak seconded. 38 Motion passed 3-1. 39 Board Member Josephs opposed. 40 5. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING - 41 PPUD-17-11-000046-Bonnette Hunt Club requesting to rezone a 6.78-acre site from PDA 42 to PUD -A request by Parkwood Distinctive Homes, Inc., for the rezoning of a 6. 78-acre site 43 from Planned Development Area District (PDA) to Planned Unit Development (PUD) Overlay 44 with an underlying zoning designation of Residential Low-3 (RL-3). The Applicant is requesting 45 approval of a PUD Site Plan to accommodate the development of a 24-unit single-family PLANNING, ZONING AND APPEALS BOARD REGULAR MEETING 08-14-18 Page 2 1 residential subdivision. The property is located on the south side of Hood Road between 2 Florida's Turnpike and Jog Road. 3 Chair Hansen opened the public hearing. 4 Petitioner: Nicole Plunkett, Cotleur and Hearing. 5 Staff Presentation: None. Staff recommends approval of PPUD-17-11-000046. 6 Public comment: None. 7 Chair Hansen closed the public hearing. 8 Vice Chair Panczak made a motion to recommend to City Council PPUD-17-11-000046. 9 Board Member Josephs seconded. 10 Motion passed 4-0. 11 VIII. NEW BUSINESS 14 Plannine: and Zonine: Director Natalie Crowley notified the Board that Board Member John 15 Glidden was removed from the board due to absences and 1st Alternate Debra Canney volutarily 16 resigned.
