6 The regular meeting was called to order at 6:01 p.m. by Chair Hansen.

16 V. REPORT BY DIRECTOR OF PLANNNING AND ZONING: NATALIE CROWLEY
17 Reported at the September 6, 2018 City Council Meeting, the City Council approved the Spoto' s
18 Outdoor Bar and the Major Conditional Use for the Loxahatchee Slough Recreation Facility.
19 VI. APPROVAL OF MINUTES
20 Vice Chair Panczak made a motion to approve the August 14, 2018 meeting minutes.
21 Board Member Josephs seconded.
22 Motion passed 6-0
23 Chair Hansen asked for any ex-parte.

25 VII. PUBLIC HEARINGS
26 Those preparing to give testimony were sworn in.
27 1. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING
28 MISC-17-05-000134 -Alton Town Center Master Signage Program -A request for a
29 Miscellaneous petition for Alton Town Center Commercial Retail Project to approve a Master
30 Sign Program for the project. The subject property is located on the southeast comer of the
31 intersection of Donald Ross Road and Alton Road within Parcel C Town Center District of the
32 Alton PCD.
33 Chair Hansen opened the public hearing.
34 Petitioner: Ken Tuma, Urban Design Kilday Studios.
35 Staff Presentation: Principal Planner, Joann Skaria.
36 Public comment: None.
37 Chair Hansen closed the public hearing.
38 Vice Chair Panczak made a motion to recommend to City Council MISC-17-05-000134 with
39 the questions and concerns regarding the directional signs made by Board Members Oftedal and
40 Sabatello with regards to the lighting of the directional signs.
41 Board Member Josephs seconded.
42 Motion passed 6-0.
43 2. Recommendation to City Council (Public Hearing) -QUASI-JUDICIAL HEARING
44 SPLA-18-05-000048 -Alton Town Center Outdoor Display Areas -A request from
45 NADG/Brock LP to allow outdoor display areas in front of Building A (Publix) within the Town
46 Center (Parcel C) of the Alton Planned Community Development (PCD), located on the

l northeast comer of the Donald Ross Road and Alton Road intersection. The Alton PCD is
2 generally located south of Donald Ross Road, north of Hood Road, and east and west of
3 Interstate 95.
4 Chair Hansen opened the public hearing.
5 Petitioner: Ken Tuma, Urban Design Kilday Studios.

7 Public Comment: None.

9 Board Member Sabatello made a motion to recommend to City Council SPLA-18-05-000048.

11 Motion passed 6-0.
12 3. Recommendation to City Council (Public Hearing) LDRA-18-08-000070-Amending
13 Chapter 78 of the City's Code to provide for Memorials and Monuments on City
14 Property -Amending Chapter 78 of the City's Code of Ordinances to provide for the placement
15 of memorials and monuments on City property. The amendment will provide for definitions, an
16 application and review process, financing, installation, ownership, and maintenance standards.
17 Chair Hansen opened the public hearing.
18 Petitioner: None.
19 Staff Presentation: Planner, Matthew McPherson
20 Public comment: None.
21 Chair Hansen closed the public hearing.
22 Board Member Oftedal made a motion to recommend to City Council LDRA-18-08-000070.
23 Board Member Josephs seconded.
